Since the start of 2020, many of those active within the ISIS media apparatus have at some point opened and operated accounts on the Hoop messenger app. The following report offers an overview of the activity of the ISIS media apparatus related to the app. It is noteworthy that since late August 2020, Hoop Messenger appears to have invested efforts into shutting down ISIS-related accounts. However, many accounts remain active to this day and operatives continue to share links daily to new channels on the platform. While Telegram remains the go-to app for ISIS supporters, the nature of the evolving online environment leads ISIS media operatives to constantly test and search for new strategies to maintain a constant presence and distribution channels online.
