In its cover story, titled "Destroying the Country Idol," the latest issue of the jihadi magazine Azan, which is published by the Taliban in Pakistan and Afghanistan, questions the issue of the validity of geographical boundaries of nation states, arguing that such frontiers are invalid in Islam. The article goes on to advance a new understanding of the modern "Muslim country" in which the Islamic sharia is not implemented – claiming that in effect such a country is a land of infidels.
The article, authored by Muhammad Qasim, states: "A land will be Dar-ul-Kufr [land of unbelief] if the laws in it are of the Kuffar [infidels], even if the majority of people are Muslim. And, similarly, a land will be Dar-ul-Islam [land of Islam] if the dominant laws in it are of Islam, even if the majority of the people in it are Kuffar."
The magazine's editors write about the article: "Since 1924 [the year marking the downfall of the Ottoman Caliphate], the Muslim Ummah has been divided by the Kuffar into 'nation states' and 'countries' – each ruled by disparate man-made laws and false ideologies. In this issue of Azan, we look at this new age idol called 'country' and examine its differences with the Islamic concept of 'Dar-ul-Islam' and Khilafah. Emir-ul-Momineen Mullah Muhammad Umar, Shaykh Osama bin Laden, Shaykh Ayman Al-Zawahiri and countless other Scholars and mujahideen… have sacrificed their lives for the sake of destroying these man-made borders that have divided the hearts and bodies of an Ummah united by faith."
This article advances the concept of "offensive jihad" as necessary to liberate all lands to enforce Islamic rule. It says that converting non-Muslims to Islam is forbidden by Islam, but that since all of the earth belongs to Allah, only his rule exists. It states: "Contrary to fixed boundaries, Islam gives us the concept of offensive jihad, i.e. jihad to liberate land from the rule of the Kuffar to establish the rule of Allah upon the whole earth."
This latest, third issue of Azan was released by a Pakistan-based jihadi Internet forum on August 24, and linked from file-sharing websites, including the U.S.-based Archive.org, which has emerged as a major publishing platform for jihadi organizations.

"The law of Allah is practically absent from almost all fields of human life…. The 'New World Order' that is based on the false precepts of democracy, secularism and nationalism has infiltrated the hearts and minds of almost the entire planet's population. Among the evils that this secularized system has inflicted upon the Muslim Ummah is the concept of 'countries' or 'nation states' that have been implemented upon the masses as if they represent the only form of collectivism for the people of the world! "After the fall of the Khilafah in 1924, this 'country' and 'nation state' concept of the Kuffar [infidels] was brutally enforced upon the Muslims; since then, generations of Muslims have been born into this 'country'-oriented world. The divinely legislated faith-based brotherhood of the Muslims has been completely destroyed. People have adopted alliance and enmity for the sake of a new idol called the 'nation-state' or the 'country' instead of for the sake of Allah. So, for example the American occupation of Afghanistan is termed an 'internal matter' of the Afghans that the people of, say, Pakistan or Uzbekistan have nothing to do with.
"The concept of 'countries' is not a very old one, and it has its [origin] in the revolutions against religion and monarchies in Europe. Europe rebelled against Christendom after the persecutions of the Church and as a consequence of the wave of 'rationality' that declared Christianity to be corrupt on intellectual grounds…. Rene Descartes' famous proclamation 'I think, therefore I am' is quite famous in modern culture. The consequence of this 'rational' thought was that Europe (and consequently America, etc.) gradually built a whole system of life in which divine revelation was discarded from all collective spheres of life."

"There were many disastrous results of this [rational construction of nation states] – most of which can be seen in the world of today – not the least of which were the two world wars that resulted in the deaths of millions of people, all for the sake of 'national' sovereignty…."
"[Saudi Islamic scholar] Shaykh Dr. Safar Al-Hawali says: 'The (French) Revolution ended up with some highly important outcomes. Indeed, there was born, for the first time in the history of Christian Europe, a non-religious republican state. "Alliances and enmities in the name of 'foreign policy' were created purely on the basis of corrupt human desire. The Europeans rebelled against Allah the exalted and refused to accept the religion of truth, i.e. Islam…. The basic philosophy of the 'country' is that it is a group of individuals who ally themselves with each other on the basis of being born in a particular area or land….
"Territorial nationalism, which forms the basis for the sketching of map-lines that rip the heart out of the concept of alliance and enmity for the sake of faith in Allah, is more specifically the 'attachment' or allegiance of a people of a particular land to their land of birth. Nationalism most often pervades ethnicism and gathers people from different families and tribes into a nation. Then, the words 'state' and 'nation' are often used interchangeably. Technically, a 'state' is a political and geopolitical entity while the nation is a cultural and/or ethic entity. The term 'nation state' implies that the two geographically coincide.
