Urdu Daily Reports On Qatar's Intervention To Revive The Failing U.S.-Taliban Talks; Qatari Foreign Minister Joins Talks In Doha

February 14, 2020
The following report is now a complimentary offering from MEMRI's Jihad and Terrorism Threat Monitor (JTTM). For JTTM subscription information, click here. On February 11, 2020, the New York Times reported that U.S. President Donald Trump "has conditionally approved a peace deal with the Taliban that would withdraw the last American troops from the country, potentially beginning the end of America's longest war."[1] The report continued: "But the deal will only be signed if the Taliban prove their commitment to a durable reduction of violence over a test period of about seven days later this month [...] If the Taliban do end hostilities and a deal is signed, the United States would then begin a gradual withdrawal of American troops, and direct negotiations would start between the Taliban and Afghan leaders over the future of their country."[2] The New York Times further quoted "a senior diplomat in Washington" as describing "the deal as 95 percent agreed to in principle, but that the possibility of a final agreement will become clearer in a matter of couple weeks."[3] Now, it emerges that the Qatari government – which has a deep, long-standing relationship with jihadi organizations worldwide – may have intervened to secure the deal between the U.S. and the Islamic Emirate of Afghanistan (the Taliban organization) which have held over 11 rounds of discussions in Doha, Qatar. MEMRI has previously reported on Qatar's role in the 9/11 attacks and its hosting of jihadi commanders.[4] The Qatari government, which is hosting the Doha talks, intervened to revive the U.S.-Taliban talks. According to a February 11, 2020 report in Roznama Ummat, a pro-Taliban Pakistani daily, "Effort is being made by Qatar that the Taliban further increase the 10-day reduction in violence period [as proposed in the U.S.-Taliban deal which is yet to be signed]. America was demanding an extension in the Taliban's offer of the 10-day reduction in violence period which had led to a deadlock in the talks."[5] "However, yesterday, the talks began again under the Qatari mediation," the pro-Taliban daily said in its report, adding that when the U.S. diplomat Zalmay Khalilzad, who is leading the U.S. delegation at the talks in Doha, met with Mullah Abdul Ghani Baradar Akhund, the deputy emir of the jihadi group Islamic Emirate, Qatar's foreign minister Sheikh Mohammed bin Abdulrahman Aal Thani, "was present on this occasion."[6] "Deadlock was being seen in the talks… However, the possibilities for the [U.S.-Taliban] deal have brightened due to the presence of the Qatari foreign minister," the Roznama Ummat noted in its report titled as "In Doha, Once Again The Taliban-American Talks, Qatar Too Participates."[7] "Discussions were also held about the mechanism for the reduction in violence according to the Taliban's offer and the signing of the deal in the presence of Qatari officials," the Urdu daily added.[8]   [1] The New York Times (U.S.), February 11, 2020. Copenhagen Imam Mundhir Abdallah In Interview: I Was Found Guilty Of Hate Speech Following MEMRI Translation Of My Sermon; Danish Government Gives Muslims' Children To Danish Families For Raising In 'Civilization Of AIDS, Homosexuality, And Immorality'; Interviewer: MEMRI 'Has Become One Of The Most Important And Influential Research Centers That Monitor The Arab Media'

