Egyptian Dissident Mohamed Ali Criticizes Military’s Involvement in Egypt’s Economy, Civilian Industries: In Egypt, the Military Owns the People

#7545 | 01:53
Source: BBC Arabic (The UK)

Egyptian dissident political activist Mohamed Ali, who resides in Spain, said in an October 23, 2019 interview on BBC Arabic (U.K.) that Egypt should not be under military rule as it is today and that the role of the military should be limited to protecting the country’s borders. He criticized the Egyptian military’s involvement in the economy and civilian industries and said that the people have no option but to work for the military. Ali said: “Every country in the world owns a military, but only in Egypt, the military owns the people.”

Mohamed Ali: Egypt cannot remain under military rule. I’m not saying that I don’t want the military – I do want it. Every country in the world owns a military, but only in Egypt, the military owns the people, and this cannot be. The military has an important role in the country – protecting its borders is the military’s job. Internal security is the job of the police. What does the military have to do with running the economy? Look, our situation is very clear. Where is the military involved? In all the food sectors, in the work of contractors… It enlists civilians to work under it… These things are known, there is no need to discuss them too much. So what field of work has the military left for the people? The only option is that all the people wake up in the morning and go work for the military. They themselves admit it. They tell people to look at how many contactor companies they manage, and how many I-don’t-know-whats they manage. [They say] the military gave billions to the people, as if the military is giving charity. This is wrong. Where is the government? Where is the state? We always talk about the military – we are sick of this word. Are they trying to do marketing for the military? [They say:] “We make sauce for you, we make food and water for you, we are protecting you.” Do you own the country? The military is a respected body like in America, Scotland, and Canada… They have militaries, but they don’t get involved in fish, shrimp, cheese, and halva… They make handkerchiefs. Oh, please…

Senior Iranian National Security Official Mojtaba Zonnour: Our Drones Are Tracking, Ready to Strike American Bases throughout the Region; We Can Destroy Israel in Less than 30 Minutes

#7544 | 02:54
Source: Channel 5 (Iran)

Mojtaba Zonnour, the Chairman of National Security and Foreign Policy Committee in Iran’s Majlis, said in an October 11, 2019 interview on Channel 5 (Iran) that Iran employs a strategy of deterrence and asymmetric warfare that renders its enemies’ strengths ineffective by exploiting their weaknesses. He said that Israel would be destroyed within 30 minutes if America or Israel make a “mistake” and that Iranian drones are tracking activity in American military bases as far as Diego Garcia Island. Zonnour said that the Iranians "have registration fire" on most of the American bases in the area and threatened that they will be struck if Iran is attacked. In addition, Zonnour said that adhering to a “culture of resistance” will guarantee Iran’s security.

Following are excerpts:

Mojtaba Zonnour: We have employed a strategy of asymmetrical warfare. What does this mean? It means making our enemy’s strengths ineffective or less effective – taking advantage of their weaknesses. We have focused and worked on these things. The regime has created deterrence. If Israel or America make a mistake, Israel won’t live for longer than 20 or 30 minutes. We have thought about all these things. America has 36 bases in the region. The closest one is in Bahrain, and the farthest is in Diego Garcia Island in the Indian Ocean. Our drones are online and are tracking every change in the forces in America’s military bases. We have registration fire on the majority of enemy forces in the region. If they shoot, they will be hit. When the Leader [Khamenei] says that the days of hit-and-run are over, he is not speaking out of emotion or excitement. His words are backed up by what has already been done.

[…]

Even after the story of their drone, they told us: “Our hegemony will be ruined. Evacuate this or that area so that we can attack there.” They wanted to repair [the damage done to them]. We said that this is like capturing hostages. If you have to pay money to be released, what guarantee do you have that they won’t do it again? This is why the Islamic Republic resisted, and they did not attack. If we adhere to the culture of resistance, this will guarantee the country’s security.

Interviewer: There were reports that [Foreign Minister] Zarif is writing a memoir in a question-and-answer format. Do you confirm that? Apparently, he said that the JCPOA failed because… One of the reasons he mentioned [for the failure of the JCPOA] is a missile that had “Israel must be destroyed” written on it. Have you heard about this?

