The coverpage article in the latest issue of the pro-Islamic State (ISIS) English-language monthly magazine Sawt Al-Hind ("The Voice of India") describes anti-Muslim riots and massacres in India and urges Indian Muslims to join the jihad. About the Russian invasion of Ukraine, the article says: "O Muslims! Today the disbelievers are at each other's neck, due to the infighting between them, so a group of crusaders is bloodthirsty for another" and urges Indian Muslims to use the opportunity to fight the Hindus in India. The article argues that anti-Muslim attacks in India in recent decades should not be called "riots" but a "campaign for the genocide of Muslims."[1]
Ansarul Khilafah in Hind ("The Aiders of the Caliphate in India") publishes Sawt Al-Hind, whose latest issue, Issue 27, was released via social media on Eid-ul-Fitr, which in 2022 was on May 2 and which marks the end of the fasting month of Ramadan.

"Calling It A Campaign For The Genocide Of Muslims And A War Imposed On Muslims Would Be Fair Rather Than Merely Calling It A Riot"
"Riots used to happen in India during the era of British rule too, but after 1947 [the year of Partition] there has been an increase in the frequency and intensity of these riots. According to a general survey, approximately 20,000 of these riots have taken place after the Partition, even after constant efforts for national unity.
"If we look into the scenario, we can understand that it is naivety to call these violent riots. If someone calls them riots, then it is a clear falsification of truth and a deception. The term 'riot' is applied to an event that occurs impulsively due to a clash of sentiments and emotions between two parties that has no political motive or conspiracy behind it, just as two neighbors fight in the morning, and in the evening the matter is pacified as if nothing has happened.
"What we are witnessing today at national level is the purposeful actions and moves based on a certain objective made by the organizations that are nurtured and protected by the taghut [tyrant] government. The objective is too evident and loud in their slogans during the attacks. A slogan goes as 'Bharat mein rehna hoga, to Jai Shree Ram kehna hoga' meaning if you want to stay in India, you'll have to chatn Jai Shree Ram [Hail the Lord Rama]. Another slogan goes as 'Musalmaan ke liye do hi sthaan, Pakistan ya Qabristan' meaning only two places for Muslims, either Pakistan or graveyard. Such venomous slogans are being raised throughout the country which proves their objective and agenda to be pan-India.
"Calling it a campaign for the genocide of Muslims and a war imposed on Muslims would be fair rather than merely calling it a riot and undermining the real danger to which Muslims are exposed. There is no doubt in it that a handful from the majority is difference, even if for example 1% of the 1 billion, that is 1 crore [i.e., 10 million] individuals are involved in this campaign, then it would suffice for the agenda to progress. And who doesn't know why mushrikeen [idolaters] have made mass murderer of Muslims their leader and chanting slogans to satisfy their mushrik [idolater] grudge even at the expense of load on their pockets. Vehemently or reluctantly, they share the same chariot.
"However, it is not something surprising. This can be seen in wars of any era. Never does every person of a nation comes into confrontation, apart from a few, the majority always ratify and give their support and consent, while staying behind or watching as spectators. So, the gravity of the matter cannot be lightened by saying that a mere handful carries the animosity and hatred for Muslims while most of them are peace-loving."
"Mushrikeen Are Rejoicing By Performing Acts Of Shirk In The Babri Masjid [The Disputed Site Handed Over To Hindus By The Supreme Court Of India]"
"In more than 9,000 riots, thousands became orphans, thousands became widows, and thousands of parents saw their children drenched in blood and charred bodies. The Taghut government backed and protected these filthy criminals no matter what flag they carried. To name few, just remember the murderers involved... [Hindu leaders] Pragya Thakur, Swami Aseemanand, etc.
"The Muslims always faced a heavier loss of life and wealth when the so-called administrative [police] force intervened to bring 'peace and security.' After the so-called freedom, hundreds of masjids [mosques] have been taken under the authority of the kuffar [unbelievers] just like 'bulldozer movement' [removing illegal buildings, but mostly of Muslims] is attacking your houses.
"Mushrikeen are rejoicing by performing acts of shirk [idolatry] in the Babri Masjid [the disputed site handed over to Hindus by the Supreme Court of India] in the name of just following 'court verdicts' and accordingly, Muslims cannot even enter it leave alone pray in it. Their foolish originations are charging slogans and their machinery is targeting them under the garb of law and order. They don't even have audacity to declare war on Muslims openly. The present situation cannot be termed other than a war between two nations and in this war between two nations, Babri Masjid has become a pivotal factor and symbol.
