On September 26, 2021, the website of a pro-Syrian opposition media outlet reported that Hay'at Tahrir Al-Sham (HTS) is developing weapons and increasing its operatives' level of preparedness, in advance of a probable attack on Idlib by the regime and its allies. According to the report, HTS is developing attack drones and man-portable anti-aircraft missiles.
