A new statement by the Islamic Emirate of Afghanistan (the Taliban's lead organization) states that the recent U.S.-Afghan agreement on night raids, which purports to give the Afghans authority over this issue, actually fails to do so because the Afghans still need to obtain permission from U.S. commanders before carrying out raids. However, the Americans may conduct raids first and obtain Afghan approval for them after the fact.