"[Extremist Hindu organizations] Hindu Mahasabha, Vishwa Hindu Parishad, Bajrang Dal, BJP [former Prime Minister Narendra Modi's Bharatiya Janata Party], Shiv Sena, RSS [Rashtriya Swayamsevak Sangh, the mother organization of extremist Hindu groups and the BJP] and their bandwagons along with support of a vast majority of the polytheists are enlightened and determined, but on the other hand the Muslim nation remains perplexed and shocked.
"As soon as a crisis develops, a group of Hindus arises creating rows, torching the Muslims' properties, and massacring them; or they brandish swords and knives in alleys and downtowns and injure or kill Muslims. They already have started violent campaigns to ban Halal meat and ban loudspeakers of the mosques. Hindus are pledging to not involve in any business transactions with Muslims; they are determined to add [the Hindu religious scripture] Bhagvad Gita into school curriculum. These wicked gangsters have openly given rape threats [against Muslim women]. Recently a Hindutva propaganda movie [i.e., Kashmir Files] has been released to provoke their gangs."
"[The Reformist Group] All India Muslim Women's Personal Law Board Has Welcomed Hijab Ban [In Some Colleges] And Says That Judiciary And Constitution Are Above All"
"Moreover, [the reformist group] All India Muslim Women's Personal Law Board has welcomed hijab ban [in some colleges] and says that judiciary and constitution are above all; this is the reality of a country which claims it gives religious freedom.
"In this defensive war neither a common Muslim nor any Muslim organization defends the persecuted. Instead, those who are defending are [a small] section among Muslims which is underprivileged and poor regarding knowledge, intellect, and religion. The remaining people belonging to the high and middle class think it is a sin and against the shari'a to kill a member of the group in the west of the city in retaliation to the killing of a Muslim by another member of the same group in the east of the city.
"In reality, the matter is more serious and fragile than can be written down in words. Just reflect over the statements of Yogi [Adityanath, the chief minister of the northern Uttar Pradesh known for his rabid anti-Muslim utterances], Narendra Modi, Thackrey, and Ashok Singhal, and along with it look at the ten lakh [a lakh is a unit equal to 100,000, so 10 lakh is one million] recruits of the VHP [Vishwa Hindu Parishad] and Bajrang Dal. And then match them with the tragic and painful incidents [anti-Muslim riots] of Kanpur, Alia, Karnal Gunj, Gonda, and calculate the outcomes.
"Then get to know the opinions of the [riot-affected] people of Ansari Bagh in Bhiwandi [in Mumbai], ask those parents from [town of] Moradabad who adorned their children on the day of Eid and sent them for Eidgah only to see their mortal remains moments later as the blood thirsty members of PAC [Provincial Armed Constabulary] suffocated them in blood and dust.[2] Get acquainted with the feelings of the widows of Meerut, the husbands of whom were put into trucks and were shot dead beside a river by the police.[3]
"Then inquire about the tragic plight of the villagers of Bhagalpur[4] who would find the corpses of their children hidden on the farms for several days and there was no one to give them a burial. And also look at the masjid in the vicinity of Hyderabad because the enemies attempted to bring them down, its Musallah made impure and Mushaf desecrated."
"[At Times of War] In General Every Member Of The Enemy's Camp Is An Enemy And In Particular Those Who Are Combatants"
"Oh, Muslims! When will we realize the seriousness and gravity of the matter? Will it be when all the Muslim populace of this country is treated as that of Bhagalpur and Karnal Gunj? Would we look into this pogrom according to shari'a only to realize that there is no time left?
"In times of war, no one's life and wealth remain sacred neither does the principle of taking retribution from the very person who is guilty hold any meaning; a person doesn't say in times of war that, I will kill that same person who killed my brother or I will take back what is mine from the same person who has looted me; instead, in general every member of the enemy's camp is an enemy and in particular those who are combatants.
"And for this reason, those people who keep 3,000 masajid [mosques] as the target of their malicious projects and desire to kill or send Muslims to Pakistan, all of them and all the others who ally themselves with Hindu mushrikeen have the same 'ruling' [as per shari'a].
"The Koran aims to develop in its followers an unconquerable spirit that is the guardian of virtue, that refuses to kneel in front of vice and mischief and rejects the domination of oppression and tyranny. According to the Koranic teaching, a man's greatest indignity and humiliation are due to his indulgence in the love of luxury, ease, wealth, and family. He fears the hardships of defending the truth and cowers upon seeing the fake might of falsehood, [and] as a result, inclines toward conformity and servitude to falsehood.
