In a January 28, 2025 appearance on Russia Today TV, Mousa Abu Marzouk, a member of Hamas's Political Bureau, stated that the Palestinian Authority opposes Hamas leading political activity. However, he emphasized that the world does not engage with the dead, but with those who are politically active. He further asserted that the world understands that both war and peace can only be negotiated with Hamas.

Mousa Abu Marzouk: "The Palestinian Authority is against Hamas leading political activity. It is true that this is their position, but the world deals with people who are politically active, not with the dead. The whole world knows that it is Hamas that fights, and that either war or peace should be made with Hamas."

Interviewer: "Who do you mean by 'the dead?'"

Abu Marzouk: "The dead in their graves."

Interviewer: "Are you saying that the PLO..."

Abu Marzouk: "I mean the dead in their graves. 'Dead' does not only mean people in their graves. Anyone who is not active is dead. If you are asleep, you are dead. Sleep is death. If you are asleep, you are dead."

Interviewer: "Do you think that this applies to the Palestinian Authority?"

Abu Marzouk: "I do not mean anybody specifically. Anyone who is not politically engaged in an issue that concerns him is asleep, and hence, dead."