February 14, 2020
Special Dispatch No. 8561
On February 8, 2020, Imam Mundhir Abdallah, a Copenhagen-based cleric who has previously been found guilty of hate speech and given a suspended sentence of six months following a MEMRI translation of a sermon he delivered,[1] was interviewed on Al-Waqiyah TV (Lebanon), which belongs to Hizb ut-Tahrir, an international pan-Islamic organization. Imam Abdallah explained to the interviewer that the Jewish community and the Israeli embassy, which he referred to as the embassy of the "entity of the Jews," had filed a police complaint against him after Danish media sources "distorted" a MEMRI translation of a sermon he had delivered in which he said that a rightly guided Islamic caliphate should wage a real war to uproot Israel and liberate Palestine.[2] Claiming that MEMRI belongs to the State of Israel, he elaborated that his sermon had been about the political issue of Palestine, that it was not about Jews and antisemitism, and that Islam has no problem coexisting with non-Muslims under Islamic rule, but that the Jews' "propaganda" had convinced the Danish media that he had been calling for the killing of Jews everywhere in the world. In addition, Imam Abdallah said that he is the first person who has been tried for violating the law in question, which he said was passed in 2016 and which he said oppresses Muslims and controls what imams can say in mosques. He added that his verdict had been unanimously upheld even after being appealed. Furthermore, Imam Abdallah said that Western governments and societies believe Islam poses a threat to their disintegrating and empty societies that are "gnawed at by individualism and selfishness" and whose moral and spiritual values have shattered. He added that this is the reason Western youth turn to homosexuality, suicide, and drugs, and he compared the Danish government's treatment of Muslims to the Chinese government's treatment of Uyghur Muslims. Imam Abdallah also referred to Danish civilization as a "civilization of AIDS." The show host mentioned that an Australian cleric affiliated with Hizb ut-Tahrir, Ismail Al-Wahwah,[3] had been banned from entering Europe because he had made statements similar to Imam Abdallah's statements. To view the clip of Imam Mundhir Abdallah on MEMRI TV, click here or below. "Based On Jews' Propaganda... The Danish Media Said That The Sermon Was A Call To Kill Jews Everywhere" Imam Mundhir Abdallah: "It all began approximately three years ago, following a Friday sermon that I delivered. [...] "[In the sermon, I said] that the solution is for the [Islamic] nation to rise, to regain its sovereignty, to gather its forces, and to liberate its lands by means of a real war that would be waged by the Muslim armies – the armies of the rightly-guided caliphate – and that would uproot the occupation from the land of Palestine. As a result of this... "There is a Jewish center in Washington, D.C. Its name is MEMRI, for short. It is a media institute that belongs to the State of Israel. MEMRI translated the sermon to English and aired it on its channel [sic]. "This was picked up by the Danish channels, and they distorted what I said. Consequently, the Israeli embassy here in Copenhagen went into action... I'm talking about the embassy of the entity, the Israeli enemy... Along with the representatives of the Jewish community, they filed a police complaint. This is when this matter started." Interviewer: "You said that your words were distorted. Please explain what was distorted." Imam Mundhir Abdallah: "The topic of the sermon, from beginning to end, was political. It discussed a political problem – the problem of Palestine. The premise was that Palestine is an occupied Islamic land and that the owners of this land have the right to fight for its liberation. [...] "In this case, the Jews are the occupiers, but the issue is not about Jews and antisemitism, and it is not a call to kill Jews wherever they may be. The Danish media said that the sermon... Of course, this was based on Jews' propaganda... The Danish media said that the sermon was a call to kill Jews everywhere in the world because they are Jewish. "This claim is false and contradicts our understanding of Islam, of the rulings of the shari'a, of the political facts, and of the historical facts, which clearly show that Muslims have no problem coexisting with non-Muslims under Islamic rule. [...] "This is not a legal trial. It is a political trial par excellence. On the one hand, it was done in response to the pressure of the Jewish community and the Israeli embassy here, and on the other hand, it was meant to cover..." Interviewer: "You mean 'Israeli embassy' in quotation marks... You mean the embassy of the Zionist entity." Imam Mundhir Abdallah: "Yes, of course. The embassy of the entity of the Jews. This was a result of the pressure they exerted on the Danish authorities and public opinion, but