General Abdolrahim Mousavi, the Commander-in-Chief of the Islamic Republic of Iran Army, said in a November 4, 2019 speech at a rally celebrating the 40th anniversary of the 1979 takeover of the U.S. Embassy in Tehran that the conflict between America and Iran is about values, beliefs, and religion rather than issues such as human rights or Iran’s nuclear and missile programs. Saying the America defines itself by its conflict against Islam, he compared America to a “scorpion from Hell” and promised that Iran is willing to pay the necessary price to squash that scorpion underfoot. The audience chanted: “Death to America!” The speech aired on Ofogh TV (Iran).

General Abdolrahim Mousavi: America’s hostility towards the Iranian people is not limited to a specific subject, like the nuclear issue, nor does it pertain to a specific person. The contrast between America and the West on the one hand and Iran on the other hand is strategic, not tactical.

General Abdolrahim Mousavi: The dispute between the regime of arrogance and the Islamic Republic is a dispute of substance, essence, and roots. America has defined itself through its conflict with anti-arrogance Islam.

Our conflict with America is about independence and about [our] refusal to surrender to bullying.  Our conflict with America is about ideals, values, and beliefs. Our conflict with America is about our religion. They will continue with their enmity towards us. They are like a scorpion from Hell – a scorpion whose nature is [to attack with its] poisonous stinger, and which will only stop its harassment when it is squashed underfoot.

(Kremlin.ru, November 4, 2019; read the full report) A Monument To Russian Statesman Yevgeny Primakov Was Unveiled In Moscow On October 29, 2019, a monument to Russian statesman Yevgeny Primakov was unveiled in Moscow to coincide with the 90th anniversary of his birth. The ceremony was attended by Foreign Minister Sergei Lavrov, Moscow Mayor Sergei Sobyanin and Yevgeny Primakov's widow Irina Primakova. The Special Presidential Envoy for International Cultural Cooperation Mikhail Shvydkoi conducted the ceremony. Yevgeny Primakov was one of Russia's leading experts in oriental studies and a prominent scholar in the fields of global economics and international relations. Mr Primakov served Russia's Prime Minister (1998–1999), Foreign Minister (1996–1998), and Director of the Foreign Intelligence Service (1991–1996). During the ceremony, Russian President Vladimir Putin stressed Primokov's promotion of the idea of multipolarity, which is dear to the Kremlin. Putin said: "Many people in Russia and around the world remember Yevgeny Primakov and think about him with great respect, warmth and heart-felt gratitude… Personally, I often recall my meetings with Yevgeny Primakov and our frank conversations. Russian Prime Minister Dimitry Medvedev addressed the ASEAN Business and Investment Summit. Medvedev said: "… We are witnessing the development of a fundamentally new economic order, with digitization rapidly infiltrating our lives. And this digital future is very close… We have all the tools at our disposal to solve the problems we are facing. Question: "What does Russia think about the document entitled 'ASEAN Outlook on the Indo-Pacific'?" Dmitry Medvedev: "To begin with, I would like to say that the Asia-Pacific region's strategic importance for the entire world cannot be overestimated. It is no coincidence that the major powerhouses, such as Russia, China, the EU and the United States, focus on it so much. "Recently, we have seen US attempts to strengthen its influence in Southeast Asia, including by way of promoting the concept of a free and open Indo-Pacific region. According to their plan, this strategy should replace Asia-Pacific cooperation as we know it. "We are in favor of maintaining the effective system of state-to-state relations which was formed on the basis of ASEAN and has shown a good track record over the years. In this regard, we believe the US initiative is a serious challenge for ASEAN countries, since it can weaken the Association's position and strip it of its status as a key player in addressing regional security problems. Furthermore, it is at odds with ASEAN fundamental principles, such as non-alignment and non-aligned status. Question: "What role would Russia like to play in Southeast Asia as a leading global power amid other countries' efforts to build up their presence in the region?" Dmitry Medvedev: "Russia is a Eurasian nation and an integral part of the Asian community both due to its geographical location and its historically close political, economic and cultural ties with the countries of this large region. "We are playing an active and constructive role in Asia. We are not trying to put pressure on anyone, we are not interfering in other countries' internal affairs, not threatening with the use of force, or coming up with ultimatums. On the contrary, we are building constructive relations with our Asian partners based on mutual trust and respect. We stand for fair competition and respect the right of states to independently choose their future based on their traditions and civilizational background. "Importantly, this policy is mutual. The vast majority of Asian states are building mutually beneficial cooperation with us. Recent examples include the Russia-ASEAN Summit in Singapore, where our relations reached a new level of strategic partnership. "Asia offers unique opportunities. Russia will continue to work here in all areas and various formats, including bilateral and multilateral, and also at the venue of the Eurasian Economic Union. We've been doing well so far. A cooperation program between the Eurasian Economic Commission and ASEAN for 2019-2020 is being implemented. "ASEAN is also interested in cooperating with the SCO. Our goals overlap and include mutually beneficial cooperation, stability and security of the region, and fighting global challenges and threats. International terrorism tops that list. To achieve maximum effect in this area, it is necessary to establish close cooperation between law enforcement agencies and special services, as is happening at the level of the SCO Regional Anti-Terrorist Structure (RATS) and the ASEAN Member National Police Association (ASEANAPOL). "Of course, we need to expand our cultural and people-to-people ties. Our cooperation has great prospects in this regard, since the Southeast Asian countries boast significant scientific and intellectual potential. The unique culture of the region is attracting more and more Russian tourists. Resorts in Thailand, Vietnam, the Philippines and Indonesia are some