"The Koran is a book that acknowledges the true human dispositions and considering its secrets the Koran has guided mankind toward paths of two kinds either death or dignity. It didn't teach the third path of indignity. But its followers themselves have chosen this unfortunate way due to their weak imaan [faith] and cowardice."
"The [Extremist Hindu] Organizations, Which Are Enemies Of Islam And Muslims, Have Made This Enmity The Sole Purpose Of Their Lives"
"In the present state of affairs, it is crisp clear that the [extremist Hindu] organizations, which are enemies of Islam and Muslims, have made this enmity the sole purpose of their lives. In a clash of communities and state of war, it is irrelevant to differentiate between the guilty and the innocent, whoever gets chance will rise, maybe not today but tomorrow, maybe not in the morning but in the evening, maybe not this time but some other time they can target. This rule of Islamic shari'a is in line with the common intellect. The group that keeps the criteria for guilty and innocent in their hands in a state of war will always lose and in reality, nobody holds except ignorant Muslims.
"This must be kept in consideration that one deemed as innocent is not innocent because even if he is not the murderer, he supports and backs the murderer; and even if he does not do any such thing yet, still he is a Hindu mushrik and shirk is the greatest of oppression; so, he is guilty enough to make his blood Halal unless he leaves Kufr [unbelief] and accepts Islam.
"Let us see a few examples from Koran and Sunnah [traditions of Muhammad] to take inspiration for dealing prevailing situation as per shari'a guidelines: In a hadith, Abu Bakr bin Abu Musa al-Ashari narrates that: once my father Abu Musa al-Ashari during a fight with an enemy narrated a saying of the messenger of Allah that: the gates of Jannah are under the shade of swords. Hearing this, a dishevelled man started saying: Oh, Abu Musa have you heard this from the tongue of the prophet? Abu Musa said: no doubt. Then that man returned to his companions and said to them: Oh, companions Assalamu Alaikum! Saying this he broke the sheath and threw it away and entered into the ranks of the enemies and fought bravely until he got martyred.

"Jannah is under the shade of swords. This statement is a part of a longer narration. Abdullah ibn Abu Awfa reported: The Messenger of Allah during one of the days wherein he met the enemy, waited until the sun had declined. Thereafter, he stood up among them and said: '0 people, do not wish to meet the enemy, and ask Allah for safety. And if you meet them, have patience and know that paradise lies under the shadows of swords.'
"Imam Qurtubi writes that this statement is an ocean of eloquence and meaning, while it kindles the passion for jihad, it also informs of the reward of jihad. In this is incitement for swordsmanship and clashing with the enemy. Allah says, '0 you who have believed, what is (the matter) with you that, when you are told to go forth in the cause of Allah, you adhere heavily to the earth? Are you satisfied with the life of this world rather than the Hereafter? But what is the enjoyment of worldly life compared to the hereafter except a (very) little. If you do not go forth, he will punish you with a painful punishment and will replace you with another people, and you will not harm him at all. And Allah is over all things competent – (Chapter At-Taubah: 38-39).
"The Prophet [Muhammad] said: 'I have been sent ahead of the hour with the sword so that Allah will be worshipped alone, and my provision has been placed in the shade of my spear, and humiliation has been decreed for those who go against my command, and whoever imitates a people is one of them' – (Ahmad, 4869; Sahih at-Jaami, 2831)."
"So, Make Evident The Deen [Religion] To The People And Incite Them For Jihad For The Sake Of Allah Almighty As He Ordered Us In The Ayah [Verse 8:65]: O Prophet, Urge The Believers To Battle'
"Oh Muslimoon [Muslims]! There is not an ounce of doubt that you all are at. Entirely witnessing the tyranny of the repugnant mushrikeen. They are those concerning whom Allah almighty informed us about saying, 'And they will continue to fight you until they turn you back from your religion if they are able. And whoever of you reverts from his religion (to disbelief) and dies while he is a disbeliever – for those, their deeds have become worthless in this world and the hereafter, and those are the companions of the Fire, they will abide therein eternally.'
"There is no ambiguity regarding our situation and the predicament we are entangled in today that jihad is fard al-ain or individual obligation binding upon each and every abled Muslim. It is an unanimously agreed fact by the Muslim ummah in general and ulema [Islamic religious scholars] in particular. And to fulfil this obligation the son doesn't need to ask permission from his father, nor a slave from his owner, nor a wife from his husband, nor a debtor need to ask for permission from the creditor. There is no difference of opinion among the ulema regarding this issue.
