In an Urdu-language booklet shared on Telegram, the Islamic State Khurasan Province (ISKP) cites the Quran and Sunnah to explain the significance of financial jihad. The unidentified author of the booklet encourages Muslims to send money to ISKP and join the jihad.

The eight-page booklet, titled "The Status Of Jihad With Wealth In Islamic Shari'a," was published by Al-Azaim Media Foundation, a media outlet linked to the Islamic State Khorasan Province (ISKP), which defines itself as a supporting entity for the Islamic State (ISIS). Al-Azaim shared a PDF of the booklet on its Urdu-language channel on Telegram. The booklet argues that it is the obligation of every Muslim to contribute to the cause for the victory of the Islamic Ummah.

The book begins with the verses of the Quran's Chapter 61, which says: "Oh believers! Shall I guide you to an exchange that will save you from a painful punishment?" – (Verse 10); "It is to have faith in Allah and His Messenger [Muhammad] and strive in the cause of Allah with your wealth and your lives, that is best for you, if only you knew" – (Verse 11).

In light of these verses, the author discusses the importance of spending one's wealth for jihad, and its reward according to the commandments of Allah. The author tells the readers given the certainty of death, a person's wealth should be spent in the way of Allah.

The booklet states: "At a time when unbelief and polytheism are spreading all over the world, phosphorous bombs are being dropped on those who take the name of Allah, Muslim lands are being seized, Islamic sanctities are being trampled upon, the Messenger of Allah is being insulted, the shari'a is being mocked, the mothers and sisters of the Islamic Ummah are in prisons, the cries of Muslims are raised everywhere, at this time it is necessary for every Muslim to offer his property and himself for the glory of religion of Islam and the Islamic Ummah."

The unidentified author says that posting on Facebook and Twitter and lamenting the state of Muslims in the world is not useful: practical work is needed. Addressing Muslims, he says, "Oh my Muslim brothers! If you cannot come to the field of jihad, then with your wealth, help those devotees who have kept the battlefields warm for the protection of Islam and the glory of the Islamic Ummah, so that you share in this reward and fulfill your shari'a responsibility."

A PDF copy of the booklet was shared on Telegram

In the booklet, Muslims are encouraged repeatedly to help the mujahideen so that they can wage jihad against oppression and unbelief and avenge the dishonor of their sisters, break into prisons, and rescue prisoners.

Likewise, it quotes Islamic scholars about the importance of participating in jihad through wealth. It further presents many verses and hadiths about the virtue, importance, and necessity of jihad with wealth. It presents five verses and three hadiths, which discuss the merits of spending one's wealth in the cause of jihad.

At the end of the booklet, the author says that it is not enough that you send money for food to the oppressed Muslims in Iraq, Syria, Uyghur (Xinjiang), and Palestine; you must arm the mujahideen with weapons to behead the oppressors.

Also, the author encourages readers to free themselves of the slavery of the so-called Muslim governments because it is not only the unbelievers who oppress the Muslims, but the Muslims are also being killed with the financial, technical, and human support of the Muslim governments, which should not be helped.