of our tourists' favorite holiday spots. "The importance of Asia and Russia for each other will continue to grow. Our cooperation will continue to be mutually beneficial and multifaceted." Medvedev: The Eurasian Economic Union Offers Mutually Beneficial Partnerships; There Are No Ideology-Driven Issues On Our Agenda. We Do Not Use Trade Wars, As We Understand That Closed Markets Are A Thing Of The Past, And Protectionism Is Bad For Competition Question: "EAEU cooperation is going from strength to strength. Are you expecting new members to join the organization? What benefits can individual ASEAN members gain from joining the EAEU?" Dmitry Medvedev: "Interest in cooperating with the EAEU in any format is increasing for obvious reasons as Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan have created a major common market with almost 184 million consumers. Our countries' aggregate GDP totals about $2 trillion. The Eurasian Five countries are showing an increase in the manufacturing industry and agriculture, and the volume of cargo trade is up as well. "We continue to expand cooperation in almost all areas. We are working to create a common financial market, coordinating our efforts as we fight counterfeiting, and also cooperation on digital projects. "Another major EAEU advantage is its flexible approach to cooperation with other countries and interregional associations. We've been acting extremely pragmatically from the outset of this integration project. In the EAEU, no one is exerting pressure on individuals, companies or states. There are no ideology-driven issues on our agenda. We do not use trade wars, as we understand that closed markets are a thing of the past, and protectionism is bad for competition. "Things are simple, open and straightforward. The Eurasian Economic Union offers mutually beneficial partnerships. I think this is one of the reasons the Eurasian Economic Union is not just causing interest, but is becoming popular at almost all levels of international cooperation, including supranational organizations. As you may recall, the course on strategic rapprochement with the EAEU is among the priorities of the 2025 ASEAN Consolidated Strategic Action Plan. "In addition, we are promoting cooperation with individual countries, including in formats such as free trade agreements. We have adopted a thoughtful approach to this decision. Vietnam was the first such country in 2015. It has worked out very well for both of us. Our trade continues to grow and was up 10 percent by the end of 2018 to about $6.7 billion now. Most recently, on 27 October, an interim free trade zone agreement with Iran entered into force. Agreements have been signed with Singapore and Serbia. Talks are underway with India, Israel and Egypt. "The Eurasian Economic Union is also expanding relations with a number of other countries. In 2019, documents on cooperation in various formats were signed with Indonesia and the African Union. Brunei, Cambodia and the Philippines have expressed their interest as well. Of course, we want to expand relations with our Thai partners, all the more so as a memorandum of cooperation with the EAEU was signed with the Kingdom of Thailand last year as well. "That is, each country decides for itself on the terms of cooperation with the Eurasian Economic Union. Ultimately, formal accession to the EAEU is not that important. (Government.ru, November 4, 2019; read the full press conference) Russia-Turkey Relations (Source: Kremlin.ru) Hasanov Kamran, an expert for the conservative Russian Orthodox media outlet Tsargrad.tv published an analysis on the memorandum of understanding, reached between Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan in Sochi, on October 22. Kamran wrote: "The meeting between Vladimir Putin and Recep Erdogan lasted more than five hours. It would be a shame if in the end the parties wouldn't have come to anything. Fortunately, the negotiations in Sochi were successful and ended (according to the Russian leader), with a 'momentousl' decision. Putin and Erdogan signed a memorandum that suits all parties: Assad, Russia, Turkey, and even the Kurds. Before analyzing the benefits to each of the parties, we briefly list the main points of the agreement: The territorial integrity of Syria is guaranteed. The need to fight terrorism and separatism is affirmed. A 32 km deep security zone, created by Turkey between Ras al-Ain and Tel Abyad, is recognized. Russia and Turkey reaffirmed the importance of the 1998 Adjara agreement, according to which Ankara has the right to send forces to Syria in order to destroy the militants of the Kurdistan Workers Party (PKK). Within 6.5 days, the Russian military police and Syrian border guards must remove Kurdish National Self-Defense Forces (YPG) from territories east and west of the Turkish “security zone”. After the YPG forces are withdrawn 30 km from the border, the Russian-Turkish military police proceeds to patrol territories to a depth of 10 km from the border. The YPG withdraws from Manbij and Tal Rifat "The last paragraphs of the memorandum talk about facilitating the return of Syrian refugees to their homeland, a fight against the 'infiltration' of terrorists, about monitoring the memorandum and about a commitment to the political process in the framework of the Astana process. "Now let's analyze the benefits of the parties. Damascus "Recognizing the presence of Turkish troops on the territories of 'Operation Peace Spring' is not a gift for Syrian President Bashar al-Assad. After all, he wants to take for himself the entire territory of Syria. However Damascus can be satisfied because as one can recall, before the Turkish invasion, the situation in Trans Euphrates was preserved by the presence of US forces there (and all the signs pointed to an independent Kurdistan). Firstly, the threat that these territories will be separated from Syria is removed. Secondly, Turkey stops advancing along the remaining 300 km border. And thirdly, the Russian military police will ensure that Ankara leaves the 10-kilometer zone at the right time. In the long run, Turkey will have to leave the Arab country altogether. Putin said that 'Syria should be freed from an illegal foreign military presence.' The Kurdish people "Without today's deal, Erdogan would continue to attack the YPG forces and continue to push them south. Putin neutralized the threat of extermination of Kurdish militants and created a 30-kilometer 'security cushion' for them. The Kurds could have theoretically placed their hope on their resistance and American sanctions against Turkey, but wouldn't necessarily have proven able to stop the