Official Taliban Website: 'Karzai Cannot Nominate a Provincial Governor, Police Chief, or Intelligence Head Without Prior Agreement and Affirmation From American Generals'; 'By Using Afghanistan As an Outpost, Washington Wants to Follow Its Policy of Expansionism, Regime Change and Disintegration in the Neighbouring Countries'

In recent statements posted on its official website www.alemarah.info, the Islamic Emirate of Afghanistan, which is the Taliban's shadow government in the country headed by fugitive Taliban leader Mullah Omar, accuses the U.S. of building 700 military bases in Afghanistan and of seeking to use Afghanistan as an "outpost" to pursue a policy of "expansionism, regime change and disintegration in the neighboring countries."

The identity of the Taliban website's registrant is protected by a U.S.-based company, Whois Proof LLP, one of many web firms whose business models include protecting the identity of website owners. A simple web search shows the registrant's ID as DI_10204009, based in Portland, Oregon, 97208-4120, with a Washington D.C.-based phone number, 202-470-0599.

A detailed search indicates that the www.alemarah.info website is a pointer that leads to another website, http://124.217.252.55/~alemarah/index/. This IP address is based in Johor Bahru 01 in Malaysia. In recent months, the Taliban website has been sometimes up and running, while at other times it has been inaccessible.

In the four statements below, which were issued March 27, 30, and 31 and April 11, the Islamic Emirate of Afghanistan said that the U.S. policy on Afghanistan is not driven by the goal of "fighting terrorism; rather it is based on the occupation of the country to achieve its strategic goals in Asia."[1]

In the statements, the Taliban rejected recent U.S. officials' statements that any policy of peace talks with the Taliban will be pursued only after the Taliban are weakened to the point where they will accept U.S. conditions for such talks. Notwithstanding the thinking in Washington that Afghan President Karzai is not a reliable partner, the Taliban, in a March 27 statement, noted that the U.S. treats the Karzai government as a puppet which cannot appoint anyone to top government, police and intelligence posts without approval of the U.S. Embassy in Kabul.

Following are the four statements:

April 11: "Seeing the Growing Influence of the Islamic Emirate, the Enemy's Dream of Defeating the Jihadist Movement in the Country Will Never Be Realized – Nor Will They Be Weakened To the Point of Accepting All American Colonialist Terms"

The April 11 statement, titled "Who Wants the Continuation of War in Afghanistan?" said:

"U.S. Defense Secretary Robert Gate told a U.S. Senate committee that it is not the right time to start peace talks with Taliban. He said that the right time would be when Taliban are weakened to the verge of accepting all U.S. conditions. Similarly, U.S. President Barack Obama said that the U.S. forces would remain in Afghanistan for a long time in order to ensure that no attack is launched against the U.S. from that country.

"Seeing the growing influence of the Islamic Emirate, the enemy's dream of defeating the jihadist movement in the country will never be realized – nor will they be weakened to the point of accepting all American colonialist terms and conditions. However, by adopting this unrealistic approach, Washington will only prolong the war in the country, resulting into growing miseries for the people.

"The Islamic Emirate of Afghanistan has explained time and again that as an official policy, it will never allow the soil of Afghanistan to be used against any other country and is ready to provide guarantee in this regard. However, the foreign invading forces should withdraw from Afghanistan completely and immediately."

"The Islamic Emirate's Agenda is Focused on Reconstruction and Development of The Country... Mutual Cooperation with Friendly Countries... And Non-Interference in the Internal Affairs of Other Countries"

"Being a home-grown nationalist Islamic movement, the Islamic Emirate's agenda is focused on reconstruction and development of the country, prosperity of the people, mutual cooperation with friendly countries, establishment of justice and peace, eradication of graft and corruption and non-interference in the internal affairs of other countries.

"In contrast, the U.S. rulers have been following a narrow-minded colonialist agenda in collaboration with the [ruling coalition of predominantly non-Pashtun parties] Northern Alliance led by some notorious warlords whose manifesto is based on Pashtun racial cleansing. The warlords of the Northern Alliance also give distorted information to the White House rulers and to the Pentagon generals with the aim of prolonging the war. Thus, they want to keep the flames of war flaring up in the country and cash in on the American lack of knowledge of domestic rivalries and their arrogance.

"By capitalizing on this weakness of the invaders, the warlords are holding top slots in the government and have amassed hundreds of millions of dollars through cash privileges and contracts bestowed on them by the Americans. However, if the U.S. keeps continuing this one-sided policy, the day is near when they will end up approaching a precipice of collapse and total disintegration. Example of the former Soviet Union is before them. For one decade, rulers of the former Soviet Union were not able to wriggle themselves free from the Afghan tangle through a sagacious initiative of early withdrawal from the country. This cost them their survival as a political system."