also due to the interests of the Danish government, which wanted to cover up its policies that are biased in favor the entity of the Jews, which carries out massacres against Muslims day and night." "This Law Was Legislated To Oppress The Muslims... The Presence Of Islam In Such Empty Societies, Which Experience Moral And Cultural Bankruptcy, Poses A Threat To Their Society" Imam Mundhir Abdallah: "I was tried on the basis of a new law that was legislated in 2016. It came into effect at the beginning of 2017. I am the first person to face trial on the basis of that law. [...] "This law was legislated to oppress the Muslims and in order to control what the imams and preachers say in the mosques. [...] "I was found guilty and given a six-month suspended sentence. I appealed this sentence and the appeals court convened a little more than a week ago. Even though all the discussions in the appeals court were in our favor – the lawyer spoke, the witness spoke... "There was also an expert in the matters of the Islamic world, who was summoned by the prosecution. Even though all that was said was in our favor, the six judges unanimously decided to uphold the verdict. [...] "These Westerns governments and the capitalist influencers in these countries, who are decision-makers, have a problem with Islam and the Muslims. [...] "They believe that Islam poses a threat to their disintegrated society. From the outside, these societies seem united, but whoever looks at them from within realized that these societies have disintegrated and that they are gnawed at by individualism and selfishness. This is why their moral, human, and spiritual values have shattered. These societies were swept by waves of individualism and they experience emptiness. The youth turn to homosexuality, suicide, and drugs. "The presence of Islam in such empty societies, which experience moral and cultural bankruptcy, poses a threat to their society. This is why they treat Islam with a kind of hysteria. This is especially true of the Danish government and regime." MEMRI "Has Become One Of The Most Important And Influential Research Centers That Monitor The Arab Media" Interviewer: "Our producer sent me some information about the institute you mentioned. It was a Zionist institute that picked up your sermon, translated it, and presented it to the media. It was founded by General Yigal Carmon twenty years ago, in 1998. "The goal is to expose what the Arabs are watching, their use of anti-Semitic language, and their incitement to violence. [MEMRI also aims] to promote moderate voices. "It has become one of the most important and influential research centers that monitor the Arab media. This Carmon, who served as a counter-terrorism advisor to Yitzhak Shamir and to Yitzhak Rabin, says that the institute had 50 employees at first and that they had been volunteers. There are now 75 employees who work for high salaries. "The institute has branches in Jerusalem, Palestine, in Tel Aviv, in London, in Rome, in Berlin, and in Tokyo, and for a while, it even had a branch in Baghdad, the capital of Iraq. The institute has Arab, Iranian, and Palestinian employees. Its budget comes from the United States. [...] "I'd like to mention that [Australian scholar] Ismail Al-Wahwah was banned from entering Europe due to a statement that is perhaps similar to the one you made, or because of a hadith he quoted that says: 'You shall fight the Jews and you shall kill them.' This is a well-known hadith." Muslim Children "Are Given To Danish Families So That They Can Be Brought Up Within The Civilization Of AIDS, Homosexuality, And Immorality" Imam Mundhir Abdallah: "Muslims also suffer from their children being taken away from them. The Danish government employs a hostile policy that is no different from China's policy toward the Uyghur Muslims. The Danish government has legislated the policy that any Muslim family that raises their children on extremism should have their children taken away from them. 'Extremism' or 'extremist upbringing' are very flexible terms in this case, and it has no limits or boundaries. The municipalities and the public employees have the authority to decide for themselves whether something falls under this law or this policy, and Muslim boys are being taken away from their families. This has happened. They are given to Danish families so that they can be brought up within the civilization of AIDS, homosexuality, drugs, and immorality. This is a war against Islam in the full sense of the word."   [1] See MEMRI Special Dispatch No.7605 Copenhagen Imam Mundhir Abdallah, Indicted For Hate Speech: Only Solution For Palestine – Jihad, Islamic Caliphate, Israel's Elimination – Which Means War In Jaffa, Haifa, Akko, August 2, 2018. IRGC Commander-in-Chief Gen. Hossein Salami Eulogizes Qasem Soleimani, Warns Israelis: Take a Good Look at the Mediterranean Sea - That's Where You Are Going to End up