ambitious Erdogan. Turkey "Erdogan, hating the YPG and devoid of love for Damascus, can also be content. Russia recognized Turkey's interests in the security zones and turned a blind eye to 150 km long and 32 km wide Ankara's military presence from Ras al Ain to Tel Abyad. Here the Turks will be able to return more than a million refugees from their own territory, who have become a headache for the Turkish economy. Most importantly, the entire Syrian-Turkish border is being cleared of Kurdish militants threatening the unity of both Syria and Turkey. "Putin, by his 'Solomonic decision', deprived the Turkish operation of its rational. Why should the Turkish Armed Forces fight if their main goal - the YPG withdrawal from the 32-km zone - is guaranteed by the Russian military police? "Putin, by his decision on a YPG withdrawal, minimized the likelihood of an aggravation of US-Turkey relations over the Kurds and the threat of US sanctions against Ankara. Recognition of Turkey's vital interests and the removal of the threat of sanctions will impact positively on Erdogan's rating within the country. Russia "Russia has prevented further violence in Syria (between Turks and Kurds). A Turkish offensive could jeopardize the Astana process and a political settlement of the conflict. Moscow believes that the north-east of Syria should belong to Assad, and not to the Turkish opposition. The presence of the Russian military guarantees the return of Damascus to a 300-kilometer border, and to a 150 km in the long run. "The threat of aggravation between Damascus and Ankara has been eliminated. The United States, in its withdrawal from the north-east of the country, left a power vacuum. Both Turks and Assad's troops were in a hurry to fill it. […] However, today's memorandum clearly settles the control over territories issue. "The absence of a risk of clashes between Assad and Erdogan neutralizes the threat of potential deterioration of Russian-Turkish relations. This means that all joint projects - from S-400 to Turkish Stream - receive additional insurance. Moscow and Ankara can use the successful solution of the problem in the northeast as useful experience for a settlement in Idlib, which Assad also claims. Losers "The losers in the Putin-Erdogan deal are the United States and NATO countries. Initially, they did not plan to give away northeast Syria to anyone. Later, the Pentagon tried to create a 'security zone' together with Turkey along the entire border. This plan was delayed by Washington, and after the Ankara's offense, the Americans simply fled. Now this corridor is not controlled either by them or their YPG puppets. "The new agreement between Turkey and Russia does not suit the United States because their NATO ally again bypasses Brussels and Washington. However, the Americans need to blame only themselves for this, the memories of the 2016 coup and the sanctions due to Pastor Andrew Branson case are too fresh." "The Archdiocese of parishes of the Russian Traditions with the center in Paris has joined the Russian Orthodox Church. Until recently it was under the jurisdiction of the Patriarchate of Constantinople." "The Archdiocese was part of the Russian Orthodox emigration, which emerged from the revolution and the civil war. The "Parisian" church emigration has gone through a very difficult path: starting from the confrontation with the Russian Church due to political circumstances, and ending with making a decision to join the Moscow Patriarchate," continued the Primate of the ROC. "However, we all have gone through the same path. And the reunion was possible not only because many things have changed in Western Europe, but also because many things have changed in the life of our country and our Church." What does that mean? It means that the patriarch will not mention the archbishop of Athens in his services, the same way as he is not mentioning the patriarch of Constantinople. I think he will not be mentioned this coming Sunday when the patriarch holds his service. That means we are stopping Eucharistic communion with the archbishop of Athens." At the same time, he said this does not mean that the Russian Orthodox Church is severing communion with the entire Greek Church. Iraqi Sunni Tribal Leader Sheikh Raad Suleiman: Masked Men Carried out a Large Massacre in Karbala; Iran Is the Source of All Our Problems; Our Politicians Should Resign

Iraqi Sunni tribal leader Sheikh Raad Suleiman, the head of the United Council of Tribes in Iraq, said in a November 4, 2019 interview on Al-Mamlaka TV (Jordan) that Iran has been interfering in Iraq’s political, military, and religious affairs since 2003. Giving an example, he said that 7,500 Iranian guards entered Iran under the pretext of providing protection for Iranian pilgrims. Sheikh Suleiman also said that masked men who didn’t speak any Arabic recently came to Karbala and killed or injured 7,500 Iraqis in the middle of the night. Adding that all of Iraq’s troubles come from Iran and that the slogan of the protestors in Iraq is “Get out, Iran!”, Sheikh Suleiman said that all of Iraq’s politicians should resign quickly, or else the protestors will enter the Green Zone and drag them out.

Sheikh Raad Suleiman: Why does Iran need to interfere [in Iraq’s affairs]? Iran is living off of the Iraqi economy. It interferes in everything politically and militarily. It even interferes in the religious affairs and has imposed its religious practices. It has brought more than 7,500 people from Iran as guards, under the pretext that they would protect the Iranian pilgrims. They said that the [Iraqi] government gave them permission to bring their pilgrims in. This is forbidden all over the world. We protect the pilgrims who come from Jordan, from Saudi Arabia, and from Iran. This is our duty. Why do they bring their own police and army to protect their pilgrims? If you don’t trust me to protect your pilgrims, don’t come here.

A few days ago, men in ski masks arrived in cars and started killing the people of Karbala. They didn’t speak Arabic. If you gave one of them a glass of water, he wouldn’t drink it. They didn’t speak any Arabic. They slaughtered the people. At 01:20 AM, they withdrew, leaving bodies strewn in the street. 7,500 people were wounded in Karbala. Half of them were badly injured – they will either die or remain handicapped. Iran? All our troubles have come from Iran. Iran has been interfering in Iraq’s affairs since 2003. Our slogan today is “Get out, Iran!” Period. All the politicians should resign within 5-6 days. Take it from me: If they don’t resign, [the protesters] will enter the Green Zone and drag them out.

