Tracking Hizbullah Online - Part IV: Websites Hosted In Ohio, Florida, Michigan, Illinois, Colorado, Texas, California; On Social Media, Including Facebook, YouTube, Twitter - And WhatsApp; Apps Available From Apple Store, Google Play For iPhone And Android

Introduction

Over the past few years, MEMRI has released a series of reports documenting the Lebanese terrorist organization Hizbullah's online activity (see Appendix I). These reports followed Hizbullah's launch of new websites for its leadership, for its television channel and radio station, for news, and even for video games that it created. Many of these websites were hosted on ISPs in the West, and especially in the U.S.

As MEMRI's research has highlighted, following the launch of Hizbullah's many websites, the organization expanded its online activity to social media, with multiple accounts on YouTube, Facebook, and Twitter. These accounts' followers number in the hundreds of thousands. It should be noted that Facebook has removed numerous Hizbullah accounts, but that Twitter and YouTube have not.

Most recently, Hizbullah's online activity has spread to mobile applications. Hizbullah apps can be downloaded and purchased from the Apple iTunes store and from Google Play. Another way Hizbullah is now using apps is with the highly popular WhatsApp mobile messaging service, which was recently purchased by Facebook. In fact, the creator of Al-Manar's app has also created apps for Sky News TV, France 24 TV, and BBCArabic Live TV, among other notable media outlets.

Such activity is especially noteworthy now as legislation in the U.S. House of Representatives aimed at preventing Hizbulah and its affiliated groups from gaining access to international financial institutions and other outlets was introduced on April 7, 2014 by Congressman Mark Meadows, along with Reps. Brad Schneider, Ed Royce, and Eliot Engel. The bill explicitly calls for the sanctions on satellite companies that offer Hizbullah’s TV station Al-Manar as well as financial centers that conduct certain levels of business with them. Specifically with regards to Al-Manar, the bill calls for a list of all satellite and broadcast companies that knowingly carry Al-Manar and if they have been previously sanctioned for doing so, pursuant to Executive Order 13224, signed on September 23, 2001.

The following report provides background on Hizbullah and on its media outlets and online activity; it includes the most recent information about all of Hizbullah's current online activity.

Background On Hizbullah's Designation As Terrorist Organization

U.S. law has clear and effective provisions against terrorist organizations and their online activities, naming certain groups "Foreign Terrorist Organizations" (FTOs) and certain individuals "Specially Designated Terrorists" (SDTs) or "Specially Designated Global Terrorists" (SDGTs). The list of designated organizations and individuals is updated regularly, and made available to the public.[1] These designations have legal consequences. For example, Section 219 of the Immigration and Nationality Act states that it is unlawful to provide a designated FTO with "material support or resources," including "any property, tangible or intangible, or services" – among them "communication equipment and facilities."[2]

The Lebanon-based Shi'ite terrorist organization Hizbullah was designated an FTO on October 11, 2005 by the U.S. State Department. It was previously designated an FTO in 1999, but the designation was rescinded in 2001, after it denounced the 9/11 attacks.

Hizbullah's Al-Manar TV was separately designated an SDGT by the U.S. State Department on March 23, 2006, due to the fact that it was "owned or controlled by the Iran-funded Hizbullah terrorist network"; it had been placed on a U.S. list of terrorist organizations in 2004. On March 23, 2006, the U.S. Treasury Department likewise designated Al-Manar separately as a global terrorist entity, pursuant to Executive Order 13224, citing earlier U.S. laws against Al-Manar which it called "the media arm of Hizbullah."

Hizbullah's PR efforts can be described as sophisticated. The organization maintains a radio channel, Al-Nour. But the most important front in Hizbullah's PR efforts is its Al-Manar TV and the Al-Manar TV website, which is the organization's main means of conveying information about its activities to the world.

The primary server for Al-Manar's Internet domain, almanar.com.lb, is currently located in Miami, Florida; Columbus, Ohio; and London.

Al-Manar.com Hosting Information – Currently on Three ISPs, including Two U.S. ISPs

Currently, the site is hosted by three servers – ServerSpace Limited in London, U.K., Vault Networks in Florida, and eNet in Ohio. MEMRI has contacted all three of the companies to inform them that they are hosting the website, but to date none have taken significant action.