#7807 | 06:45
Source: IRIB Ofogh TV (Iran)

IRGC Commander-in-Chief General Hossein Salami spoke in a ceremony marking the 40th day since the killing of IRGC Quds Force Commander General Qasem Soleimani. General Salami said Soleimani was responsible for the Palestinians' current military capabilities and that as a result of Soleimani's work, the Israelis can today hear across their border the languages of people from Pakistan, Iraq, Lebanon, Syria, Afghanistan, Bahrain, Yemen, the Hijaz, and elsewhere. General Salami threatened that if America and Israel make "the slightest mistake," Iran will strike both of them.

Salami then addressed the Israelis, telling them not to count on America, because "America always arrives late or does not arrive at all. "If you want to open such an account," he added, "take a good look at the sea, because that is where your final place of residence will be. I am referring to the Mediterranean Sea." The ceremony aired on Ofogh TV (Iran) on February 13, 2020. At the beginning of the ceremony, General Esmail Ghanni, who replaced Soleimani at the commander of Quds Force, read out Soleimani's will.

Hossein Salami: "[Qasem Soleimani] revived the spirit of Jihad in all the Islamic countries. He was the reviver of the school of Jihad and martyrdom. At a time when our enemies would say: 'From Vienna to Sydney, from the East of the World to its West, we will make the youth wear jeans, put on Nike shoes, and fix the hair on their heads and faces in a Western style'... At the same time, [Soleimani] would be putting the headbands of Jihad on the foreheads of Muslim youth.

[...]

"In Afghanistan, he was known better than the Afghans themselves. He was an angel of salvation. Wherever there were oppressed people – Qasem and his army were fighting there.

[...]

"When Qasem joined the frey of the war with the Zionists, the Palestinians had been fighting the Zionists with stones. He made it so that today, Gaza, the West Bank, and Northern Palestine have become a firing range and an endless eruption of fire. Every point of the Zionist regime is stuck in their crossfire. Out of fear of the force that he established, the Zionist regime has built around the land it occupied concrete walls hundreds of kilometers in length and dozens of meters in height. He incarcerated Israel.

[...]

"In all the wars that the Lebanese people and their heroic Hizbullah fought against the Zionist regime, [Soleimani] had been directly in the battlefield.

[...]

"He built such a great force that if the Zionists were to listen near their border today, they would hear the languages of the Pakistanis, the Iraqis, Lebanese, Iranians, Syrians, Afghans, Bahrainis, Yemenis, Hijazis, and others. He has united the world of Islam.

[...]

"The Zionists are not the only ones who have suffered great defeats at his hand. He thwarted America's policy of creating a new Middle East under America's political control. He was the architect of defeating American and Israel in the battlefield, under the command of our great leader [Khamenei].

[...]

"The enemy made a mistake, and it can no longer fix it. The enemy received a powerful slap [in Ayn Al-Asad Airbase], but the decisive slap continues until the Islamic nation expels the last of the American soldiers from the lands of Islam, and ushers the Zionist regime into a path of absolute demise. This path continues. We are with Qasem and Qasem is with us in this luminous path. This dawn is near.

[...]

"Today, we heard one of the Zionist officials saying: 'We split the work with America – we strike the Iranians in Syria and they strike them in Iraq.' We say to them: As always, you are wrong. As always, you are breaking yourselves. But we say, and we accompany these words with deeds: If you make the slightest mistakes, we will strike both of you."

Crowd: "Allah Akbar! Allah Akbar! Allah Akbar! Khamenei is the Leader! Death to those who oppose the Rule of the Jurisprudent! Death to America! Death to England! Death to the hypocrites and infidels! Death to Israel! Death to America! Death to America! Death to America! Death to America! Death to America! Death to America! Death to America! Death to America! Death to America! Death to America! Death to America! Death to America!"

Hossein Salami: "We have said to [the Israelis] many times: Do not count on America. America always arrives late, or it does not arrive at all. If you want to open such an account, take a good look at the sea, because that is where your final place of residence will be. I am referring to the Mediterranean Sea."

