At a press conference held in Cairo on January 9, 2016 with Egyptian Nasserist politicians, North Korean Ambassador to Egypt Pak Chun Il justified his country's recent H-bomb test as "a measure of self-defense" against the "ever-escalating nuclear threats and incitement by the hostile powers, led by the U.S." He said: "We absolutely cannot stop developing nuclear weapons or abandon them, even if the skies fall to the ground, so long as the U.S. does not get rid of its terrible aggressive policies."

Ahmed Al-Fadaly: "The Democratic People's Republic of Korea announced for the first time that Korean officers, male and female pilots, participated in the 1973 war alongside Egypt. We salute North Korea, which stood by Egypt, in difficult circumstances of a war against the Israeli entity. So whom should we support? Israel, which has a nuclear bomb, or North Korea, which supported us with its pilots, who were killed here, and whose bodies were later transferred (to North Korea), while others were buried in Egypt, in the land of Sinai?"

[...]

Pak Chun Il: "This (H-bomb) test is part of the strategic resolution of the Workers' Party of Korea. This was the first test of the hydrogen bombs produced with complete reliance upon our intelligence, technology, and force.

[...]

"The hydrogen bomb test conducted by our republic is a measure of self-defense, aimed at protecting the country's sovereignty and the nation's right to exist, from the ever-escalating nuclear threats and incitement by the hostile powers, led by the USA, and so that peace will prevail in the Korean Peninsula, and security will prevail in the region in general.

[...]

"Our republic's just possession of hydrogen bombs in facing the US, the leader of aggression in the world, which covetously awaits the opportunity to raid our republic, with a variety of horrific lethal nuclear weapons, is a legitimate right for the self-defense of our sovereign country. Nobody can complain about this fair step.

[...]

"In fact, our Democratic People's Republic of Korea is a peace-loving country, and it exerts its utmost efforts to foil the despicable attempts by the US to launch a nuclear war.

[...]

"Our republic has made it clear in advance that as a responsible country that possesses nuclear weapons, it will not be the first to use nuclear weapons, so long as the hostile powers of aggression, including the USA, violate our sovereignty and deploy technological means..."

Ahmed Al-Fadaly: "Say it again... Say it again."

Pak Chun Il: "We would like to clarify – and I say this for a second time – that our republic..."

Ahmed Al-Fadaly: "...This is our response to America's false claims in the world's public opinion..."

Pak Chun Il: "...as a responsible country that possesses nuclear weapons, will not be the first to use these nuclear weapons, so long as the hostile powers of aggression, including the USA, do not violate our sovereignty and deploy technological means... We absolutely cannot stop developing nuclear weapons or abandon them, even if the skies fall to the ground, so long as the US does not get rid of its terrible aggressive policies."