Mojtaba Zonnour: I have also heard this, but even if this is true, we have dozens of answers for it. The fact that we exist today and that we have a position and make demands about why the JCPOA is not being implemented, and our president travels honorably throughout the world… This is all thanks to our defensive deterrence and those missiles that have “Death to Israel” written on them.

Russian Media Outlet Nezavisimaya Gazeta: National Projects Are Becoming An Uncomfortable Topic For The Authorities; State Injections Will Not Reanimate A Moribund Economy

October 24, 2019
Russia | Special Dispatch No. 8327
The Russian media outlet Nezavisimaya Gazeta reported that the Russian government takes pride in the surplus budget, drawn up for the new three-year period. The Russian President is said to be pleased with the "stable macroeconomic situation." Consequently, he would like to finance national projects more smoothly, and engage in the "de-bureaucratization" of the decision-making system. However, Nezavisimaya Gazeta reported that the desire to engage in the "de-bureaucratization" of the decision-making in the Russian economy is an oxymoron. So far – according to Nezavisimaya Gazeta – the authorities are not even trying to provide conditions for free financial flows, and free initiatives. As for the touted national projects, the lynchpin of Putin's economic program, Russian analysts believe that no official will take responsibility for pouring huge amounts of budget money into half-baked projects. Furthermore, expert opinion believes that without significant changes in monetary and tax policy, the market does not need national projects, since there is no investment demand for their results, and they are not supported by either business or the public. Below is Nezavisimaya Gazeta's article:[1]   (Source: Ng.ru) The Surplus Budget Became A Topic Of Pride For The Government "The surplus budget, drawn up for the new three-year period, became the pride [and joy] of the government. The president is also content with the 'stable macroeconomic situation.' True, he also has some wishes e.g. to finance national projects more systematically, to engage in the 'de-bureaucratization' of decision-making. But, as experts note, 'bureaucracy' is not a priority for the government, on the contrary, it seeks to control any financial flows, which precisely leads to dampened private initiative. With a nearly moribund economy, government financial injections may no longer help. This means that national projects risk soon becoming an uncomfortable topic for public discussion. "At a working meeting with President Vladimir Putin, Prime Minister Dmitry Medvedev spoke about a 'decent margin of safety' for a budget surplus over the next three years. Such a budget, as follows from the prime minister's explanations, becomes the main tool for achieving national development goals and 'solves the problems of ... improving the peoples' living standards, as well as the country's economic development.' "'In total, within three years - for 2020, 2021 and 2022 - about 7 trillion rubles will be allocated from the federal budget for the implementation of national projects and for the Comprehensive Infrastructure Modernization Plan,' the prime minister said. "The largest item is the 'social sphere': 'Next year, within the framework of the relevant national projects, our health care spending will double in size: from 160 billion rubles in 2019 up to 320 billion rubles. The allocation for demography policy and education is increasing by more than 20 percent. The financing of science, as well as environmental programs, is growing more than one and a half times.' 'Considerable funds have also been allocated for the implementation of national projects in the economic sphere, for the expansion and modernization of infrastructure, for repairs, road construction, the development of small and medium enterprises, export support, increased labor productivity and all other directions ... from national projects', - added Medvedev. "The budget is the cornerstone of all monetary policy, 'according to the results of which we can observe a stable macroeconomic situation in the country,' Vladimir Putin said. 'And I hope that in the course of the subsequent discussion with the State Duma deputies we will not lose sight of these basic elements will not be lost, but on the contrary, maybe they will be implemented in the best possible way,' the president clarified. "True, the head of state also has some wishes: 'So that after the adoption of this main financial document ... in subsequent years, we will focus not only on financing as such - I hope that all this will be implemented – but also the de-bureaucratization of decision-making in order to ensure the sound perfection of financing '. "Because 'even this year, unfortunately, it doesn't work out the way we originally planned to finance the decisions we made rhythmically and in equal installments.' 'But I am absolutely sure that if we want to implement these national projects, then we need to change many things in terms of ensuring the smooth and timely financing of development goals,' he explained. The Desire To Engage In The 'De-Bureaucratization' Of Decision-Making In The Russian Economy Is An Oxymoron "There are in fact many problems. According to the Ministry of Finance on September 13, the cash execution of expenditures on national projects amounted to 47% of annual [budgetary] values. It was decided to transfer 'unutilized money' to the next year so that they would not be 'burned'. Against this background, the budget is executed with a huge surplus: in January-August, the surplus exceeded 2 trillion rubles and amounted to 3.7% of GDP. "The Accounts Chamber reported that the level of execution of federal budget expenditures for the implementation of national projects and for the comprehensive plan in the first half of 2019 was 10 percentage points below average and amounted to 32.4%. According to the auditors, the money allocated to the regions by the Federal Center was [only] 18.5% utilized. "According to the monitoring results of the Accounts Chamber (as of September 20), for three out of nine