Pro-ISIS Website Hosted In French Pacific Islands Fundraises Monero Cryptocurrency

On March 22, 2023, a user of the ISIS-operated Rocket.Chat server posted a link to a popular pro-ISIS website soliciting donations in the Monero cryptocurrency, offering no information about how the funds will be used. The website included an embedded QR code for Monero cryptocurrency donations and a wallet address.

The donations section has 38 comments by website users, varying from questions about how to obtain Monero to providing links to Coinbase platform to buy cryptocurrency and then transferring it to the site's wallet.

The website uses the services of the U.S.-based reverse proxy service CloudFlare, Inc. and is hosted on a server in the French South Pacific Wallis and Futuna Islands.

The website contains recent ISIS material, some of it dated March 22, 2023. Content all through the website is available in Arabic, English, French, Turkish, Russian, Filipino, and Indonesian. The site also features an "Important" section, where it urges users to adopt safe browsing measures. It recommends the use of Tor anonymizer and VPN. "We advise the [ISIS] supporters to use Tor for safety against intelligence services' tracking," reads the text.
