On April 28, 2022, the Hay'at Tahrir Al-Sham (HTS)-affiliated General Security Service (GSS) published a Telegram post listing a special Telegram account and a Luxembourg-based WhatsApp number where residents of HTS-controlled area can submit complaints concerning the group's conduct.
In an accompanying video, HTS provided instructions for submitting a complaint: after contacting the group's General Security Service via WhatsApp or Telegram, residents will be issued a date and time when they may visit GSS offices and submit a complaint form. The complaint will be transferred to the GSS judiciary, which will hear the case and issue a ruling.
The video then claimed that over the past two years, residents who submitted complaints received monetary recompense, and their vehicles, mobile phones, and other seized possessions were returned to them.
