In a French-language video posted on the Internet on February 3, 2015, an ISIS fighter encourages French Muslims to carry out more attacks on French soil. Brandishing a sword, he says: "The Islamic nation will recognize no end as long as your heads remain attached to your bodies. Calling French President Hollande "the doormat of the Jews," he warns: "We have thousands of soldiers in the land that you govern."
Following are excerpts:
French-speaking ISIS member: I would like to convey a message to the Muslims still living in France, following the recent events that took place there. First of all, I would like to pay respects to my brother Bilal [Nzohabonayo], who rushed toward the soldiers of tyranny with his knife.

Next, my brothers Chérif and Saïd [Kouachi], and Abu Basir Al-Afriki [a.k.a. Amedy Coulibaly], who, after having planned this operation for a long time, eventually carried it out, and succeeded in avenging our Prophet Muhammad. They have cleansed his honor, after it was tarnished by the infidels and hypocrites.
Allah be praised, my brothers, know that your pledge of allegiance has been proudly accepted by the Islamic State. Today, Allah willing, you are in the highest level of Paradise, alongside your Lord. Allah willing, there is nothing to be ashamed about in getting close to the greatest of men – the Prophet Muhammad, prayers and peace be upon him.
You should also know, my brothers and sisters still in France, that these days, the hijra is still a duty incumbent upon you. Flee, emigrate in the path of Allah. Come and join the blessed land of the Levant. Come and join the Islamic State. Come and join the Caliphate, which has been carefully prepared for you by your brothers. Know that this state is your country, and that there is no place for you among the infidels and the hypocrites. Flee while there is still time. Leave. Fear your Lord, and know that a terrible punishment will befall that country.

A special message to our soldiers still on the ground [in Europe], our brothers and sisters who are unable to emigrate in the path of the Lord: Regardless of whether you are free, imprisoned, or under surveillance, today, you must take action. It is a duty incumbent upon you, an order by the Prophet Muhammad, and by your Lord to cleanse the honor of our Prophet Muhammad.
Indeed, you have seen their [solidarity] march, which brought together four million infidels and hypocrites. Indeed, just like us, you saw placards held up high, reading: “Charlie Akbar.” You have seen their repeated threats, and these caricatures, which will not cease.
Once again, they have drawn a caricature of our Prophet Muhammad. What will these hypocrites say this time? Should we just keep quiet? Are you, my brothers, going to keep quiet? Are you going to let this happen? Do not give up, and above all, do not lay down your arms. Do not surrender! Kill! Today, this is our call: Kill! Kill them!
You have over four million targets now – the infidels and those who support them. If you have no weapons, our brothers have shown you the way. Indeed, our Prophet Muhammad said to you: “My livelihood is under the shade of the spear.” So kill a policeman with a knife, and take his pistol. With his pistol, kill a soldier, and take his rifle, and go forth in the path of your Lord. Nothing but Paradise awaits you. Martyrdom is devoid of pain.

Finally, I would like to convey a message to Hollande, the doormat of the Jews, as well as to [Imam] Chalghoumi and [French Muslim leader] Boubakeur, the leaders of hypocrisy: You will not harm Islam. You and the Islam of France that you are trying to inculcate will not harm in any way the descendants of the companions of the Prophet.
They will not submit to you, for they have submitted to the Lord of the Universe. They will not submit to the new religion that you are trying to teach them, for they have submitted to Allah. They follow the teachings of the Prophet, whom you mocked in your caricatures. They follow in the footsteps of the companions of the Prophet.

Hollande, you have seen what our brothers, our soldiers - the soldiers of Allah and the Islamic Caliphate – are capable of doing on your soil. Will you continue to imprison them by keeping them on your land, or will you finally send them back to us? You should know that these operations will not cease. By Allah, they will not cease. We have thousands of soldiers in the land that you govern.
Know that these operations will continue until the day when, humiliated and exhausted, you release our brothers and sisters from prison. You will give them brand new passports, and you will take them to the lands of hijra and Jihad.
You, the people of France – how much longer will you risk your lives to defend values that are not [real values]?

Be ready, by Allah, for our soldiers are ready. You will find yourselves facing them. You will end up facing them.

Indeed, claiming to be raising your pencils, you have in fact raised your swords, and what is concealed in your hearts is greater still. Allah be praised, our Lord has revealed to us what is truly in your hearts. Indeed, He has revealed to us what lies concealed in the innermost depths of your hearts – the hatred that you harbor toward us.
Your repeated insults toward Islam…Your bloodied bodies are the price you will pay for your insults toward Islam. Your blood will not cease to be spilled. By Allah, your blood will not cease to be spilled, because we have men on your soil who are ready to sacrifice their souls, ready to spill their own blood, until their Lord is satisfied with them, and grants them a place in His Paradise, Allah willing.

Today, the soldiers of the Caliphate are ready to receive you. We will receive you infidels with these swords, the swords that the companions of the Prophet proudly brandished. Your heads will fall, by Allah. After all the repeated caricatures, you dare to defy us?
Know that this is not the end. By Allah, it is not the end. The Islamic nation will recognize no end, as long as your heads remain attached to your bodies. – Say: “Allah Akbar.”