national goals indicators for measuring their success or failure have not yet been determined. For four goals, we are literally rolling backwards: this is true for sustainable natural population growth, sustainable growth in real incomes of citizens, decreasing the poverty level twofold and accelerating economic growth. By the way, such problems were identified by the department of Alexei Kudrin at the beginning of this year, but so far the situation has not improved, on the contrary, it has worsened. But we are talking about those goals of national development, for the achievement of which national projects were invented. That is, as we see, the system spins its wheels at all stages: starting from setting unverifiable goals or, apparently, unattainable goals in the current conditions and ending with poorly developed action plans." Alexei Kudrin (Source: Duma.gov.ru) "The desire to engage in the 'de-bureaucratization' of decision-making in Russian economy is to combine the incompatible – an oxymoron. So far, the practice is such that funds from the economy are legislatively withdrawn, and then channeled by arbitrary decision to the priorities chosen by the authorities. And all this is dubbed that very same 'macroeconomic stability', which, as previously explained by the finance-related cluster of government, is easy and dangerous to lose. From the sideline it appears that the authorities are not even trying to provide conditions for free financial flows, for verifiable initiatives. "'Our economic and political power is concentrated in a narrow circle, big business is either embedded into the state, or show complete loyalty in order to continue to work normally. Social elevators are frozen. Advanced talents, with rare exceptions, are leaving,' explained Oleg Vyugin, professor at the Higher School of Economics, in an interview with Forbes. - Efficiency stagnates, because there is a large sector where capital is gained not under equal competition, but via relations and accessibility. Why has such a system arisen? It has one very good quality - the ability to control financial flows and ensure political stability.' State Financial Injections In The Form Of National Projects Are Unlikely To Revive The Economy "Will state financial injections in the form of national projects help revive the economy? Also unlikely - say some analysts polled by Reuters. 'None of the officials will take responsibility for pouring huge public money into ill prepared projects. It is impossible to prepare a program for the development of such serious resources in such a short time,' explains Kirill Tremasov, director of the Loko-Invest analytical department. 'The Russian economy itself is incapable of ensuring high growth rates even with large government investments,' said Vladimir Tikhomirov, chief BCS economist. "And the less the breakthrough successes will be in implementing national projects, the more uncomfortable this topic will become for public discussion. An analogy can be drawn with the goal set by the president at the end of 2014: to reach economic growth rates above the global average. Based on past promises, this goal should be achieved literally now - at the turn of 2019–2020. But in the forecasts of the Ministry of Economic Development and the International Monetary Fund, Russia does not show any average global growth rates. And now, from the high podiums, almost nothing is heard about this goal. It just was rewritten again - in the new May decree of the president. And we are facing another failure to achieve it. If the same thing happens with citizens 'incomes, with a natural population growth, with plans to halve the poverty level, with a technological breakthrough, etc., then all national projects will need to be 'forgotten', otherwise mentioning them will cause reputational damage. "Experts, interviewed by Nezavisimaya Gazeta, also voice their doubts about the saving effect of national projects. 'In the absence of significant changes in monetary and tax policy, the market does not need national projects, there is no investment demand for their results, they are unsupported by either business or the public, we can observe only harsher conditions for consumer activity,' says Alexander Osin, an analyst at Freedom Finance. 'Here, and not in bureaucratism lies the reason for the stalling of projects. Rather, bureaucracy itself is the result of a lack of demand.' "'National projects are for the most part goals, activities, and funding levels. However, there is no intermediate link - the transformation of goals into tasks and the development of mechanisms for their implementation. Therefore, it is likely that money will be allocated, events held, everyone will report how much money has been spent, events held and participants involved. And they will stop there, the set goals will not be achieved,' fears Professor Ustyuzhanina, professor of the Russian Economic University. "'Such a risk exists that state investments will become one-time injections, and of course they will be unable to radically change the situation,' says Natalya Milchakova, deputy director of the Alpari center. But, as the expert clarifies, the state could change the situation 'due, for example, to a change in tax policy or the creation of more favorable conditions for the influx of foreign investment'. "Granted, some experts believe that the criticism of national projects is not completely justified. 'The fact is that when starting such large projects on such a colossal scale of social changes that they imply, the performers of course will inevitably encounter incomplete information, uncertain goals and metrics, and large amounts of budget money that are very difficult to master effectively,' explains Ilya Zharsky, managing partner of the Veta expert group. It follows from the expert's comment, that the main thing is for the performers to learn from mistakes and further improve their work and raise their efficiency."   [1] Ng.ru September 23, 2019. Syrian President Bashar Al-Assad during Visit to Troops in Idlib: Erdogan Is Starring in an American-Directed “Play”; He Invaded Northern Syria Because the Americans Told Him To; He Is Their Slave