"This is all from the corrupt atheistic philosophy of the Kuffar [infidels]. The 'country' is thus an imagined area (imagined by the Kuffar that is) in which its people are supposed to gather under a 'sovereignty' which is not of course Allah's sovereignty (We seek refuge in Allah from this). A popular example of this is how in Pakistan, Pathans, Punjabis and Balochis have been gathered into the heading of a single 'country' known as Pakistan, regardless of religion. "Islam gives us the concept of 'Dar' [land] instead of 'country.' The Islamic conception of land is vastly different from the atheistic Western concept [of country or nation state]. Islam rightfully recognizes the earth as the property of Allah and fully declares sovereignty on it as belonging to Allah alone who is without a partner. The Europeans rebelled against the true religion of Islam (submission to Allah) and hence had to submit to another's sovereignty besides him, e.g. the king, queen and now a new idol called the 'state.' All of this is contradictory to the truth….
"Indeed, none is the Absolute Sovereign except Allah. [Allah says in the Koran:] 'And he makes none to share in his decision and rule.' (Verse 18:26) The Western concept is consistent with the Freemasonic philosophy of 'rendering man a god unto himself.' We [the Muslims] seek refuge in Allah from this. When man does not recognize the sovereignty of Allah and his own nature as a slave of Allah (and of none else), he is bound to take others as lords besides Allah….
"May Allah have Mercy on Sayyid Qutb Shaheed, who said: 'Verily, people, in all the systems of the earth, are taking one another as lords besides Allah. This is happening in the most progressed democracies as well as in the most declined dictatorships....'

And this is the basis of Islam. And Islam recognizes obedience to legislation as a form of worship. Therefore, Muslims are required to submit to the law of Allah in both their personal and collective lives.
"And since Islam is the truth from Allah the most high, hence it is important that Muslims around the world shun this world perception of 'countries' and 'nation states' and adopt the Islamic conception of the 'Dar' that existed for some 1,300 years!"

"Land In Islam And The 'Dar'
"The general definition of the term 'Dar' is that it is a place that combines open space and buildings. This term can also be applied to any piece of land. So, from here, we are able to say that a Dar can be a city, region, country, or even a village. What is important is that it contains a group of people who live in any part of this land who rule over every aspect of its affairs, whether they rule by laws that are divine or man-made. We can also say that a Dar is a region of land containing smaller pieces of land that fall under its rule. Thus, a Dar is a land ruled by a group of people who live in any part of this land and rule over all aspects of its affairs.
"As a conclusion of what the Fuqaha (Islamic jurists) wrote on the subject, the Dar in Islam is broadly of two types:
"Dar-ul-Islam (The Land of Islam)
"Imam Shafi' said: 'It is every land in which the rulings of Islam are apparent.' Others have said: 'There must not be a single aspect of the rulings of Kufr present in it, such as denial of a Prophet, any book from the Books of Allah [revealed on different prophets], mockery of any aspect of the religion, or atheism.' Others have said: 'Any land in which the Muslims live, even if others reside their along with them, or any land in which the rule of the Muslims is uppermost.'
"So, the Islamic lands are all the regions that are under the rule of the Muslims, with the inhabitants of those lands being those who live within their borders – Muslims, as well as dhimmis (non-Muslims under the protection of Muslim rule) – with the leadership applying the Islamic laws.'
"Dar-ul-Kufr (The Land of Kufr)
"'This is any land in which the laws of the Kuffar [infidels] are uppermost and with which there is no war with the Muslims, and its ruling is the same as that of a Dar-ul-Harb (land of war) that has a treaty with the Muslims. So, every Dar-ul-Harb is classified as Dar-ul-Kufr but not vice versa.' (Clarifying the Obligation of Migration by Abd al-'Aziz bin Salih al-Jarbu)
"The Dar-ul-Harb is a land of the Kuffar that is at war with the Muslims. It is a type of Dar-ul-Kufr. Every Dar-ul-Harb is Dar-ul-Kufr but not vice versa. Therefore, the scholars have concluded that countries such as America, England and their NATO allies, etc., are Dar-ul-Harb today because they are at war with the Muslims.
"Some other kinds of Dar exist, but these are subject to the primary classification that has been clarified above. The following quote of the famous jurist Imam Sarakhsi summarizes our discussion: 'It is narrated from Imam Abu Yusuf and Imam Muhammad that if the leaders (openly) implement the rulings of Shirk (polytheism) in an area of Dar-ul-Islam, then that Dar will be Dar-ul-Harb. Hence, an area will be associated with whoever has power and authority in that area (to us Muslims or to the Kuffar). Wherever the rulings of Shirk are implemented, the polytheists have power and authority in that land; hence, that land is Dar-ul-Harb. On the other hand, wherever the 'rule' of Islam is apparent and decisive, the Muslims have authority in that land (and that is Dar-ul-Islam).'
