In Dari-Language Article, Hizbut Tahrir Afghanistan Criticizes UN Report's Demands For Inclusive Government And Fighting Terrorism As Prerequisite For Recognizing Afghan Taliban Regime, Calls It 'The Most Dangerous Policy Of The United States... Which Can Distract The Islamic Emirate Of Afghanistan From Preaching Jihad'

On November 25, 2023, Hizbut Tahrir Afghanistan published a Dari-language article criticizing suggested changes submitted by UN Special Coordinator Feridun Sinirlioğlu to the Security Council for the Taliban rulers to implement as a prerequisite for international recognition of their government.

The Hizbut Tahrir Afghanistan article criticizes the demand that the Taliban rulers fight terrorism: "The issue of fighting what is mentioned in this report as the fight against 'terrorism' is in reality nothing but the fear of the emergence of an Islamic power that can challenge the regional order and the secular world order in Afghanistan and the region. America, Europe, and other unbelieving powers at the UN Security Council are still scared while realizing the potential capacity that exists now inside Afghanistan to break the colonial borders of Afghanistan..."

The article, titled "Speech Of The Week: The United Nations Roadmap For Recognition Or A Trap For The Islamic Emirate?" argues against each of the recommendations, saying that the UN demands are tantamount to reverting to the days of U.S. occupation.

During the two years since the Taliban took over Afghanistan, its rulers have undertaken many policies, including a ban on the activities of all parties, political and otherwise, including Hizb-e-Islami led by Gulbuddin Hekmatyar and Hizbut Tahrir Afghanistan. Hizbut Tahrir has until now not shown any opposition to the Taliban rulers, and it only criticizes some of their policies, sometimes indirectly advising them through its writings.

The UN Special Coordinator's Report And Suggestions To The Security Council "Contain Contents And Issues That They Want To Use As Invisible Chains Of This Organization... To Imprison The Islamic Emirate Of Afghanistan"

"On the 17th of November of the current year, Mr. Feridun Sinirlioğlu, the UN Special Coordinator, the Independent Assessor mandated by the members of the Security Council, presented a detailed report in which a roadmap for the reintegration of Afghanistan into today's international system has been recommended... This report has suggestions in several categories: like fighting against what is called terrorism, the rights of women and girls, national dialogue, inclusive government... The report comes as Afghanistan has been free from [U.S.] military occupation for two years, and the Islamic Emirate of Afghanistan is practically ruling the country.

"The aforementioned report and its proposals to the UN Security Council indicate that the international community led by the United States and its related institutions is trying to create grounds to influence Afghanistan and the Islamic Emirate of Afghanistan in ways that their interests and values require.

"For this reason, since the coming of the Islamic Emirate of Afghanistan to power and the withdrawal of the Western invaders, international institutions such as the United Nations... with the influence that America and the West have in them have tried to find alternative ways to incorporate their demands and interests, and search for their values in Afghanistan.

"The report and suggestions from the UN representative contain contents and issues that they want to use as invisible chains of this organization... to imprison the Islamic Emirate of Afghanistan. In this report, the main demand against the recognition [of the Taliban regime] and reintegration of Afghanistan in today's international order is the acceptance of the rules and principles of the United Nations by the Islamic Emirate of Afghanistan – the rules and principles that were planned and regulated after World War II by the winners of that war, especially by the new colonizer America. These rules and principles... are based on a secular basis and call the world to follow it."

"The Issue Of The Rights Of Women And Girls In This Report Is Not For The Education Of Afghan Muslim Sisters Based On Islamic Beliefs And Principles, But For The Institutionalization Of Secular Values"

"It is also said that among these principles is the [demand for the] acceptance of the Universal Declaration of Human Rights. In other words, according to this report, the recognition of the Islamic Emirate of Afghanistan is subject to the acceptance of the Declaration, a declaration that basically relies on the removal of religion from public life. According to the United Nations and the creators of this organization, this declaration is higher than any holy text, even revelation...

"The issue of the rights of women and girls in this report is not for the education of Afghan Muslim sisters based on Islamic beliefs and principles, but for the institutionalization of secular values and the continuation of these values in the personality of the young generation of Afghanistan. In any report from the UN and even other international organizations, education has not been mentioned based on authentic Islamic values but by referring to terms such as the right to education and the right to work in order to impose secular values, which the UN believes in with the Western support. Usually, with the negotiation that is done by the United Nations in this matter, the effort is to understand the desire of the Islamic Emirate of Afghanistan to accept today's international rules and principles.