#7543 | 04:09
Source: The Internet - "Syrian Presidency on YouTube"

Syrian President Bashar Al-Assad said during a visit to Syrian soldiers in Idlib Province that the current period of time is a “play” that is written, directed, produced, and managed by the Americans. He said that Turkish President Recep Tayyip Erdogan, who he said “stars in inferior forms of art,” is the main hero in the American’s “play.” President Al-Assad said that Erdogan invaded northern Syria because the Americans told him to, and he accused Erdogan of stealing Syrian factories, wheat, oil, and land and of being a slave of the Americans. He also criticized the Kurds for putting their trust in the U.S. and other foreign powers instead of in the Syrian regime. The soldiers chanted: “With our souls and our blood we will redeem you, oh Bashar!” The video was uploaded to the Syrian Presidency’s YouTube channel on October 22, 2019.

Bashar Al-Assad: We are living through a period of time that I call a great theatrical play. This play has one single playwright, director, and producer in charge of all the details, although there are a number of actors. The play has different acts. In each period, we had to go through a new act. The playwright, director, and manager of this play is America. All the others were just actors. As is aid, in every act of the play there was a hero, but most of the time, this role was played by Erdogan. I say this because the military and political situation in northern [Syria] has changed. Erdogan was the actor. We have actors and art here in Syria. We have high forms of art here, but Erdogan stars in inferior forms of art, I am sad to say. He can no longer convince the people closest to him in Turkey and in his regime that he is sincere in anything that he does. The latest play was the one in which he said: “We’ve decided to enter Syria.” Well, he decided to enter Syria nine years ago, but he was unable to do so, because he did not receive permission [from the Americans]. Now he says: “We informed the Americans that we would enter [Syria].” Really, Erdogan? You inform the Americans? You are nothing but a slave to them. You are the one who was told by them to go in.

Soldiers: With our souls and our blood we will redeem you, oh Bashar. With our souls and our blood we will redeem you, oh Bashar. With our souls and our blood we will redeem you, oh Bashar.

Bashar Al-Assad: They told him to enter [Syria]. The American forces withdrew a few hours before, and then he entered. After that, he said: “I will not meet with the American VP and his people.” Less than an hour after that, the Turkish Presidency announced that Erdogan would meet [with Vice President Pence]. In other words, when he got the order to meet [VP Pence], he did so. The play that we are witnessing has been clear to us for a long time. What I want to say is that Erdogan is a thief who has stolen factories, plants, and what, in addition to oil in cooperation with ISIS, and now he is stealing land. If we were a family living in a house, and there was a thief on the loose in our neighborhood, what would we do? We would coordinate with one another. Unfortunately, some Syrians did not do this, especially in the first years. I used to tell them to put their trust only in the Syrian army, the Syrian people, and the Syrian homeland, and to always stand with the homeland, but all this fell on deaf ears. Some people kept putting their trust [in foreigners]. I am talking about some groups in the north. We all know who I’m talking about. In the following stage, after 2014, people stared putting their trust in the Americans, and I once again said the same things: “Don’t put your trust in the Americans, they will sell you out one day.” I said this to them both in secret and publicly. I said this in speeches and I said this in closed meetings with them, but all this fell on deaf ears. Whatever happened, happened. After all the big talk that we have heard for years – along the lines of “we will fight” and so on – the Turks occupied most of the area in four days, as was planned by the Americans.

