The following are translated excerpts from Arabic documents leaked from Project Raven, allegedly exposing an agreement signed on November 23, 2010 by then French president Nicolas Sarkozy and then Qatari crown prince Tamim bin Hamad Aal Thani, who is now the Qatari emir. According to the agreement, page 3 of which is missing, Qatar was to repay the cost of all of France's military and security operations in Libya, plus a sum of 300 million euros to Sarkozy. Sarkozy, for his part, pledged that his country would extend "unreserved support" to Qatar in its bid to host the 2022 World Cup.

"Today, November 23, 2010, a secret meeting was held at the headquarters of the French Republic, headed by Nicolas Sarkozy, President of the French Republic, and the loyal Crown Prince His Highness Sheikh Tamim bin Hamad Aal Thani, in the presence of Sheikh Hamad bin Jassim Aal Thani, Prime Minister and Foreign Minister of Qatar; Mr. Claude Guéant, Secretary General of the Elysée, and Mr. Michel Platini, President of the Union of European Football Associations. Appendix – Photos Of The Leaked Documents:
 Points 3 and 4 of the agreement are believed to relate to one sum of 300 million Euros, and not to two separate sums, and the name of the French president appears in point 4, since he is constitutionally considered the commander of French armed forces.