"The issue of fighting what is mentioned in this report as the fight against 'terrorism' is in reality nothing but the fear of the emergence of an Islamic power that can challenge the regional order and the secular world order in Afghanistan and the region. America, Europe, and other disbelieving powers at the UN Security Council are still scared while realizing the potential capacity that exists now inside Afghanistan to break the colonial borders of Afghanistan and join the neighboring countries [in international forums].

"For this reason, what endangers the interests and survival of the colonialist powers and their allies, they call it terrorism and consider it a subject for recognition of the Islamic Emirate of Afghanistan. With this effort, they are trying to keep the Islamic Emirate of Afghanistan away from becoming an Islamic power in the region and are naming its strength and ability, what they call, terrorism. This policy is the most dangerous policy of the United States and other powers in the UN Security Council, which can distract the Islamic Emirate of Afghanistan from preaching jihad in the name of Allah and supporting oppressed Muslims outside Afghanistan."

"The Issue Of Inclusive Government And National Dialogue Means Turning Our Backs On Islamic Brotherhood And Brotherhood In The Form Of Ummah"

"The [need for] national dialogue and inclusive government is a part of this report, which is considered a prerequisite for the recognition of the Islamic Emirate of Afghanistan and the reintegration of Afghanistan. The story of the national dialogue and inclusive government is a means for political influence through figures outside the government, that is, with their presence the Security Council would show its satisfaction in the field.

"This matter [of inclusive government] has been said about Afghanistan by Western and Eastern circles for a long time. The plan of this matter is to bring out the ethnic and religious fragility in Afghanistan by itself, which reached its peak with the twenty-year period of the fake Republic. Remembering the national discourse or national reconciliation is actually a kind of weakening of the Islamic Emirate of Afghanistan.

"According to the United Nations and Security Council, what unites the people of Afghanistan is the national government, not a government under the name of the Islamic system. But in reality, it is Islamic values and Islamic belief that have transformed the people of this land and other Islamic lands into a single identity, the Ummah, for hundreds of years. The issue of inclusive government and national dialogue means turning our backs on Islamic brotherhood and brotherhood in the form of the Ummah. With this plan, the unbeliever powers, through the lens of the United Nations, want to weaken the unity of the people of Afghanistan so that they can regain control and influence over the situation in Afghanistan.

"What are very important are the problems and challenges of Afghanistan, which will never be solved by the recognition of the Islamic Emirate of Afghanistan by the United Nations. America, Europe, and NATO as a whole had legitimized and recognized a government in Afghanistan under the title of Republic for 20 years, which is considered to have been the most failed government of every year in the final evaluations."

"What The United Nations And Its Security Council Are Asking The Islamic Emirate Of Afghanistan Is To Accept Are In Reality Nothing More Than Putting The Clothes Of The Republic On The Body Of The Islamic Emirate Of Afghanistan"

"If recognition by the modern secular order and the United Nations would solve the problems of all countries, today all the countries that are represented in the United Nations and recognized should have a suitable situation, while this is not the case. Right now, governments have official representation in the United Nations and have been recognized as being unable to provide for the basic needs of their people and are considered bankrupt and poor governments. A weak economy and slow growth and development are the components of such countries.

"What the United Nations and its Security Council are asking the Islamic Emirate of Afghanistan is to accept are in reality nothing more than putting the clothes of the Republic on the body of the Islamic Emirate of Afghanistan. This was a Republic against which, and against Western supporters of this Republic, the Islamic Emirate of Afghanistan waged jihad for 20 years of struggle and resisted in order to establish an Islamic system.

"However, now the same supporters of the collapsed Republic who are trying to pull the Islamic Emirate of Afghanistan, under the pretext of recognition, toward themselves, toward the interests of the Great Powers and their values. The desire for such suggestions and recommendations mentioned in the report are actually the desire for the values of the Republic, secular values, and acceptance of the modern secular order of American leadership. And it is a sign of stepping on the blood of martyrs and mujahideen of this land.

"Therefore, against this net that has been sewn by the UN Security Council, one should be pious and be very vigilant; otherwise, Allah will make another deal. And Allah is only with the pious. [Allah says in the Quran] 'If you still turn away, he will replace you with another people. And they will not be like you' – Last part of last verses of Surah Muhammad."