"It is important to note that the basis for the classification of a land as Dar-ul-Kufr or Dar-ul-Islam is the socio-economic-political law of that land and not the individual religion of the people. So, for example, a land will be Dar-ul-Kufr if the laws in it are of the Kuffar, even if the majority of people in it are Muslim; likewise, a land will be Dar-ul-Islam if the dominant laws in it are of Islam, even if the majority of the people in it are Kuffar."

"Differences Between Dar-Ul-Islam And The Modern Muslim Country
"Following the rise of the nation state, a phrase called the 'Muslim country' was coined and made common to refer to the Khilafah lands that were now changed into nation states. The dominant law in these states was the constitutional law designed by the Kuffar. Most of the countries adopted either communism or capitalism in the days of the Cold War. Democracy, dictatorships and military rules that were all embodiments of the secular order became dominant in these so-called 'Muslim' countries. From Iraq to Jordan to Kuwait to Saudi Arabia to India, the whole socio-economic platform of the Muslims was completely transformed as the imagined philosophies of the Kuffar turned into a horrible reality.
"Maulana Muhammad Ali Johar, one of the leaders of the Indian Khilafah movement who strived till the last to save the institution, said after the Khilafah's abolishment: 'It is difficult to anticipate the exact effects the 'abolition' of Khilafah will have on the minds of Muslims in India. I can safely affirm that it will prove a disaster both to Islam and to civilization….'
"A huge disparity exists between the Dar-ul-Islam and the modern so-called 'Muslim country.' It is impossible to reconcile between the two because – as stated earlier – both emanate from entirely different premises. Below, we will look at some of the major differences:
"Constitutional Law vs. Koranic Law
"It has been mentioned earlier that Europe had a certain outlook on human life that was born out of rationalistic and secular ideals. This reflected in their collective thought as their rejection of the Christian doctrine led to the birth of the idea of a 'supreme constitution' (written by 'enlightened' men) that would serve as the ruling law over all socio-economic-political domains of their 'country.' The constitution is written by the leaders of the country and all legal, judicial, economic and military machinery of the country is regulated by the constitution. No 'citizen' of the constitutional country has the right to rebel against the constitution….
"In Islamic society, the supreme law is the law of the sharia – which is obtained from divine sources: The book of Allah and the sunnah of his messenger [Prophet Muhammad]. Then, the lives of the companions and the jurisprudences of the scholars of the Fiqh (Islamic law) explain and lay down in detail the basis of all socio-economic-political rulings of Islam. Every court must refer to the divine sharia. Not only is [it] the source of law but it is the ONLY source of law (unlike today when a lot of the countries declare that the sharia is only one of the sources of law…..
"The eminent late Asian scholar, Maulana Yusuf Ludhyanvi writes: 'In a Khilafah system, the supreme law for the leader is the Koran and Sunnah….' On the other hand, the verdict of democracy is that the 'constitution' of the country is the holiest document and that all disputed matters shall be referred back to the 'constitution'; even the courts cannot pass a ruling contrary to the constitution. But the reality is that the country's constitution, despite all its holiness, is a toy in the hands of the people-elected representatives. They can amend and abrogate it as they please…."
"Shah Waliullah, the great [Indian Islamic] scholar of the 18th century writes: 'Khilafah is a state that is attained by virtue of inheritance and deputization of the Prophet Muhammad for the establishment of the religion: like revival of the religious sciences, establishment of the pillars of Islam, organization of jihad and its necessities – such as arranging the armies, appointing salaries, distributing the war booty, establishment of the judicial system, and the Hudood (state punishment), repulsion of oppression and enjoining of the good and forbidding of the evil'…."

"Man-Made Borders vs. Dynamic Offensive Jihad
"A constant feature of the modern 'country' is the application of man-made borders upon the earth…. The Muslims are taught these maps from the beginning in their educational institutions as if they represent the only way to see the geography of the world. These lines have only been drawn by the Kuffar to separate the Muslims and are not more than a few 100 or 150 years old….