Iranian Animation Titled "Harsh Revenge" Depicts Missiles Destroying U.S. Military Base in Revenge for Killing of Soleimani

#7806 | 04:20
Source: The Internet - "Fars News Agency (Iran)"

On February 11, 2020, Fars News Agency (Iran) published an animation titled "Harsh Revenge" that was produced by the Research & Production Center of TV & Animation at the behest of the Islamic Development Organization, which is under the auspices of Iranian Supreme Leader Ayatollah Ali Khamenei. The animation shows a U.S. drone locking in and firing upon a vehicle in which IRGC Qods Force Commander Qasem Soleimani is riding outside of Baghdad Airport. The animation then shows a massive crowd chanting slogans and holding up pictures of Iranian "martyrs." Soleimani's coffin is shown magically illuminated, and the animation cuts to an Iranian control center from which missiles are launched at an American military base. The missiles are shown destroying the base and its equipment, including a drone similar to the one that shot the missile that killed Soleimani. The animation concludes with a quote from Iran’s Supreme Leader Khamenei in which he says that America's corrupting presence in the region must come to an end (see MEMRI TV Clip No. 7710).

Khamenei: "They received a slap last night. The important thing is that as a response, such military operations are not enough. The important thing is that America's corrupting presence in the region must come to an end."

'The Turkish Nation Should... Begin Planning Now To Enter Damascus' – Turkish Politicians And Media React To Fighting Between Turkish And Syrian Militaries In Idlib