Moroccan MP Omar Balafrej: We Must Not Criminalize Intimate Relations between Consenting Adults, Including Homosexuals; The State Is Suffocating People's Personal Liberties

#7542 | 03:44
Source: France 24 Arabic TV (France)Hespress Internet TV (Morocco)

In an October 3, 2019 interview on Hespress Internet TV (Morocco), Moroccan MP Omar Balafrej said that Morocco should follow the example of Turkey and certain other countries and not criminalize intimate relations between consenting adults, including homosexuals, because the state should respect individual privacy. In addition, Balafrej said that the punishment for pedophilia should be very severe and that he views child rape to be equivalent to murder. In an October 11, 2019 interview on France 24 Arabic TV, Balafrej criticized Morocco for suffocating people's liberties. He argued that many middle- and upper-class young people leave Morocco because of the lack of personal and collective liberties.

Following are excerpts:

Omar Balafrej on October 3, 2019: Neither Egypt, nor Tunisia, nor Turkey, criminalize intimate relations between consenting adults, yet we in Morocco follow an [old] penal code we inherited from France that criminalizes relations between consenting [adults]. I’m all for protecting society and I support sexual education for children. As far as I am concerned, sexual relations should come after adulthood. I think that it is normal for a person over 18 to have intimate relations, which can lead to marriage if the couple so wishes, and the law should not punish adults for having intimate relations. I believe that respecting the citizen is a basic principle. If I give full citizenship to all the citizens, I must respect their wisdom. This is politics without hypocrisy. Anyone who follows current affairs in Morocco knows that the average age of marriage is 28. What does this mean? Does this mean that people aged 18 to 28 must not have sex, lest they go to prison?

[…]

People confuse homosexuality with pedophilia. There was a request to increase the punishments for pedophilia, and [some] even called for life sentences. We must protect the children…

Interviewer: The punishment now is 10-15 years?

Omar Balafrej: Ten years. This is not enough. A person gets 10 years for raping a child, and after seven or eight years he can get out of jail? No. I consider child rape to be equivalent to murder. On the other hand, you have two consenting adults, in their private space… Are we supposed to interrupt them in the privacy of their homes? If two men sit together in a house – are we meant to arrest them for being homosexual? No! It is none of my business.

Interviewer: So the state shouldn’t interfere in intimate relations in private spaces?

Omar Balafrej: Exactly. The issue of homosexuality is very important, because various countries – mainly, but not only, Islamic countries – deal with this issue in different ways. The Taliban, for example, kill them, according to their law. It is the same as the Nazis in Germany, who used to kill and burn homosexuals. There are countries that imprison them. Unfortunately, this is also the law in Morocco. Other countries accept homosexuality and do not criminalize it, as long as it is practiced in private spaces. One of these countries is Turkey. Some people keep saying that we should follow the Turkish model. So let’s follow Turkey in this aspect of respect for minorities.

[…]

On October 11, 2019: It turns out that personal liberties constitute a priority [in Morocco]. Unfortunately, we live in a suffocating society – suffocating socially and economically, but also in terms of personal liberties. Look at the number of young people from the middle class who emigrate to Europe. Why do they emigrate to Europe? There are even rich people who emigrate to Europe. They do not do it only for economic reasons. There are people who emigrate for economic reasons, but there are many who do so because of this suffocation, due to the lack of personal and collective liberties.

