In a recent interview, Gulbuddin Hekmatyar, the fugitive chief of Hizb-e-Islami Afghanistan, disclosed that he has held peace talks with Afghan and U.S. officials at various times, and was invited to talks as recently as January 2012. Hekmatyar, who leads the second largest militant group in Afghanistan after the Taliban, also outlined a 15-point plan to restore peace in Afghanistan.