February 13, 2020
Turkey | Special Dispatch No. 8560
Leading Turkish politicians, including President Recep Tayyip Erdoğan and MHP leader Devlet Bahçeli, and many journalists have made statements and commented on the recent fighting in Idlib between the Turkish military and Turkish-backed jihadi factions on one side and the Syrian military on the other. Devlet Bahçeli has since 1997 been leader of the Milliyetçi Hareket Partisi (MHP), which is part of the Cumhur İttifakı ("People's Alliance"), a political coalition formed in February 2018 comprising the MHP and President Erdoğan's ruling AKP. Turkey's Defense Ministry published four press releases on February 3 describing an exchange of fire that day between Syrian government forces and Turkish forces in Idlib. The statements reported that seven Turkish soldiers and one civilian as well as 76 Syrian government "soldiers and personnel" were killed in the exchange. President Erdoğan said the same day that "30-35 regime elements had been neutralized" and that "of course there will be consequences for the [Syrian] regime." Defense Ministry statements on February 10 said that Syrian military artillery fire in Idlib had killed five Turkish soldiers and wounded five more, and that "101 regime elements have been neutralized, three tanks and two artillery/mortar positions were destroyed, and one helicopter had been struck." A February 11 statement said that "51 regime elements have been neutralized, two tanks, one antiaircraft position, and one munitions depot had been destroyed, and one tank had been seized." A February 12 statement said that "55 regime elements have been neutralized."[1] The following report will review government and media reactions to the fighting. "The Turkish Nation Should... Begin Planning Now To Enter Damascus... Let Syria Burn, May Idlib Collapse, Down With Assad" On February 11, 2020, Turkish politician Devlet Bahçeli said: "The Turkish nation should, if necessary, if there is no other option, begin planning now to enter Damascus... Let Syria burn, may Idlib collapse, down with Assad... Syria, though it may not be official, has in practice become a colony of Russia. Assad's bridle is tied to Moscow. The [responsibility for the] violence against our martyrs, as much as it is on the aggressor Syria, is on the shoulders of Russia, which set the scene for this and encouraged and aroused [the Syrian government] behind the scenes. It is a requirement that this reality be faced... There will be no tranquility, neither in Syria nor in Turkey, unless Assad is taken down from his throne."[2] MHP leader Devlet Bahçeli (source: Hurriyet.com.tr). On February 12, President Erdoğan said: "I am declaring here that if [even] the smallest harm comes to our soldiers in the observations points or elsewhere, without being limited to Idlib or to the restrictions of the Sochi Memorandum, we will strike the regime forces everywhere."[3] "Anywhere In Syria Is Fair Game! The Time For Military Operations Is Now Over; We're Now At War" In a February 12 column titled "Devlet Bahçeli Is The Translator Of All Of Our Feelings" in the daily Sabah, Turkish columnist Mehmet Barlas wrote: "The news, which burns the heart, of martyrs and the events in Idlib really force a person to think the same as Devlet Bahceli."[4] Journalist Akif Beki, writing in Karar under the headline "With Assad Or Without Assad: The Idlib Dilemma," gave Bahçeli's position as one of several possibilities for the government: "Above is Astana, below is NATO. To the right is Bahçeli's call to march to Damascus and defeat Assad. To the left is [Vatan Partisi leader Doğu] Perinçek's proposal of reconciling with Assad right than fighting with him."[5] Ibrahim Karagül, editor-in-chief of the AKP mouthpiece Yeni Şafak, in a column titled in part "From Latakia To Qamishli, Anywhere In Syria Is Fair Game! The Time For Military Operations Is Now Over; We're Now At War," cheered for Erdoğan's February 12 statement. Karagül wrote: "There is no such thing as Syria left. There is a country that has been divided and shared. We are busy protecting our country's south against storms within this chaos. In this case, Turkey is the country with the most legitimate right to defense. Of course we defend Syria's territorial integrity. Yet, we are also defending the people of Syria. We defend Syria and the people of Syria, not the Duchy of Damascus or the Latakia minority government that has waged war against two-thirds of its population."[6] Columnist Batuhan Yaşar, in a column titled "Countdown To The Idlib Operation," in Türkiye, wrote: "The Turkish soldiers did not go to Idlib for a picnic!" The article mentions how President Erdoğan said on February 5: "We hope that their withdrawal will be complete by the end of February. If the regime does not withdraw in that timeframe Turkey will be forced to do this work itself."[7] "There Is No 'State' [In Syria], There Are Putin And Bashar's Marauders – Bashar Is A Colonial Governor" Yaşar also wrote in his column: "But land forces will not be enough on their own, there must be air support for the troops. Turkey must observe and protect its soldiers from the air. In the coming Idlib operation, Syrian airspace will certainly be used." Justifying the potential operation in Idlib, Yaşar wrote: "Those who say: 'What business do we have in Syria?' must understand this: If these operations are not done today, then tomorrow the fight against terror will be meaningless. In the 1980s and '90s we had many martyrs. We were always struck from abroad, from Iraq, from Syria, about which it was said: 'Don't enter there, it is a sizzling swamp.' For this reason, we must be pioneers in Syria and in Libya."