On August 31, 2023, MEMRI President Yigal Carmon issued a warning based on numerous reports and clips published by the institute that pointed to intentions by Hamas and the Palestinian Islamic Jihad (PIJ) to launch a large-scale attack against Israel. These reports and clips reviewed preparations by Hamas and its allies for an invasion of Israel, including the manufacture and amassing of weapons; the digging tunnels under the Gaza border; plans for breaching the Gaza border fence and entering Israel, complete with maps showing distances and routes to nearby Israeli localities, and multiple large-scale military drills that included infiltrating Israeli territory from the ground and sea, penetrating IDF bases and the kidnapping Israeli soldiers. MEMRI also presented statements by Hamas leaders declaring that Israel has no right to exist and is destined to perish soon.
