Hamas official Mahmoud Mardawi confirmed in an interview with Ahmed Mansour, posted on YouTube on February 26, 2025, that Jared Kushner and Trump Middle East envoy Greenblatt offered Hamas a path to statehood in Gaza during Trump’s first administration, which they rejected. He stated that the Americans had offered Yahya Sinwar, who was the leader of Hamas in Gaza at the time, $10 billion and the lifting of the siege on Gaza, in exchange for his agreement to become president of a Palestinian state in Gaza, abandon claims to the rest of Palestine, and allow the collection of Hamas's heavy rockets as a precursor to negotiations.
Ahmed Mansour: "Is it true that [Yahya Sinwar] was offered to forget about the West Bank and the rest of Palestine, and in exchange, the siege on Gaza would be lifted, and he would stay in Gaza? Do you have any information about this?"
Mahmoud Mardawi: "Yes, it's true.

"Abu Ibrahim [Sinwar] believed, like the rest of Hamas's leaders, that we should not meet with [Jared] Kushner."
Mansour: "So Kushner asked for a meeting?"
Mardawi: "Yes, he asked for a meeting via an Arab country, but Hamas refused."
[...]
Mansour: "So the Americans asked for a meeting with Hamas..."
Mardawi: "Kushner and Green[blatt]... The envoy to the Middle East..."
Mansour: "An American?"
Mardawi: "American, yes."
Mansour: "They asked for a meeting."
Mardawi: "Right.
[...]
"To complete the story of the 'State of Gaza' – it was, indeed, offered to us."
Mansour: "Yes, that was an important question..."
Mardawi: "It was offered to us, but it was rejected by our entire movement..."
Mansour: "Who made this proposal to Yahya Sinwar that he would become President of Gaza and forget about the rest of Palestine, and in exchange, the siege on Gaza would be lifted, and he would have all the resources?"
Mardawi: "$10 billion."
Mansour: "That was the beginning of the offer..."
Mardawi: "$10 billion, and Hamas's heavy rockets in Gaza would be collected. Gaza would be like a state, and then there would be negotiations."
[...]
Mansour: "So they wanted to establish another authority in Gaza, similar to the Palestinian Authority in the West Bank, and that would be [led] by Hamas?"
Mardawi: "Yes."
Mansour: "And Hamas rejected this proposal..."
Mardawi: "Categorically."
