On July 28, 2016, the Register reported that a royal edict from UAE President Sheikh Khalifa bin Zayed Al-Nahyan may have effectively made it illegal for anyone in the country to use a virtual private network (VPN) or a secure proxy service. The penalty for doing so is now jail time and fines between 500,000 and 2,000,000 UAE dirham (between US$136,130 and $544,521). The statement was described as "ambiguous and technologically illiterate," barring the use of systems that can hide the fact that you are committing a crime or covering one up. Even if one claimed that the VPN or proxy was being used for legitimate reasons, it would be difficult to prove your case since your packets were encrypted. Source: theregister.co.uk, July 28, 2016
