On November 15, 2024, a pro-Islamic State (ISIS) Telegram outlet claimed that the Pakistani Council of Islamic Ideology issued a fatwa (Islamic ruling) determining that "the use of VPN applications is religiously forbidden." The channel claimed that the fatwa is "in support of the apostate government's decision to ban the use of VPN applications after criticism against the apostate army increased."