Al-Shabab Leader Urges Mujahideen To Target U.S. Citizens, Interests Worldwide

On November 5, 2019, the Al-Qaeda-affiliated Global Islamic Media Front (GIMF) posted an audio speech delivered by Abu Ubeydah Ahmad Omar, leader of the Somalia-based Al-Qaeda-affiliated jihadi group Harakat Al-Shabab Al-Mujahideen (HSM) urging all Muslims and the mujahideen to target American citizens and interests worldwide.[1] The video, titled "We Bow To None Other Than Allah," was produced by the Al-Shabab media arm Al-Kataib Foundation and released in English, Arabic, and Somali. It also featured Al-Shabab fighters before they left to carry out their September 30, 2019 suicide attack on the U.S. training base at Baledogle in Somalia.[2] The video, 52:41 minutes long, began with footage of what it dubbed the "atrocities" carried out by "U.S.-backed Zionists" in Palestine and the "American atrocities against the Muslim Ummah" in Afghanistan, Iraq, Yemen, and Guantanamo. The video then showed "the American atrocities against the Muslims in Somalia," featuring a man holding a bloodstained Quran saying: "A young child reciting the Qur'an was killed in such a manner." He added, addressing the Muslims: "My urgent message to the Muslims is to rise up, defend the Book of Allah with your lives and wealth." Another man, who identified himself as a farmer, claimed that his son was killed by an airstrike as he worked on his farm. Next appeared images of dead Somali young people and children with text stating: "20-day old infant killed in U.S. drone strike." A woman said in the video: "We are not better than the Muslims of Iraq and Afghanistan. Seeking assistance from the disbelievers is one of the reasons for our destruction." She then urged the Muslims "to rise up against the disbelievers and repel their aggression" and to "liberate us from the enemies who have invaded our land." Referencing Quran 22:39-40, the video stated: "Permission to fight has been given to those who are attacked, because they have been wronged. And surely, Allah is Able to give them (the believers) victory. Those who have been expelled from their homes unjustly only because they said: 'Our Lord is Allah.' For had it not been that Allah checks one set of people by means of another, monasteries, churches, synagogues, and mosques wherein the Name of Allah is mentioned much would surely have been demolished. Verily, Allah will help those who help His (Cause). Truly, Allah is All-Strong, All-Mighty." A Message From Emir Abu Ubeydah Ahmad Omar Al-Shabab leader Sheikh Abu Ubeydah Ahmad Omar opened his statements by saying: "All praise is due to Allah who has shown us the defeat of His enemies and bestowed His victory upon the Mujahideen who have risen up so His Word may reign supreme." Describing the American "invasion" of Somalia, Omar said: "The American invasion against the Muslim Ummah has indeed intensified, especially in the lands of East Africa. Consequently, the level of oppression, brazen occupation, and humiliation perpetrated by the American against our Ummah and the Muslims of Somalia has increased." A Message to the American People Addressing the American people who, he said, "spend their tax money to oppress our people, wage war against our religion, plunder our resources and support the apostate traitors of the so-called federal government of Somalia," he asked: "Have you ever asked yourselves about the operations your troops are carrying out in Somalia? Have you ever held your government to account and asked them where your tax money is being spent?" He continued: "Have you ever asked yourselves about AFRICOM's role in Somalia and the crimes it has committed against our people? Did you ever re-evaluate your foreign policy toward Muslims and examine the reasons that led to the attacks that dented your pride on 11 September 2001? Why did the Mujahideen target the Pentagon – the symbol of your military might? Why did they destroy the twin towers – the symbol of your economic development; an economy that is based on usury and capitalism. Wasn't it because of your oppression?" Expressing his doubts that the American people are ignorant of the "atrocities" perpetrated by the U.S. military in Somalia and elsewhere in the world, Sheikh Abu Ubeydah added: "If you are, however, aware of their activities, I do not think that you are too concerned about it, and even if you are concerned, I doubt that you lose any sleep over it." He continued: "The crimes committed by your soldiers in our Muslim land of Somalia and their oppression against our people for the past 30 years are too many to be summarised in a few words." U.S. Crimes in Somalia He then enumerated the "U.S. crimes in Somalia": "Your military is the one whose aircraft constantly bombard our people indiscriminately. "They have killed thousands of Muslims in the city of Mogadishu in the early 90s. "Your government is the one that orchestrated the Ethiopian invasion of our country in last 2006, while your aircraft were bombing the Mujahideen freedom fighters who were resisting the Ethiopian occupation. "Your government is the one that continually supports, trains and provides aid to the apostate Somali regime. "Your military is the one that bombarded and destroyed the schools our children used to attend and even killed young children studying the Qur'an in the town of Saakow.[3] "Your military is the one that abducted our children from their madrasas [i.e. schools] and institutions, taking them away from their homes and parents. "Your military is the one that massacred innocent civilians, including farmers, businessmen, tribal elders, religious scholars, students, elderly men, women, children and other innocent civilians. "They are the ones who bombed and destroyed hospitals in some towns, while patients were receiving medical treatment inside them. "Your military is the one actively involved in the plundering of our natural resource, theft of our minerals and the exploration of our petroleum reserves. "They are the ones who are occupying out land and our people. They have built military bases in public-owned lands such as Mogadishu and Kismayo Airports and their warships are constantly patrolling our shores. "They are the ones who established black sites and prisons in our country where they torture our Muslim brothers without any oversight or accountability. "They are the ones who carry our illegal surveillance on the Muslims and they have set up networks of spies to work for them and serve their interests. "Your leaders are the ones who propped up an apostate regime that fulfils the hostile political agendas of the enemies, reinforces the culture of colonialism spearheaded by your country and wages war against the Book of Allah. "Your leaders are the ones who set up the so-called Federal Government whose only objective us to appease the disbelievers, implement their pagan laws and submit to their policies. The leaders of the so-called Federal Government brazenly proclaim that they do not implement Islamic Shari'ah, choosing instead to be docile slaves to the