Disputes Surrounding Hay'at Tahrir Al-Sham (HTS) Among Foreign Fighters In Syria

October 23, 2019 | By N. Mozes
Inquiry & Analysis Series No. 1479
The following report is now a complimentary offering from MEMRI's Jihad and Terrorism Threat Monitor (JTTM). For JTTM subscription information, click here. In recent weeks, the disputes have increased among the rebels in the Idlib region of Syria, which is under Hay'at Tahrir Al-Sham (HTS) control, about HTS itself and about its leader, Abu Muhammad Al-Joulani. The disputes reached their peak with the harsh public criticism expressed by one of the senior members of the organization, Abu Al-Abd Ashda'a, which led to his arrest, and with demonstrations for and against the organization.[1] The disagreements also affected the foreign fighters in the Idlib area. On October 7, 2019, several foreign fighters' organizations, headed by the Turkestan Islamic Party (TIP), published a statement in support of HTS, in light of what they describe as "the glaring injustice" with which the organization is treated, while they claim it is open to constructive criticism, and prudently administers the areas under its control. In response, a statement released on the same day by "a group of immigrant fighters in Al-Sham," dissociated itself from the statement of support for HTS, alleging that it represents only the commanders of the organizations whose names appear, who are loyal to Al-Joulani. This document reviews the two statements and the responses they generated among the rebels in Idlib. Statement In Support Of HTS: The Organization Is Open To Criticism; This Is The Time For Unity As stated, on October 7, 2019, several organizations of foreign fighters published a statement titled, "Statement and Clarification from the Immigrants in Syria [i.e. the foreign fighters] about the Situation in the Arena," in which they criticize what they refer to as "the glaring injustice" with which HTS is treated, and praise the organization for its administration of the areas under its control. The statement reads, "The jihad and its people are experiencing trying times… We write these words as testimony to Allah the Exalted and to history, and to fulfil our obligation, especially in light of the glaring injustice [perpetrated] against our brother warriors and the leaders of HTS, alongside whom we have worked for many years and among whom we have always found only effort, true friendship, sacrifice, adherence to [decisions made by the council of] the shari'a, and no fanaticism in their opinions; all this, while protecting the Muslim outposts on the fronts. "We summarize our position in the following points: Allah has granted the arena unity following division and controversy and we support the position of our brothers. We will never function as an opportunity for dispute. We are determined to work toward unity of the ranks and the word. We saw a blessing in this unity of opinion in the battles, in the preparations [for battle], in the security and services granted to the Muslims in the liberated areas. We found that in this arena there is great openness to being freely criticized [and that there is room] for a wide range of religious and ideological schools of thought. We did not see that it was forbidden to express contradictory opinions or that voices were silenced. There are many who voice criticism and express contradictory opinions and say what they believe is true and no one censures them, unless their words harm the jihad and we object [to criticism which harms the jihad]… on many occasions we proffered advice and there was responsiveness and changes were made… We take this opportunity to thank Allah the Exalted for the organizational situation in the liberated Syrian north and for the developments there: shari'a courts… operate in the liberated area, police positions are located there, religious schools proliferate daily, the mosques are operating… the camps are recruiting young fighters… Praise to Allah all we have seen of our HTS brothers is the fortifying and strengthening of the positions on the fronts, supply of equipment to the fighters, [the establishment] of military camps, and the preparation of the people for the fight against the aggressive enemy… This does not mean that we absolve our fighter brothers [of all error]. We believe that mistakes were made in several areas, however our approach is to discover the reasons for this, to offer advice in secret and to contact all those concerned… until we achieve our goals. We must recognize the seriousness of the situation and the fact that what is required now is not the same as what is required in a time of full prosperity and wellbeing…" The statement is signed by: the Turkestan Islamic Party (TIP); the emir Abu Abd Al-'Aziz Al-Uzbeki, in the name of the Uzbek Monotheism and Jihad Brigade; Abu 'Abdallah Al-Qaucausi, in the name of the Caucasian Jaysh Al-Muhajireen Wal-Ansar; sheikh Abu Safiyyah, in the name of Harakat Al-Muhajireen Al-Sunnah; the emir Abu Qatadah Al-Albani, in the name of the Albanian Brigade; Abu Al-Walid Al-Mutayri and Abu Sheikha Al-Jazrawi, in the name of the Arabian Al-Ma'ali Confederation, which unites the Algerians; Abu Turab Al-Turki, in the name of the Abu Khalid Al-Turki Brigades; and Abu Hajar Al-Tunisi (head of Foreign Fighter Affairs), and Dr. Abu Al-Husayn Al-Urduni (HTS defense official). The above is the statement in support of HTS. It should be noted that several of the organizations which signed this statement published a similar statement of support on February 5, 2019, following the severe criticism against HTS expressed by Al-Qaeda supporters both within and outside of Syria.