Senior Salafi-jihadi cleric Abu Al-Basir Al-Tartusi published on his website a document titled "Remarks Regarding the Libyan Interim Constitution" and dated October 7, 2011, in which he presented all 37 articles of the constitution with his own remarks interspersed between them.
There were two central motifs to his remarks: defining Libya as an "Islamic state" or at least a "civil Islamic state" rather than a "democratic state," and one rooted in the principle of shura (executive council), which he said is superior to democracy; and emphasizing the shari'a as the sole source of authority for legislation, deeming the inclusion of any other source of authority as heresy.