West rather than act according to the pure teachings of our religion." Following that, the video showed Somali President Mohamed Abdullahi Farmajo saying: "The reason we are here today (in Brussels) is a testimony that the European Union and World Bank have now began to believe in us and that we have gained their trust. They have seen the way in which we have started to embrace their way of life that they were familiar with in their countries, but we have a long way to go. They are now trying to further encourage us to adopt their customs and govern our people the same way they govern theirs. They are good human beings who after properly managing the taxes of their citizens ended up with a surplus of money. So they said to themselves, which people are wretched and hungry so that we can give them financial assistance? Therefore, they are searching across the globe government that they can give aid to, with the condition, however, that they share their same morals so that their money does not go to waste. We were the ones whom they have chosen because we resembled them the most. Yes, we may be Muslims but we do not act according to Islamic traditions." U.S. Crimes Against the Muslim Ummah The video then returned to the sheikh, now addressing the American people on the "U.S. crimes against the Muslim Ummah": "The aforementioned atrocities are not merely restricted to the Muslims of Somalia, but rather your military continues to perpetrate heinous atrocities in all Muslim lands and they have killed thousands of Muslims." He enumerated them as follows: "Your government supports the Zionist regime occupying Palestine with arms and money and has recently claimed that the sacred Islamic city of Jerusalem belongs to the Jews. "Your military is the one that invaded Afghanistan, Sham (The Levant), Iraq and Yemen, killing hundreds of thousands of Muslims. "They are the ones securing the thrones of the tyrant rulers and apostate kings in order to repress the Muslim Ummah, suppress their might and prevent them from fulfilling the obligation of jihad. "They have installed military bases all over the Islamic world in order to reinforce their hegemony, instill terror into the Muslims Ummah and undermine any attempt of the Muslims to unite, fully implement their religion and live according to its teachings." Accusing the Americans of "participant[ing in] such crimes since you are the ones who elected these governments," he added: "It is your tax money that is being used to occupy and kill our people." Next, Sheikh Abu Ubeydah warned the American people, saying: "Know that you will be held accountable for the thousands of Muslims whom your soldiers have killed, the millions who face starvation because of your military's blockade, the vulnerable ones they have slaughtered, the mothers they have made bereaved, the elders they have burnt alive, and the thousands whom are injured and still bleeding and weeping." He added: "These atrocities will one day catch up with you, therefore, be prepared to endure the consequences." Praising Islam as "the religion of kindness and compassion" and accusing d the U.S. government of seeking to "destroy this great religion" and "its pillars, extinguish its light and oppress its people," he went on to attribute natural disasters such as hurricanes, floods, wildfire, heat waves, snowstorms, and earthquakes to the "oppression" of the U.S. government. He also urged the Americans to spend their tax money on combating gun violence and the drug epidemic, and on helping homeless citizens and veterans. Demands He presented a list of demands: "Withdraw your troops from our Muslim lands. "Stop the indiscriminate aerial bombardment against our women and children. "Cease all forms of training and support you provide to the apostate Somali regime. "Release all the Muslims who are unjustly being held in your prisons, close down all your military bases and secret prisons that you have established in Somalia in order to humiliate our people. "Stop plundering our resources and fighting against our religion. "Stop supporting the countries that have invaded our lands, foremost among them being Ethiopia, Kenya, Djibouti and Uganda." Threatening the U.S., Sheikh Abu Ubeydah said: "If you fail to comply with our demands, then know that the promise of Allah will surely manifest itself. You will be defeated, your wealth will be destroyed, the Muslims will liberate themselves from your occupation and we vow that you will be our primary target …A clear example is the crushing defeat you have suffered in Afghanistan and how you are now disgracefully looking for an exit strategy. The war that you have declared against Islam in 2001 has become the longest and most expensive war that you have ever engaged in." Somalia: Reap What You Have Sown Under a title appearing on the screen, "Somalia: Reap What You Have Sown," the sheikh said that the war and airstrikes had caused only "despair, hopelessness, and a distant mirage without anything to show for." America, he said, was attempting to "implement democracy, divide our country, and drive our people towards disbelief" despite repeated warnings. He added: "Therefore, taste the bitter consequences of your actions and reap what you have sown." Explaining that U.S. government was persisting in concealing its "humiliating defeat" in Somalia, he stated: "Our battle has just begun. Ballidoogle [the Al-Shabab attack on the U.S. military base at Baledogle] was just a message; we hope that you receive it from us. We will continue to fight you, putting our trust in Allah, for He is our Protector whilst you have none to protect you." Commenting on the Baledogle attack, he said: "Allah, the Almighty, has enabled the Mujahideen to attack the largest U.S. military base inside Somalia. The military base was also home to various Ugandan military contingents and apostate forces. By the grace of Allah, the mujahideen targeted the U.S. military headquarters, successfully breaching the perimeters of the heavily-fortified base and killing the U.S. military personnel inside." He also hoped that the attack against the Baledogle airbase "would serve as a prelude to a blessed victory in the Jihad against the enemies of Allah." Threatening American interests worldwide, he said: "And I hereby call upon all Muslims and the mujahideen to make the targeting of American interests worldwide their first priority. I call upon them to kill the Americans wherever they find them. Restrict their movement and besiege them, for it is through such acts that you will obtain the lofty levels of paradise. Ask Allah to grant you success and steadfastness." A Message to the Mujahideen in East Africa The sheikh then praised the mujahideen who had carried out the Baledogle attack, and he urged the mujahideen in East Africa to follow in their footsteps: "Know that in the sacrifice of these men lies a great example to be emulated." He urged them to be prepared to carry out suicide attacks, saying: "Martyrdom operations are among the greatest weapons that decapitate enemy forces and crush