[2] Foreign Fighters: HTS Exploits The Foreign Fighters In Its Wars Against Other Factions and Opponents In response to the statement of support, on the same day a statement was published with the title "Statement of Dissociation of the Immigrants [Fighters] to Syria from what was Thrust upon them by the People of Crime and Oppression," which was signed by "a group of foreign fighters in Al-Sham." This statement claims that the signatories to the statement of support represent only themselves, and harshly criticizes HTS which they allege exploits the foreign fighters in its struggle against opponents both within and beyond its own organization, as was the case in Afghanistan, Bosnia, and Chechnya. The statement reads: "…The Al-Sham arena is similar to many other jihad arenas in many ways, one of which is the issue of the immigrants [foreign fighters]. We saw what happened in the past in Afghanistan where the parties exploited them for their internal wars and all those who refused to fight in their internal wars were forced to leave due to the pressure brought to bear on them and the blocking of any possibility for them to earn a living. They returned to their own countries where they were apprehended by the intelligence apparatuses and imprisoned. Worse things happened in Chechnya, in Bosnia, and Herzegovina. "Today there is someone [i.e. Abu Muhammad Al-Joulani] who wants to utilize the immigrants as pawns with which to further his political ambitions and his Pharaonic dreams, and to attack his rivals and intimidate his opponents. Each time a rivalry unfolds between him and one of the factions, he first sends the immigrants to fight… and to incite the people against his rivals, claims that they are fighting against the immigrants. Each time his evil deeds are exposed in one of the many failed campaigns, he sends the immigrants to their doom, so that… he can declare that he has sacrificed more blood than those who accuse him of impotence and capitulation. But the height of abomination is the use made of our name, the immigrants, with respect to the internal matter concerning HTS, so as to make use of us vis a vis the Syrian fighters in the organization, who demanded that some changes be made, so that we will be on the side of the detested oppressor, so that the HTS fighters will hate us. And this follows a long period during which he [Al-Joulani] tried to induce the Syrian factions to hate us by using our name in every campaign in order to take control of an access route or an arms storehouse. "We declare that the statement published in the name of several immigrants' brigades in Syria represents only the commanders of the brigades who are close to Al-Joulani and his entourage, who wrote and agreed to it. We dissociate ourselves before Allah the Exalted from this false testimony which everyone is aware of, if he knows the situation of HTS and the way it manages its affairs, as well as its methods of control over the liberated areas. "We exhort the HTS leadership to cleave to Allah the Exalted, to impose His religious law in the areas under its control, to stop causing damage to people's lives and property, and to restore the stolen rights to their owners, if it wants Allah to remove His anger from it. It knows better than others how its enemies lie in wait for it, and the degree of hatred people have toward it…" The above is the statement which claims that HTS exploits the foreign fighters Debate On Telegram Among Supporters And Opponents Of HTS The above statements also generated debate among supporters and opponents of HTS on Telegram. HTS supporter Abu Muhammad Al-Shimali wrote that the statement in support of the organization represents 95% of the foreign fighters in Syria, and that the objective of the organization's opponents is not to demand reform or to provide advice but rather to topple HTS, including the foreign fighters in its ranks, as well as the local supporters of the organization.[3] The above image is an example of the controversy on Telegram between supporters and opponents of HTS. Conversely, Dr. Alaa Al-Sharif, an activist in Idlib who is known for her opposition to HTS and has been arrested by the organization several times, shared a number of announcements on her Telegram channel which she claims were posted by foreign fighters who oppose HTS. One of the posts she shared reads: "The immigrants who are not Arabic speakers do not know the reality. In the end they are among Al-Joulani's commanders." According to the writer, who does not identify himself, Dr. Abu Al-Husayn Al-Urduni, who signed the statement in support of HTS, is "Al-Joulani's right hand man and is the one who carries out his orders." He also claims that Abu Hajar Al-Tunisi previously opposed Al-Joulani but changed his position to support him after receiving a bribe.[4]   [1] See MEMRI, JTTM Reports: Protests In Idlib Against HTS And Its Leader, Al-Joulani; HTS Responds With Demonstrations Of Its Own, September 21, 2019;  Syria-Based Hay'at Tahrir Al-Sham (HTS) Arrests Commander For Accusing Group's Leadership Of Corruption And Journalist For Posting Video Of Remarks Online, September 12, 2019. Iranian Supreme Leader Ali Khamenei At IRGC Officer Academy Ceremony: We Will Never Give Up Our Resistance Against America; Soldiers Chant Vows To Destroy Tel Aviv, Haifa