"How far all this is from the concept of a Khilafah whose capital city was Hejaz one time and Istanbul another! The Prophet once said to the Jews when he called them to Islam (but they refused): 'You should know that the earth belongs to Allah and his apostle, and I wish that I should expel you from this land. Those of you who have any property with them should sell it, otherwise they should know that the earth belongs to Allah and his apostle (and they may have to go away leaving everything behind).' (Muslim – book of hadith)
"The earth belongs to Allah and the Kuffar have no right to place even a single line on any map to dare demarcate boundaries for anyone…. Contrary to fixed boundaries, Islam gives us the concept of offensive jihad i.e. jihad to liberate land from the rule of the Kuffar to establish the rule of Allah upon the whole earth. Allah The exalted states: 'Fight those who do not believe in Allah or in the Last Day and who do not consider unlawful what Allah and his messenger have made unlawful and who do not adopt the religion of truth (i.e. Islam) from those who were given the scripture – [fight] until they give the jizia willingly while they are humbled' (Verse 9:29)
"The purpose of offensive jihad is not to convert the Kuffar to Islam. Converting someone is forbidden in Islam because guidance is in the hands of Allah alone. However, the Kuffar are not allowed to establish a ruling system on earth because the earth belongs to Allah and only his righteous slaves are allowed to inherit it. Hence this is the purpose of offensive jihad – to eliminate all elements that are acting as obstacles for the rest of the people converting to Islam; this is because when the people will see the open system of Islam and the peace that it brings, they will all willingly embrace Islam (History bears witness to this).
"Similarly, Islam does not oppress the non-Muslim subjects of the Khilafah; rather it only charges them a tax and allows them to freely exercise their religion and implement their laws amongst themselves as long as they do not propagate them. And the scholars have mentioned that this type of jihad is for maintaining the payment of jizia (the poll tax levied on non-Muslims by the Islamic government). The scholars of the principles of religion have also said: 'Jihad is Dawah with force, and is obligatory to perform with all available capabilities, until there remains only Muslims or people who submit to Islam.' (Clarifying the Obligation of Migration by Abd al-'Aziz bin Salih al-Jarbu)
"Therefore, there is no concept of 'borders' in Islam. Rather, Islam considers it the duty of the Muslims to spread the message of Islam throughout the earth through the methodology of dawah [preaching] and jihad until there remains none to be worshipped except Allah and the law of Allah pervades throughout the earth: 'It is He who has sent his messenger (Muhammad) with guidance and the religion of truth (Islam), to make it superior over all religions even though the Mushrikin (polytheists, pagans, idolaters, disbelievers in the oneness of Allah) hate (it).' (Verse 9:33)"

"Alliance And Enmity Upon Land vs. Alliance And Enmity For The Sake Of Allah…
"The 'nation state' enjoins that mankind must associate and disavow on the basis of land. So, for example, in the modern world, an American and a Russian are disavowed because of their loyalty to the 'state' and its foreign policy. The fundamental here is that religion or belief does not play any part in the alliance and disavowal. The Pakistani state is a supposed 'arch rival' of the Indian state while a firm ally of an equally Kafir communist China. Even though Israel wages war against the Palestinian, the Egyptian Muslim is a criminal if he kills the Jews because his state's 'foreign policy' dictates peace with Israel.
"This is an entirely false creed because it is contrary to the way Allah ordained for mankind: 'He it is who created you, then some of you are disbelievers and some of you are believers. And Allah is All-Seer of what you do.' (Verse 64:2)
"In Islam, alliance and enmity – love and hate – are based on faith. Love is the source of loyalty and hate is the source of opposition; it is by this that both the heart and the hand are moved to act. Love inspires intimacy, concern and help; hate provokes obstruction, enmity and rejection. Love and hate are both related to the declaration of faith and constitute essential elements in it. The evidence of this from the Quran and the Sunnah is considerable.
"As for the Koran, consider the following Ayat [verse]: 'Let not the believers take disbelievers for their friends in preference to believers. Whoever does this has no connection with Allah….' (Verse 3:28) And also, 'Oh you who believe! Do not take the Jews and the Christians as allies. They are allies of one another. And whoever of you takes them as allies, he is (one) of them…. ' (Verse 5:51)
"Therefore, Islam preaches alliance and enmity for the sake of Allah. The Muslims throughout the world are connected via a borderless loyalty that transcends color, creed or tribe. On the other hand, the 'nation state' requires its subjects to bear alliance and enmity upon land. Not a single so-called 'Muslim country' today bears alliance and enmity for the sake of Allah. When the so-called 'war on terror' started and Bush Jr. gave the ultimatum of 'Either with us or against us' – all these countries and their stooge leaderships surrendered point blank to the American government and supported the Crusading cause with all that they had. Most of them – from Iraq to Saudi Arabia to Pakistan to Uzbekistan – supported the Americans in the name of 'national security' and the likes (even though their support to the Crusaders goes against contradicts most of their self-made nationalistic principles as well).