their haughtiness. Through them, Allah has granted us many victories. It is important that everyone among us prepares himself and makes the firm intention to join the ranks of the Martyrdom Brigade. He must be constantly prepared to sacrifice his soul to Allah whenever called upon so that the entire world can be ruled by the Book of Allah." A Message to the Muslims of Somalia Addressing the Muslims of Somalia, he praised their sons for sacrificing their lives and wealth in defense of Islam, for making the enemies suffer defeat, for foiling the plots of the disbelievers, for preventing the democratization of their country, for countering the "filthy" policy of federalism, for preventing "AMISOM and the other invading crusaders from sleeping soundly and attaining any sense of tranquility," and for building a military force that "safeguards the welfare of the Muslim Ummah and submits to the Book of Allah and the Sunnah of His Messenger." He continued: "It is military might that belongs to you and that you can count on and that acts as your guard against invaders." To the Somali tribes, he said: "I, therefore, say to the noble and dignified Somali tribes: come to the aid of your Mujahideen sons and stand by their side. The are your sons. They are your fellow tribesmen. They are fighting for your sake. They are defending your religion and safeguarding your dignity." He urged them to help with killing the disbelievers and protecting the religion, liberating the land, and participating in jihad to obtain true independence and the freedom to fully practice Islam, and to free the country of "the scourge of colonialism." "Indeed, I have conveyed, Oh Allah bear witness," he repeated three times. In conclusion, he thanked the mujahideen who had carried out the Baledogle attack, saying that the attack would be recorded in "the pages of history with their blood" and asking Allah to accept their "martyrdom." Raid On U.S. Base Is Part of "Al-Quds (Jerusalem) Will Never Be Judaized" operations The video then featured the sheikh, at a different time, delivering a "farewell address" to the Baledogle attackers as they set out on their operation, identifying the latter as "part of Al-Quds (Jerusalem) Will Never Be Judaized operations." He told them that the U.S. airbase that they were about to attack hosts drones and helicopters used to target Muslims: "It is from where the mercenaries from Bancroft Global launch their night raids against the Muslims. It is where the U.S. forces train their apostate puppets." He also noted that the "greatest target" there was "the American troops." "The operation you are about to carry out is in retaliation on behalf of every Muslim who has been affected or killed as a result of U.S. drone strikes," he said, adding "whether it is our Muslim brethren in prisons, foremost among them being our sister Aafiya Siddiqui or our martyred brothers, foremost among them being the leaders of the global Jihad, such as Sheikh Osama Bin Laden, Sheikh Abu Daseer, Sheikh Abu Yahya Al-Libi, Sheikh Atiyatullah, Sheikh Abul Khayr, and our Sheikh Abu Zubeyr and Ma'alim Adam, who were leaders as well as the founders of Harakat Al-Shabaab Al-Mujahideen, and many others besides them." In the video, one of the attackers, Abdurrahman Abdullah Ahmad, threatened to "kill and behead the disbelieving American forces." Addressing the Americans, he said: "Know that you will soon be defeated by the permission of Allah. The only thing we want to get closer to Allah by spilling your blood." Another attacker, Ibrahim Abdullah Jibril, said he would kill U.S. troops on the base and send their bodies home in coffins. Fighter Muhammad Abdullah Sheikh said, addressing the U.S. soldiers at the base, that the Al-Shabab fighters were coming to behead them all, noting that Somalia will not be ruled by a tyrant ruler. Fighter Shareef Mo'alm Hassan, however, urged the mujahideen to continue waging jihad and to attack the disbelievers wherever they are. Yet another attacker, Muhammad Abdi Ahmad, urged the fighters to have no mercy on the disbelievers and to join the "Martyrdom Brigade," saying that "martyrdom operations are the best means of fighting against the disbelievers." Additionally, fighter Abdulraheem Hassan Ibn Hassan said that he was motivated to participate in the attack by the "atrocities" of the U.S. military. Following that, the Al-Shabab leaders, their faces blurred, embraced the fighters who were about to set out on the attack, with a voiceover of Al-Qaeda leader Ayman Al-Zawahiri saying: "Oh Muslims of Somalia, America and its servile allies will be defeated in Somalia, by the permission of Allah, the same way they were defeated in Afghanistan and Iraq." Al-Zawahiri also urged them to be patient and steadfast. The video concluded with a clip featuring the late Al-Qaeda leader Osama Bin Laden saying: "I swear by Allah, The Almighty, the One who raised the skies without pillars, that America and anyone living in America will never dream of safety until safety becomes a reality for the Muslims in Palestine. And until all the disbelieving forces withdraw from the Peninsula of Muhammad. Allah is the greatest and glory belongs to Islam." Even As UK, France Acknowledge That Iran Is Violating The JCPOA, The Trump Administration, After Ostensibly Withdrawing From It, Continues To Preserve It – By Means Of Its Waivers For Civilian Nuclear Cooperation With Iran

Introduction On November 5, 2019, Iran announced that it was taking its fourth step to cut back on its obligations under the JCPOA nuclear agreement. This step includes reviving uranium enrichment at the Fordo nuclear facility and activating an array of advanced centrifuges that will enable it in future to double and triple its enrichment capability. In effect, Iran is systematically stripping the JCPOA of all meaning, ostensibly with the approval of the International Atomic Energy Agency (IAEA). France and Britain have issued a public response to this fourth step by Iran, saying for the first time that it is violating the JCPOA.[1] Although the U.S., in May 2018, announced its withdrawal from the JCPOA,[2] it is in effect preserving it by continuing to grant significant waivers to the U.S. sanctions. These waivers allow some countries to help Iran develop its nuclear program under the heading of development for civilian needs – allowing Europe, Russia, and China to continue to uphold the agreement (see for example July 2019 statements on this matter by then-U.S. National Security Advisor John Bolton on the continuation of the waivers[3]). This report will set out the significance of this fourth step in Iran's withdrawal from its obligations under the JCPOA, as explained by two top regime officials, and will discuss the ramifications of the third step – the cancellation of the JCPOA's research and development timetable for it – for the development of Iran's nuclear program. These ramifications were previously discussed in a MEMRI report published in October.