On November 7, 2010, Qari Mohammad Yousaf Ahmadi, spokesman of the Islamic Emirate of Afghanistan (the Taliban's shadow government in Afghanistan), wrote an open letter to the members of the U.S. Congress, stating that the U.S. military general's reports about progress in Afghanistan are not correct.
The letter, published by the official website of the Islamic Emirate of Afghanistan, said: "In the last two years, your military higher-ups implemented different strategies including a troop surge, construction of new military bases, forming of militias, boosting the Kabul mercenary army, etc… The resistance of our people easily thwarted all efforts of your military brass's [efforts]."
The Taliban spokesman also noted that the Taliban of Afghanistan did not have any role in the 9/11 attacks, and added that the Islamic Emirate of Afghanistan has no role in militant attacks outside Afghanistan. However, he warned that the Taliban movement is a jihad being fought by the entire Afghan nation that "considers both victory and martyrdom in the war against your forces as a cherished wish of success, not only in this world but in the world to come."