October 23, 2019
Iran | Special Dispatch No. 8326
Iranian Supreme Leader Ayatollah Ali Khamenei said in a speech he delivered at a ceremony at the IRGC's officer training academy that Iran will never give up in its resistance against America, in which he encouraged the youth of Iran to persist. IRGC members, including special forces soldiers belonging to Quds Force, performed rappelling and marching drills for Khamenei. An IRGC soldier shouted: "Tel Aviv will be destroyed... No remnant of the Saud clan will remain... The Kaaba will be liberated... We respond to your call, oh Khamenei!" Marching soldiers sang: "Death to America! We are the conquerors of Jerusalem and the destroyers of Haifa! Death to Israel!" The ceremony aired on Channel 1 TV (Iran) on October 13 and 14. To view the clip of Iranian Supreme Leader Ali Khamenei on MEMRI TV, click here or below. "If We Give Up, God Will Bring Upon Us The Same Fate And Hell That He Decrees For The Oppressor" Ali Khamenei: "There are those who say that Imam Hussein acted in order to rise to power. Even believers say this. They are wrong. There are those who say that he acted in order to become a martyr. I say that he acted in order to fulfill his duty. However, while fulfilling one's duty, there is the possibility that one will rise to power, and there is nothing wrong with this. There is also the possibility that one will become a martyr, and there is nothing wrong with this, either. The most important thing is to fulfill our duty. This is what the Islamic Republic is facing. This is the reason that we do not give up in our resistance to America. [...] "If we give up, God will bring upon us the same fate and Hell that He decrees for the oppressor. [...] "I say to you, dear young men: Continue down this path with all your power. Move forward. Not only you – all of the young people of the Iranian nation. All the pure hearts and undefiled souls that want to fulfill their godly and human duty on the path to an eternal position of resistance against the enemies of religion and humanity – God will surely support them." [...] "Soon, The City Of Tel Aviv Will Be Destroyed! I Swear By Allah That No Remnant Of The Saud Clan Will Remain!" IRGC Soldier: "Soon, the city of Tel Aviv will be destroyed! I swear by Allah that no remnant of the Saud clan will remain! The Kaaba will be liberated and the Al-Baqi' Cemetery will be restored! All who fight against the House of Ali will be annihilated! We are overcoming the obstacles one by one! We have advanced to much that we are nearing the emergence [of the Hidden Imam]! We respond to your call, oh Khamenei!" Soldiers: "We respond to your call, oh Khamenei!" [...] "May A Curse Be Upon Those [Who Have] Melted Into The Religion Of The Jews, May The Curse Of The Shi'a Be Upon The Scheming Of The Saud Clan" Presenter: "We are currently watching rappelling and confidence drills, performed by special forces belonging to the IRGC's Quds Force and cadets from the IRGC's Imam Hussein Officer Training Academy. The river of blood that has come has a dam, and there is a limit to the restraint of these men. May a curse be upon those [who have] melted into the religion of the Jews. May the curse of the Shi'a be upon the scheming of the Saud clan. Once again, the target of the storm will be the valley of sand. The Shiites' response will be harsh and violent. The sadness of Ashura will remain in our hearts forever. Pass this information along to the takfiris. The flag still has not fallen from the hands of the flag-bearer. The commander still says: 'Oh Ali!'" [...] "Death To America! We Are The Conquerors Of Jerusalem And The Destroyers Of Haifa! Death To Israel!" Soldiers: "We roar: Death to the American government! Death to America! We are the conquerors of Jerusalem and the destroyers of Haifa! Death to Israel! [We are] on the path to conquer Palestine! [We are] at war with a faithless enemy! We are like Badr and Hunain! We are Hussein's soldiers!"