"O dignified ulema of Islam and callers to the Allah's religion! Undoubtedly the most urgent and pressing obligation upon you is to proclaim these truths boldly so that even the deaf can hear and declare this openly without fearing the blame of the blamers. Because it is the demand of the oath and covenant made between Allah and the people of knowledge. Allah almighty commands in the Koran: 'And (mention, O Muhammad), when Allah took a covenant from those who were given the Scripture, (saying), 'You must make it clear (i.e., explain it) to the people and not conceal it' – (knowledge) known and clear to mankind, and not to hide it – (Chapter Aal-e-lmran: 187).
"So, make evident the deen [religion] to the people and incite them for jihad for the sake of Allah almighty as he ordered us in the ayah [verse]: O Prophet, urge the believers to battle' – (Chapter AI-Anfal: 65)."
"And If Allah Lends Us A Helping Hand And Assist Us And Aids Us Then These Filthy, Obscene. And Repugnant Hindu Mushrikeen Won't Dare To Stand In Front Of Us"
"O, people of wealth! No doubt that the foremost obligation upon you is to spend in Allah's path. Allah almighty declares in the Koran: 'Indeed, Allah has purchased from the believers their lives and their properties (in exchange) for that they will have paradise – (Chapter At-Taubah: 111). And in another ayah Allah almighty says: 'The example of those who spend their wealth in the way of Allah is like a seed (of grain) which grows seven spikes; in each spike is a hundred grains. And Allah multiplies (His reward) for whom he wills.
"And Allah is all-encompassing and knowing – (Chapter Al-Baqarah: 261). And o, youths of Islam! The prime obligation upon you is jihad, its preparation and learning the use of weapons. Allah almighty commands in the Noble Book [Koran]:... then kill the polytheists wherever you find them and capture them and besiege them and sit in wait for them at every place of ambush – (Chapter At-Taubah: 5).
"And O, Muslims everywhere! No doubt the prophet [Muhammad] said: 'There will not cease to be a group of my Ummah uppermost upon the truth. They will not be harmed by those who forsake them, until Allah's affair comes to pass and they are uppermost' – (Sahih Muslim). And in another Hadith: 'There will never cease to be a group of my nation fighting upon the truth, being triumphant till the Day of Judgement' – (Sahih Muslim).
"In these Ahadith [hadiths] is an elucidation that the At-Taaifat ul-Mansoorah or the victorious group (jama'at) will not be harmed by anybody not by those who are against them and not by those who sit back and forsake them. And we have firm conviction about this victory and success as it is the promise made by Allah in his book and upon the tongue of his prophet. But the promise of success and victory is contingent on our sincerity and support for Allah's deen.
"Allah almighty says in his book: 'And Allah will surely support those who support him (i.e., his cause). Indeed, Allah is powerful and exalted in might' – (Chapter AI-Hajj: 40). And he also says: 'O you who have believed, if you support Allah, he will support you and plant firmly your feet' – (Chapter Muhammad:7).:
"And if Allah lends us a helping hand and assist us and aids us then these filthy, obscene. and repugnant Hindu mushrikeen won't dare to stand in front of us. As mentioned in the Koran: If Allah should aid you, no one can overcome you – (Chapter Aal-e-lmran: 160). No matter how mighty and powerful these kuffar and mushrikeen become, they are insignificant before the might and power of Al-Qawiyy and Al-Jabbar. Because Allah himself says in the Koran: And let not those who disbelieve think they will escape.
"Indeed, they will not cause failure (to Allah) – (Chapter Al-Anfal: 59). And prepare against them whatever you are able of power (Chapter Al-Anfal: 60). And Allah almighty says in another ayah: So, fight against the allies of Satan. Indeed, the plot of Satan has ever been weak – (Chapter An-Nisa: 76)."
"O People! The War Is Raging, The Trumpet Of Jihad Has Been Blown And The Doors Of Heaven Are Opened; So, If You Do Not Become The Cavalry Of Battle Then Step Aside, Leave The Path For Women To Come Ahead And Fight In Your Place"
"Doubtlessly, the armies of kuffar and mushrikeen, their large numbers, arms and ammunitions, their preparations cannot intimidate us because we are the soldiers of Allah who says: 'And to Allah belong the soldiers of the heavens and the earth. And ever is Allah exalted in might and wise' – (Chapter AI-Fath: 7). Nor can the economic might of Hind make us apprehensive because Al-Ghaniyy says in his Holy Book: And to Allah belong the depositories of the heavens and the earth, but the hypocrites do not understand – (Chapter Al-Munafiqun: 7).