[8] Arslan Tekin wrote in Yeni Çağ: "There is no 'state' [in Syria]. There are Putin and Bashar's marauders. Bashar is a colonial governor." Tekin favored the jihadi seizure of Idlib, saying: "In March 2015, the Ahrar Al-Sham, Jabhat Al-Nusra, Liwa Al-Haqq, Sham Brigades,[9] Jund Al-Aqsa, Jaysh Al-Sunna, Ajnad Al-Sham, and Faylaq Al-Sham organizations came together under the name 'Jaysh Al-Fath,' and took Idlib from Bashar's marauders."[10] Mehmet Acet, writing under the headline "Are We Headed For Wholesale War With The Damascus Regime?" in Yeni Şafak, commented on a video that appeared on the internet on February 11, reportedly showing a Syrian government helicopter in flames and crashing after having been struck by opposition forces in the town of Saraqib.[11] Acet wrote: "We asked security sources in Ankara, and learned that the support given to the forces working with the Turkish military in Idlib had been intensified. In the Syrian war, there have not been many examples of aircraft such as helicopters and warplanes being shot down." A video reportedly shows a Syrian military helicopter crashing after having been struck in Idlib. "It Is Likely That A Set Of Weapons Able To Strike Regime Aircraft Has Also Entered The Equation" "How should we interpret this new situation? In this way: The Turkish Armed Forces' being targeted by the regime in two bloody attacks a week apart has given Ankara the legitimacy and ability to mobilize every kind of military capability... It is likely that a set of weapons able to strike regime aircraft has also entered the equation... The Defense Ministry announced that regime elements had left the village of Nayrab west of Saraqib. Though it was not in the announcement, it has been said that more than ten regime soldiers were killed in that village. President Erdoğan said of these developments: 'The regime has found its curse, but it is not enough. As they attack our troops, they will pay the price very, very heavily.'"[12] Sedat Ergin in Hürriyet also commented on what he interpreted as "the U.S.'s flexible perspective on Hay'at Tahrir Al-Sham (HTS)." Ergin quoted recent statements by James Jeffrey, who is special representative for Syria engagement and special envoy to the global coalition to defeat ISIS, about HTS, such as that from January 30: "The HTS has not – we have not seen them planning or carrying out international terrorism attacks. We've seen them focusing on basically maintaining their position in Idlib. The Russians claim that they constantly launch attacks on the Russians. While HTS did not accept or was not part of the Sochi ceasefire agreement from 2018, we have seen only intermittent and not very strong or significant military actions on their part against the Russians." The Russians use this as an excuse. Basically, they're on the defensive, they're just sitting there, and the Russians claim that they're being attacked or the Syrians are being attacked in order to launch these massive attacks against the civilians."[13] "If It Goes On Like This, Turkey's Border Could Turn Into Peshawar" – A Pakistani City Near The Border With Afghanistan Known For Its Jihadi Activity Ergin wrote in his column: "In what manner this group [i.e., HTS], which controls a large section of Idlib, will be liquidated or whether its identity will be changed will be one of the critical questions of the coming period. Along with this, when looking at the future of Idlib, let's not forget the threat that other terror organizations such as Hurras Al-Din and the Islamic State (ISIS) will pose right on Turkey's border."[14] Güneri Cıvaoğlu, writing in Milliyet, speculated on the jihadi groups in Idlib and the migrants moving toward the Turkey-Syria border and, referring to a Pakistani city near the Afghanistan-Pakistan border known for its jihadi activity, wrote: "If it goes on like this, Turkey's border could turn into Peshawar."[15] Mustafa Balbay, writing in Cumhuriyet, warned: "It may be harder to get out of Syria than to get into it!"[16] Arslan Bulut, wrote in Yeni Çağ: "The U.S. encourages Turkey to fight Syria west of the Euphrates while the PKK establishes a state east of the Euphrates because this is in Israel's interest!"[17]   [1]Hurriyet.com.tr/gundem/son-dakika-haberleri-cumhurbaskani-erdogandan-idlib-aciklamasi-mutabakatin-ihlalidir-bunun-sonuclari-olacaktir-41438726, February 4, 2020; Msb.gov.tr/SlaytHaber/322020-31328, February 3, 2020; Msb.gov.tr/SlaytHaber/322020-64745, February 3, 2020; Msb.gov.tr/SlaytHaber/322020-82058, February 3, 2020; Msb.gov.tr/SlaytHaber/322020-81617, February 3, 2020; Detaykibris.com/cumhurbaskani-erdogan-30-35-rejim-unsuru-etkisiz-hale-getirildi-207706h.htm, February 3, 2020; Msb.gov.tr/SlaytHaber/1022020-04722, February 10, 2020; Msb.gov.tr/SlaytHaber/1022020-24703, February 10, 2020; Msb.gov.tr/SlaytHaber/1122020-62152, February 11, 2020; Msb.gov.tr/SlaytHaber/1222020-45222, February 12, 2020. Al-Sadr Seeks To Set Himself Up As Religious Guardian Of Iraq's Social Norms, Moral Values