ServerSpace (London, UK)

On December 18, 2012, MEMRI spoke to ServerSpace managing director Tim Dufficy, and informed him that his company was hosting the Al-Manar TV website on its servers. Mr. Dufficy responded that as long as the client abides by the law of the land, the client can continue to operate. As far as Mr. Dufficy knew, Hizbullah, and thus Al-Manar TV, had not been designated as terrorist by the U.K., and that until he received a complaint from U.K. authorities, he could do nothing about removing the website. He concluded by saying that he appreciated MEMRI's call and would continue to monitor the issue. It should be noted the UK has designated Hizbullah’s military wing a terrorist organization, but Al-Manar as the media arm is currently not under such designation.

Contact Information For ServerSpace: ServerSpace (www.serverspace.co.uk ), which is London-based, gives its contact phone number as +44 (0) 207 129 7005 and 0800 142 2882. The website also provides a form to contact it (http://serverspace.co.uk/forms/contact-us.html ) as well as a form to request a callback (http://serverspace.co.uk/forms/request-call-back.html).

Vault Networks (Miami, FL)

MEMRI contacted Vault Networks to inform the company that it was hosting the Al-Manar TV website, posting information about its hosting of Al-Manar on its website abuse form and then, on December 14, 2012, leaving a voicemail on its abuse line. Then, on December 17, MEMRI contacted the company via the latter's online chat to inform it of the issue. The chat operator instructed MEMRI to post the information to the website again, noting that this was the second such posting. Finally, on December 21, MEMRI spoke to a data center technician at the company, who said that Vault Networks appreciated MEMRI's information and considered it a serious matter, but that it needed more than "just a phone call" to begin the process of treating it as a case of abuse. He set out the steps that needed to be taken, and MEMRI followed through on those requirements, including sending a letter outlining the concern via Return Receipt, which was signed for by Vault Networks.

Its 24-hour abuse complaint contact phone numbers are given as 305-735-8098 (Option 4) or 888-694-8557 (Option 4), and its abuse email address is given as abuse@vaultnetworks.com.

eNet (Columbus, OH)

The Columbus, OH-based eNet website (www.ee.net/) provides a contact page with phone numbers and a contact form (http://www.ee.net/contact.php). Its contact phone numbers are given as (614) 794-5971 or (800) 240-1981, and its abuse email address is given as abuse@ee.net.

MEMRI reached out to eNet regarding this issue, but at this point have not received a response.

How MEMRI Tracked Hizbullah Online

All information pertaining to domain ownership and server locations was determined by MEMRI using publicly available Internet tools. Domain ownership was determined by queries to the WHOIS system. Server locations were determined using a combination of PING tests, geographic TRACEROUTE tests, and Internet IP geolocation, and were verified by at least two separate queries. However, it is in the nature of website hosting that a site's host server, and therefore its physical location, can be changed at any time.

Watching Al-Manar In Europe via Satellite

According to information online (MEMRI is unable to check this physically without being in Europe), Al-Manar can be received in Europe through the Russian satellite Express AM22 @53East (footprint: http://www.lyngsat-maps.com/footprints/Express-AM22-S2.html) which belongs to the Russian Satellite Communications Company (RSCC) (http://eng.rscc.ru/171/197/200/) at the S2 beam, frequency 12668H.

The channel can also be received through the Arabsat 5C, C band Wide beam, which covers Africa and large chunks of Asia and Europe http://www.satbeams.com/footprints?beam=6909. Frequency 3884R. Arabsat is owned by the Arab League states, except Comoros. It is located in Riyadh (Saudi Arabia is the major shareholder with most of the clout)

There is a possibility that it can be received in parts of Europe through Arabsat's Badr4 satellite, BSS beam (http://www.satbeams.com/footprints?beam=6365 – click the leftmost map), frequency 11958H.

Other satellites that air Al-Manar and are not received in Europe are Palapa D, Asia beam, which covers all of Asia, down to Australia and new Zealand and belongs to the Indonesian Indosat company (14% government owned, and the rest private and public)

Al-Manar is also aired by the Egyptian Nilesat 102 satellite, on its Middle East beam, frequency 12130V. This beam covers North Africa and cannot be received in Europe (http://www.satbeams.com/footprints?beam=5632).

It is possible that Al-Manar is aired via cable as well by bypassing international law.

Hizbullah recently launched the "Play and Resist" games website (Games.moqawama.org), that features a variety of Flash-based video games simulating actual Hizbullah military operations against Israel from 1982 to 2000, when Israel withdrew from the country. The games can be played online, or downloaded to a computer.

The website, which is hosted in Beirut, Lebanon, states that its games "tell the story of the resistance" – that is, Hizbullah – "and of its operations and its responses to the criminality and terrorism of the Zionist enemy." Visitors are encouraged to submit suggestions for ideas for new games, via a contact email, games@moqawama.org, that is provided.