"In the end we have a sermon of [12th century Iraqi jurist] Ibn-ul Jawzi as an admonition to those who sit back from jihad and also for those of defeatist mentality. He said: 'O people! What has happened to you? You have forgotten your religion and you have left your dignity and honor, and you have sat back from supporting and aiding (the religion of) Allah, so Allah too didn't support you. You have presumed that honor is for mushrik, but Allah has kept honor and esteem only for himself, his messenger and for momineen [believers].
"Woe be to you! Does not the sight make you uncomfortable and sad? That the enemies of Allah and your enemies have endangered your lands, the lands which your forefathers irrigated with their blood. These enemies will humiliate you and enslave you. You! who were to be leaders of the world, doesn't this state of affairs make your hearts restless and kindle your spirits that the enemies have besieged your brothers and are humiliating them insulting them in numerous ways? Do you sit here eating, drinking, and revelling in the blessings of life while your brothers are surrounded by fire and flames, sleeping upon embers and coals?

"O people! The war is raging, the trumpet of jihad has been blown and the doors of heaven are opened. So, if you do not become the cavalry of battle then step aside, leave the path for women to come ahead and fight in your place. Go and adorn yourselves with perfumes! O, women with turban and beard! Go, jump swiftly upon your horses here are its bridles and its ropes.
"O, people do you know of what these ropes and bridles are made of? Women have made them with their hair because they have nothing other than this. I swear by Allah that these are braids of hair belonging to veiled women that was protected and pure as such that the sun never had a chance to glance upon them. Women have clipped them because the days of love and doting is over. And the days of sacred war have begun, the war in the path of Allah, then war in the path of land and dignity.
"And if you cannot bind your horses with these braids then take them and plait them with your own locks of hair. Don't you have any wisdom? Saying this from atop the pulpit he (Ibn-ul Jawzi) threw the reign upon the people's head. (And began saying from the top of his voice.) Oh, pillars of the mosque! Fall apart. Oh meteors! Rain down. Oh hearts! Throb violently with rage and fury. Because men have lost their manhood.
"May Allah have mercy upon Ibn-ul Jawzi. If this was his sermon directed to the people whose rule had reached Al-Andalus and Balat al-Shuhada [Battle of Poitiers], then what would he say for us? And if he sees us in this state then with what attributes would he address us?"
"O Muslims Of Hind! Arise And Open Your Eyes Now And See How Your Muwahid [Monotheist] Brothers All Around The World Have Kindled Raging War Fronts Against The Saleebiyyun [Crusaders], Yahood [Jews], Hindu Mushrikeen, And Murtadeen (Apostates)"
"Therefore, O Muslims of Hind! Arise and open your eyes now and see how your muwahid [monotheist] brothers all around the world have kindled raging war fronts against the Saleebiyyun [Crusaders], Yahood [Jews], Hindu mushrikeen, and murtadeen [apostates]. So that they teach the bitter lessons of war to the crusaders and their apostates and polytheists allies because of their one-sided war against the Muslims and massacre them in the same manner as they mercilessly massacred the believers of Tawheed [Islamic monotheism] all over the globe including the leaders of Muslims and the soldiers.
"Don't feel afraid to embrace the reality rather take it to be an opportunity to reserve great and everlasting mansions in Jannah [paradise] for yourselves. Oh Muslims! Today the disbelievers are at each other's neck, due to the infighting between them, so a group of crusaders is bloodthirsty for another.
"Therefore, while the masters of Hindu mushrikeen are busy scrambling and clawing at each other, grab this opportunity and attack your enemy and Allah's enemy and avenge your martyred brothers and leaders.
"With knives and daggers spill their najis [impure] blood, make these cow piss-drinkers [i.e., Hindus] taste their filthy blood too and give them an exemplary punishment that serves as a warning for those to come later and who may take some heed. Beyond doubt we are in the state wherein one cannot make excuses for laziness and negligence, tear apart the sheet of heedlessness.
"Lock the doubts of donkeys of knowledge the ulema al-soo [false Islamic scholars] into the barn when they call for friendship and love with the kafir [unbeliever] mushrik Hindus. Sufficient for you should be the command of your Lord when he commands you to do jihad against the mushrikeen with your wealth and life. And our closing words are the command of our Lord: Go forth, whether light or heavy, and strive with your wealth and your lives in the cause of Allah. That is better for you, if you only knew – (Chapter At-Taubah: 41). And all praises and thanks are due to Allah the Lord of the worlds."
