On March 23, 2024, the day after the attack on the Crocus City Hall music venue in Moscow, in which approximately 143 people were killed and for which the Islamic State (ISIS) claimed responsibility, Russian philosopher Alexander Dugin wrote on his Telegram channel[1] that "geopolitics experts have long noticed that [ISIS] direct their terrorist attacks against and are in opposition to everyone who directly or indirectly fights U.S. hegemonic policies" and presented ISIS activity in Afghanistan, Iran, Syria, Iraq, Pakistan, Turkey, Yemen, China, India, Africa, and Gaza as supporting U.S. policy.

Saying that "Russia is active neither in the Middle East at the moment nor in Central Asia where the Wilayat Khorasan cells are based," Dugin wrote that ISIS and the Islamic State Khurasan Province (ISKP) "have no reason or need to attack Russia. On the contrary – the terrorist regime in Kiev and the collective West concerned about its weakening, will benefit from large-scale terrorist attacks in Moscow and in Russia in general."

Following is a translation of Dugin's Telegram post.

"Geopolitics Experts Have Long Noticed That They Direct Their Terrorist Attacks Against And Are In Opposition To Everyone Who Directly Or Indirectly Fights U.S. Hegemonic Policies"

"The Wilayat Khorasan (or ISIS-K) is the Afghan branch of ISIS. However, counterterrorism and geopolitics experts have long noticed that they direct their terrorist attacks against and are in opposition to everyone who directly or indirectly fights U.S. hegemonic policies.

"In Afghanistan itself, they are against the Taliban and are responsible for large-scale terrorist attacks against the Taliban leadership.

"In Iran, they are against Iran as such and their representatives have claimed responsibility for the bombings at the cemetery during the commemoration of the heroic General Soleimani, head of the IRGC, who was assassinated by the Americans. Iranian intelligence agencies consider this operation a cover operation for the actions of the Mossad and CIA.

"In Syria, they are against Assad, another bitter enemy of the US and the West and a friend of Russia.

"In Iraq, they are against the Shi'ite government (and also against Kurds, Christians, Sufis).

"In Pakistan, their networks act against those political forces standing for strengthening sovereignty and contribute to the escalation of tensions on the borders with Iran and Afghanistan, provoking border clashes together with other terrorist organizations.

"In Turkey, ISIS is against Erdoğan to the extent that he deviates from the West's agenda and insists on autonomy. And there, ISIS has openly admitted to carrying out the most high-profile terrorist attacks."

"The Wilayat Khorasan As Well As The Middle Eastern ISIS Have No Reason Or Need To Attack Russia – On The Contrary, The Terrorist Regime In Kiev And The Collective West Concerned About Its Weakening Will Benefit From Large-Scale Terrorist Attacks In Moscow"

"In Yemen, ISIS is tough on the Houthis, the main U.S. enemies in the region.

"ISIS is trying to open up a front in Xinjiang against China as well, the U.S.'s main economic rival.

"ISIS is taking responsibility for destabilizing India, which is becoming a sovereign pole. And there are terrorist attacks in the country.

"In Africa and the Maghreb, ISIS always turns out to be an objective ally of the West and strikes against anti-hegemonic groups and political movements – in Libya, Algeria, Western Sahara, Mali, Chad, Sudan, Somalia.

"Yet... neither ISIS nor the Wilayat Khorasan have anything against Israel, which at this moment is carrying out the brutal annihilation of the Palestinians in Gaza.

"Russia is active neither in the Middle East at the moment nor in Central Asia where the Wilayat Khorasan cells are based. They have their own networks in Central Asia, but they are rather weak in combat. There are their representatives in the North Caucasus and among legal and illegal migrants in various Russian cities. At the moment, in the general geopolitical context, the Wilayat Khorasan as well as the Middle Eastern ISIS have no reason or need to attack Russia. On the contrary, the terrorist regime in Kiev and the collective West concerned about its weakening, will benefit from large-scale terrorist attacks in Moscow and in Russia in general – especially now. Immediately after Putin's triumphant election and in the situation of large-scale mobilization of the society and the state. You can draw your own conclusions."