February 13, 2020
Iraq | Special Dispatch No. 8559
The prominent Shi'ite Iraqi cleric Muqtada Al-Sadr, leader of the Sadrist movement in Iraq, appears to be attempting to set himself up as a recognized religious authority in Iraq – even though his studies in the holy city of Qom in Iran have not yet qualified him to issue fatwas. His recent tweets appear to be aimed at pleasing Tehran, which follows the doctrine of velayat-e faqih, or rule of the jurisprudent, under which the leader is the custodian of the people.   Empowered by his new status as a leader of the Iraqi resistance factions following his meeting in Iran with commanders of Iraq's Popular Mobilization Units (PMU),[1] Al-Sadr, who has in recent weeks renounced the anti-government protesters, is now condemning them as "animals pursing their lust." He seems to be challenging the Shi'ite religious establishment as represented by Iraqi Grand Ayatollah Ali Al-Sistani. The following report will examine Al-Sadr's recent tweets, which signal his effort to garner support from Iran and from his remaining supporters among the poor sectors of the Iraqi Shi'ite community, and to position himself as guardian of Islamic values in Iraq.  Al-Sadr's Calls For Gender Segregation In Protests On February 9, Al-Sadr tweeted his 18 points for demonstrators to abide by during their ongoing anti-government protests. One was that demonstrators "must observe the legal and social rules of the country as much as possible" and that there should be no mixing of the genders at the sit-in tents.[2] Al-Sadr affiliate Mohammad Saleh Al-Iraqi tweeted on February 10 a list of reasons why women and men should not protest together, in part because some female protesters do not wear the hijab and the protests have become an opportunity for "debauchery."[3] "Iraq Will Not Be A Chicago Of Immorality And Homosexuality" On February 13, Al-Sadr double downed on his earlier call for gender-segregation tweeting a lengthy statement in which he warned: "I advise that group of deviants, the ISIS of liberalism and urbanization, not to follow their animal instincts and immoral lust. Otherwise, we will not stay silent about their offenses against religion, faith, and the homeland."[4] He further said that he "will not allow Iraq to become a Kandahar of religious extremists, nor a Chicago of immorality and homosexuality." His statement is a reference to a slogan from Iraqi protests years ago, when demonstrators chanted "Baghdad will not become Kandahar, we want Baghdad to be Chicago." Al-Sadr's February 13, 2020 tweet Al-Sistani's Affiliates Respond On February 10, representatives of Ayatollah Ali Al-Sistani in Karbala, Iraq highlighted in their prayer guidance, which often follows the sunset prayer, the role of the Prophet Muhammad's daughter Faṭimah Al-Zahra in supporting her father. This move was seen by protesters as a tactful response by Sistani to Al-Sadr's call for gender segregation in protests and sit-ins.[5] Still image from video of prayer guidance by Sistani's representative in Karbala highlighting the "significant role of Faṭimah Al-Zahra in supporting her father the Prophet Muhammad in battles." Furthermore, the Al-A'taba Al-Hussainyia website, which publishes news and information about activities and events related to the shrine of Imam Hussein in Karbala and to Shi'ites, posted in its women's section a photo of an Iraqi woman artist painting a mural depicting protesters in Tahrir Square in Baghdad, with a woman waving an Iraqi flag leading them. The photo was captioned with a nationalist poem praising the Iraqis' devotion to their homeland.[6] The website is sponsored by Al-Sistani's Al-Kafeel International Network. This is not the first time that Al-Sistani has used his media affiliates to counter Al-Sadr. On January 15, the Al-A'taba Al-Abassyia website re-published Al-Sistani's December 6, 2019 statement strongly warning about "those who seek to exploit the protests calling for reforms in order to achieve certain goals that will hurt the utmost interests of the Iraqi people, and that are not in line with their true values."[7] Photo on the Al-Sistani-sponsored Al-A'taba Al-Hussainyia website. (Source: Imamhussain.org) Pushback On Social Media On social media, users shared photos of Saba Al-Sadr, granddaughter of Lebanese Shia cleric Mousa Al-Sadr and a distant cousin of Muqtada Al-Sadr, protesting recently in Beirut with her head uncovered, and suggesting that he should first make sure his instructions were being followed in his own family before forcing them on Iraqi women.   An Iraqi Twitter user tweeted: "Saba Al-Sadr, cousin of Muqtada and granddaughter of Mousa Al-Sadr protesting in Lebanon without hijab!" In defiance of Al-Sadr's instructions, a massive women-only demonstration was held in Baghdad and other major cities in southern Iraq on February 13. Social media posts called on women to participate to assert the role of Iraqi women in political and social life. A banner held by an Iraqi woman reads: "Separating religion from state is much better than separating men from women. Your [i.e. women's] voice is revolution."   [1] See MEMRI Special Dispatch No. 8496 After Meeting In Iran, Shi'ite Militia Leaders And Cleric Muqtada Al-Sadr Call For One Million Man March To End U.S. Military Presence, January 14, 2020.