[4] Tehran Announces The Fourth Step In Its Cutbacks Of Its Obligations Under The JCPOA: Uranium Enrichment At Fordo As noted, on November 5 Iranian President Hassan Rohani announced Iran's fourth step, stating that the next day – November 6 – Iran would begin injecting UF-6 gas into the underground centrifuge array at the Fordo facility. To view this clip on MEMRI TV, click here or below: The same day, Atomic Energy Organization of Iran (AEOI) director Ali Akbar Salehi explained the essence of Iran's fourth step and the progress of its nuclear program. He said that Iran had recently increased production capacity by over 20% and uranium production by over 1,000%, that Iran could enrich uranium to 20% if it chose to do so, and that it is activating next-generation centrifuges.  To view this clip on MEMRI TV, click here or below: Iran's Policy: Violating The JCPOA While At The Same Time Announcing It Is Adhering To It The JCPOA included an extremely significant historic achievement for Iran – international recognition of its right to enrich uranium and to possess the entire nuclear fuel cycle. This recognition was the Iranian regime's most important strategic and political goal in the agreement.[5] For this reason, Iran will never announce that the JCPOA is cancelled and will never abandon it, because by doing so it would cancel this crucial political achievement. Therefore, Iran is diligently preserving the JCPOA framework, and even announcing its intention to do so, even though it is violating it in well-thought-out stages. Supreme Leader Ali Khamenei: "We Must Continue [To Act] With Determination And Precision To Cut Back On Our Nuclear Obligations... Until We Attain The Required Result – And We Surely Will Attain It" Senior Iranian spokesmen have in recent months announced the continuation of the abandonment of Iran's obligations under the JCPOA. First and foremost of these was Iranian Supreme Leader Ali Khamenei, who stressed on October 2, 2019 that Iran would continue to cut back on these obligations "until we attain the desired result." In a speech that day to thousands of commanders of Iran's Islamic Revolutionary Guard Corps (IRGC) on the Islamic Revolution's and the IRGC's victory over their enemies – i.e. the U.S., as leader of the "world of oppression and arrogance" – Khamenei twice ordered the continuation of Iran's cutbacks in its obligations under the JCPOA "until we attain the required result," though he did not specify what that would be. At the same time, it can be inferred that the goal to which Iran aspires is the eradication of any possibility of Iranian submission to the U.S. – that is, strategic and military supremacy over it, apparently in the form of a nuclear bomb. Khamenei said: "America's 'maximal pressure' policy has without a doubt been defeated, and Iran will not submit to the regime that seeks hegemony [i.e. the U.S.]. [The Americans] have made efforts recently, with the help of their European friends, to meet with [Iranian President] Rohani and to make it look like Iran was defeated. But the efforts were pointless. Iran will continue to cut back on its nuclear obligations with vigor and determination until the desired outcome is reached... We must continue [to act] with determination and precision to cut back on our nuclear obligations, and the AEOI is charged with carrying this out, just as the government announced, until we attain the required result – and we surely will attain it...[6] Khamenei's veiled reference to "the required result," along with Iran's steps that empty the JCPOA of its content and its acceleration of its nuclear research and development program, may have prompted him to reiterate statements he had made in the past about the religious ban on the use of nuclear weapons. In an October 9, 2019 speech, he said that according to Islam, Iran was prohibited from using a nuclear bomb – adding, however, that "Iran is capable of doing so." He said: "Iran has a mighty and determined position in the matter of the religious ban on the use of a nuclear bomb. Although we were able to go down this path [and attain a nuclear bomb], we have declared the use of this weapon completely prohibited by religious law, according to the precepts of Islam. Therefore, there is no reason to spend money on producing and storing weapons whose use is strictly forbidden..."[7] It should be emphasized that in his statements, Khamenei referred only to a ban on the use of nuclear weapons, not to a sweeping ban on producing or storing them. (The two previous steps included increasing its inventory of uranium enriched to a low level to more than the 300 kg set out in the JCPOA, and enriching uranium to more than the limit of 3.67%.) The importance of this withdrawal is reflected in the cancellation of the timetable to which Iran committed under the JCPOA, aimed at slowing the danger of Iran going nuclear, and in Iran's renewal of its acceleration of its research and development activity without any limitations whatsoever. On September 4, 2019, Iranian President Hassan Rohani announced Iran's third step, namely, Iran's cancellation of the timetable to which it had committed under the agreement and its resumption and acceleration of its research and development free of all restrictions. On September 7, Atomic Energy Organization of Iran (AEOI) spokesman Behrouz Kamalvandi clarified the nature of this third step, explaining that Iran was in effect erasing the years-long restriction on its development of advanced centrifuges, and that it was now continuing its nuclear development program – ostensibly permitted by the JCPOA – without it being recognized as a violation of the JCPOA. Following that, at a October 7 press conference, AEOI director Ali Akbar Salehi said that these steps by Iran were being undertaken as part of its cutbacks on its obligations under the JCPOA. He explained that Iran was accelerating its nuclear activity in research and development and uranium enrichment, as well as its activity at the Arak heavy water reactor. Iranian President Rohani: "All Research And Development Timetables To Which We Are Obligated Under The Nuclear Agreement Are Completely Cancelled Starting Friday [September 6, 2019]" At a September 4, 2019 government meeting, Iranian President Hassan Rohani explained why Iran's third step in withdrawing from its JCPOA obligations is significant for the country's nuclear research and development program: "The external form of the third step is not particularly impressive, but its essence is especially important. In my view, this step is the most important of the three steps [taken by Iran to withdraw from the obligations], and its impact will be outstanding. God willing, by means of this step and the instructions that will be released today or tomorrow, the AEOI will exit the current framework of the normal pace of progress, and its activity to achieve its goals will be extraordinarily accelerated."