"It is indeed a wonder that none of these countries holds any Kafir nation as an enemy in their foreign policies. From Turkey to Indonesia to the Far East – none of these [Muslim] governments seem to have anything against the Kafir countries. If they do have enemies, then they are Al-Qaeda, Taliban, Shaykh Osama, Mullah Omar, etc. This is indeed another corrupt aspect of the nation state that it does not refer to divine revelation when organizing a foreign policy. Alliance and enmity is based upon land instead of religion and of course this and the Islamic concept of alliance and enmity for the sake of Allah can never be reconciled."
"It Is Forbidden In Islam To Distinguish Among Human Beings Except On The Basis That Allah Has Ordained"; Saudi Fatwa: "Whoever Does Not Distinguish Between The Jews, The Christians And Other Kafirs, And The Muslims Except On The Basis Of Nationalism And Makes Their Laws Equal – He Is A Kafir"
"Equality Of Religion Vs. Distinction Upon Religion
"Islam organizes the community on the basis of religion, and more specifically on the belief in Tawheed (monotheism). The society is organized on the precept of the declaration of faith which is the fundamental on which all Islamic systems emerge – La Ilaha ill Allah (none has the right to be worshipped but Allah).… The Rule of the Khilafah brings to the fore the key Islamic doctrine that 'all men are equal before the law of Allah with none having superiority except with piety and good deeds.' [emphasis in original] The more pious a person is, the better his status will be in the society….
"On the other hand, the 'nation state' organizes a society on the basis of 'all men equal before the law of the 'state' (which is written by men).' In almost all nation states, this is one of the prime forms of corruption that is rampant. The Jew, Christian, Qadiani, Rafidhi [one who doesn't accept Islamic authority], atheist are all 'legally equal' and enjoy the same rights as a Muslim who believes in Allah alone. An apostate retains his rights in the society despite his disbelief. A Muslim can become a Christian and still serve in the nationalistic army! An interest taking banker who is at war with Allah and his messenger can be considered one of the prime citizens of the nationalistic society….."
"It is forbidden in Islam to distinguish among human beings except on the basis that Allah has ordained. It was mentioned in a fatwa [decree] by The Permanent Assembly for Islamic Research and Issuing Fatwas of Saudi Arabia: 'Whoever does not distinguish between the Jews, the Christians and other Kafirs, and the Muslims except on the basis of nationalism and makes their laws equal, he is a Kafir.' Therefore, Islam does not authorize a society that fails to distinguish between its subjects on the basis of faith. Rather, Islam terms such a society as a Jahili (ignorant) society. This equality of the Kafir to a Muslim in terms of (secular) law is rampant throughout the world. This aspect of the nation state has destroyed the whole essence of Islam…."
"Indeed, this aspect of the nation state that is the founding essence of the new world order is so devastating alone that it totally breaks down the basis of Islam. The person who declares his alliance to Allah and the believers and disassociates from the Kuffar and their laws and allies immediately becomes a complete 'stranger' to the whole constitutional system. He has no other place to go except the mountains or to the fields of jihad to save his faith…."

"Citizenship is a permanent feature of the nation state. It is defined as 'the state of being a citizen of a particular social, political, or national community.' In the 'new world order,' the citizen of a country is one that is bound by the ruling law of that country, usually a constitution…. However, if a person migrates to a different country, then he is required to pledge an 'oath of citizenship' to gain citizenship of that country….
"In short, citizenship of a country is submission to the new-age false idol of the 'state.' It is a pledge to bow down to the man-made constitution, to bear allegiance and disavowal for the sake of this false god and to fight under its banner against all possible enemies… The false concept of citizenship is retained by all 'Muslim' countries – from Saudi Arabia to the Far East. The subject of an Islamic Khilafah submits to the sovereignty of Almighty Allah alone because this is what he recites in his declaration of faith: 'None has the right to be worshipped but Allah (Alone)' …."
"In Islam, citizenship is on the basis of faith. However, in the Western philosophy, it is on the basis of land and the constitutional law of that land. The consequences of the adoption of this false concept of citizenship have been disastrous. The concept of citizenship of the nation-state is at complete odds with the concept of servitude of Islam. The two can never be reconciled. This new world order requires a Muslim to submit and bow down to [nation state] other than Allah. There are several catches in it that produce a complete dent on the nature of the Islamic faith. How true does the following verse echo when we see the horrible consequences of having adopted the entire systems and philosophies of the Kuffar: 'They desire that you reject faith and disbelieve; as they have rejected faith, and thus that you all become equal and like one another…' (Koran Verse 4:89)"