[8] Later that day, Rohani announced the cancellation of restrictions on Iran's nuclear research and development: "...In the third step, the AEOI is obligated to begin immediately [any] research and development [activity] required by the state. It must abandon any obligation under the nuclear agreement pertaining to research and development, so that we see rapid expansion of research and development of the new centrifuges and of anything required for enriching [uranium]. "We know that this is a big step... All research and development timetables to which we are obligated under the nuclear agreement are completely cancelled starting Friday [September 6, 2019], and we will carry out, under the oversight of the International Atomic Energy Agency and within the framework of the peaceful activity, any [nuclear] activity that is technically necessary and that advances nuclear technology. At the same time, we will give the 4+1 countries [Britain, France, China, Russia, and Germany] a two-month opportunity [to compensate Iran for the U.S. sanctions]. If we succeed in reaching an agreement, we might resume our obligations under the JCPOA..."[9] AEOI Spokesman Kamalvandi: "We Are Already Reaching The End Of The JCPOA Technically – Only One Or Two More Issues Remain, And Once They Are Carried Out [Iran] Will Have No More Obligations" Under The JCPOA At a September 7 press conference, Behrouz Kamalvandi, spokesman for the Atomic Energy Organization of Iran (AEOI), explained the nature of Iran's third step to cut back on its obligations under the JCPOA. Stressing that Iran is in effect erasing the years-long restrictions on its development of new-generation centrifuges, he said that it is now continuing to develop its nuclear program, ostensibly under the JCPOA and without this activity being recognized as a violation of it. He said: "Today we have carried out four things: The first is with regard to Section 39, Annex I [of the JCPOA], that is, the production of enriched material by means of new-generation centrifuges and nonintervention [in the separation of] waste from the product. This activity was meant to be carried out only 10 years after the beginning of the JCPOA. From now on, when the centrifuges are operated for research and development [purposes] it will at the same time help increase our [uranium] inventory. "The second is the injection of gas into the IR6s centrifuges, which is mentioned in Section 32 of Annex I, that was expected to be carried out at the beginning of the 11th year of the JCPOA. "The third is the operation of a cascade of 20 IR4 centrifuges, mentioned in Section 35 of Annex I, that was expected to be carried out in the beginning of the 11th year of the JCPOA. "The fourth is the injection of gas into the cascade of 20 IR6 centrifuges, that was expected to be carried out in late November of this year. The injection of gas into a cascade of 30 machines will happen in the coming months, such that in effect in the next two months 60 IR6 centrifuges will operate in research and development, and will increase Iran's enriched uranium inventory. These are actions that have been underway since September 6, 2019. "During the next two months, and before the end of the phase of the third step, we will have three more important and valuable activities: The first is the activation and injection of gas into the cascade of 164 IR4 centrifuges; the second is the activation of the cascade of the 164 IR2m centrifuges, and the third is the injection of gas into the middle cascade of IR5s centrifuges... "With regard to the JCPOA and whether or not it has reached its end, this is a political matter, and the politicians must discuss it. Our role is technical, and our obligations in this area are known. [It can be said] that we are already reaching the end of the JCPOA technically. Only one or two more issues remain, and once they are carried out [Iran] will have no more obligations [under it]."[10] AEOI Director Salehi: "We Will Add 45% To Our Enrichment Capability; There Is An Increase In Production Of Uranium Enriched To Over 3.5%"; In Two Or Three Weeks, We Will Reach 2,500 Kg Of Enriched [Uranium] Using New-Generation Centrifuges" Speaking at a press conference about the steps Iran was taking to cut back on its obligations under the JCPOA and the way forward for nuclear research and development, uranium enrichment, and the Arak reactor, AEOI director Ali Akbar Salehi said on October 7: "In the technical part of the nuclear talks, we tried hard to preserve the essence of the research, in accordance with the directives [from Supreme Leader] Khamenei and his emphasis on this matter. That is, we did not compromise on a thing in the research, and in the JCPOA framework not one Iranian right to research was cancelled. Therefore, the only restriction was time, and the number [of centrifuges]. "Before the JCPOA came into force, Iran was working on five or six advanced centrifuges like the IR2, IR4, IR6, and IR8. There were research and development on all these centrifuges under the JCPOA. In effect, when we want to test mechanical stability or the [nuclear] process, an agreement will be made [with the IAEA] with regard to the number of tests... "In the next three or four weeks, we will unveil a cascade of 30 IR6 machines. Other machines too will be unveiled, in different numbers... "Within up to a month's time, that is, by the end of the third step in cutting back on our obligations under the JCPOA, the AEOI will add almost 3,500 SWU [separative work units, i.e. centrifuges] to the existing number of 5,020 SWU. Thus we will increase our enrichment capability by 45%. There is also an increase in the production of uranium enriched above 3.5%, and the [quantity of the] product has reached five to six kilograms. "Before the JCPOA, Iran had the capability to [enrich] 2,300 kg [of uranium a year]. So far, we have attained 1,700 or 1,800 [kg] a year – that is, we are back to what the situation was before the JCPOA as far as [the quantity of] enriched [uranium] is concerned... During the next two or three weeks, we will reach 2,500 kg of enriched [uranium] using new-generation machines... "It is still early to decide on the fourth step. The AEOI has no authority to decide in this matter. The Iranian Foreign Ministry and the committee for reviewing the JCPOA are holding meetings, [at which] they are examining matters and making the correct decisions at the proper time. In any event, the AEOI is ready to implement any decision [about the fourth step made by the political echelon]."[11] AEOI director Salehi (Source: IRNA, October 7, 2019) AEOI Director Salehi: We Will Launch The Second Phase Of The Heavy Water Reactor At Arak In The Next Three Weeks According to another report, Salehi also announced on October 7: "We will launch the second phase of the Arak heavy water reactor in three weeks. The Arak reactor consists of two phases; most processes are carried out in the second phase. In the past four years, the comrades have succeeded in preparing the second phase so that it can be launched in the next two or three weeks. More important is the completion of a device for transferring fuel that [needed to be] replaced, and it will be installed in the next two or three weeks..."[12]   *A.