The Islamic Emirat's Four Demands

"The Islamic Emirate of Afghanistan has put forward its objective before the entire world in unambiguous words, i.e. that we want:

1. Complete withdrawal of foreign forces from Afghanistan;

2. Liberation of the country;

3. Establishment of an Islamic system in the country based on the aspirations of the people;

4. Rehabilitation, development and prosperity of the people;

5. Participation of all pious and talented Afghan mujahideen in the government from all racial groups."

"The American Agenda in Afghanistan is Not Based on The [Goal of] So-called Fighting Terrorism; Rather It is Based on Occupation of The Country"

"Members of the Islamic Emirate of Afghanistan have decided to achieve these goals – whether through peaceful means or through jihadist options.

"So one can see clearly, that the American agenda in Afghanistan is not based on the [goal of] so-called fighting terrorism; rather it is based on occupation of the country to achieve its strategic goals in Asia. The problem is that Washington is not ready to give the right of liberation to the Afghans by pulling out of Afghanistan. They are bent on maintaining their domination in the country by raising fatuous slogans of democracy and human rights while they are the most flagrant violators of human rights and democratic values. Their aim to publicize the war on terrorism is to provide them justification for the presence of American troops in Afghanistan."

March 30: "America Has Built 700 Bases in the Country... No One Can Say America Wants Peace in Afghanistan"

The March 30 statement, titled "Does America Want Peace in Afghanistan?" stated: "This is a main question everyone asks. Does America want peace in Afghanistan? However, the following data can help us reach a rationale conclusion:

"At the beginning of 2009, Americans had 30,000 troops in Afghanistan, which they increased to 68,000 soldiers until the end of the year. This shows a 110 percent boost of military manpower. In December 2009, U.S. President Barack Obama announced 30,000 more troops for Afghanistan, showing further 30 percent increase. In January this year in London Conference on Afghanistan [of January 28], the U.S. supported Hamid Karzai's program of reintegration and reconciliation with the Taliban i.e. the Islamic Emirate of Afghanistan. Two weeks later, on 13 February, Pentagon launched a massive military operation against the Marja township in the Nad Ali district of Helmand province, violating their own commitment to work for peace in the country. Now they are talking of taking the offensive to Kandahar.

"So far, America has built 700 bases in the country, the major of them being in Kandahar and Bagram. They allocate hundreds of millions of dollars each year for construction of more bases in Afghanistan. In view of these facts, no one can say America wants peace in Afghanistan. They have hidden and long-term colonialist objectives, not only in Afghanistan but in the whole region."

"By Using Afghanistan as an Outpost, Washington Wants to Follow Its Policy of Expansionism, Regime Change and Disintegration in the Neighboring Countries"

"By using Afghanistan as outpost, Washington wants to follow its policy of expansionism, regime change and disintegration in the neighboring countries. No doubt, America has been flaring up racial discord and religious differences among the people in Afghanistan and the neighboring countries. CIA agents and Blackwater operatives have been given the task of destabilizing the region, as per the long-term American strategy. Those who express common cause with America should know that Washington will never become their strategic friend. Rather, it is a tactical ally which wants to use them against their own people for its colonialist objectives and then discard them as it has done this in the past.

"In Afghanistan, the White House rulers and the Pentagon generals do not want peace but only want to weaken the momentum of the war. They never intend to end the war. That is why on the one hand, Robert Gates says, the Taliban leadership is irreconcilable or now it is not the right time to talk with the Taliban, but on the other hand, they offer cash, jobs and retirement bonuses for Taliban's ranks and files. The reason is that Pentagon is not interested in ending the war but they only want to reduce the scope of attacks on their soldiers. The Afghan Mujahideen are aware of this war stratagem of the enemy. They have shown that Americans can't deceive them by phony overtures of peace."

"If America Really Wants Peace in Afghanistan, It Should Draw Up a National Strategy of Reconciliation, Stop Blind Bombardments and Night Raids, Release Innocent Prisoners"

"If America really wants peace in Afghanistan, it should draw up a national strategy of reconciliation, stop blind bombardments and night raids, release innocent prisoners and remove the blacklist [of terrorists maintained by UN], send Blackwater and CIA agents back home from Afghanistan, and close down all secret prisons in American military bases in Afghanistan run by intelligence teams of the Special Forces. There, innocent prisoners are tortured, killed by the Special Forces and drowned in the Helmand River and other rivers in Afghanistan during night, with their hands being tied up, without any legal verdict of court.

"The Americans are committing gross violations of human rights in Afghanistan. However, no one, including human rights advocacy entities all over the world, lift a finger, because all these are done under the name of promoting democracy and fighting terrorism. The world still has to know that the war started under the name of terrorism is, in fact, an illegitimate war of neo-colonialism, being waged for subjugation of the Afghans and all free people.

"We call on all those with wake and free conscience to raise their voice against the American brutalities and violation of human values in Afghanistan. All should know that Americans kill children, women and old men with impunity and cross all limits in their brutalities."

March 31: "During the Past Nine Years, the Invaders Have Not Been Able to Force the Taliban to Retreat"

In this March 31 statement, titled "Why Obama used the cover of night for his flying visit?" the Taliban noted that in his remarks to U.S. troops in Afghanistan, President Obama did not mention Marja because there were no "tangible results" of the military operation there. It said: "By making a six-hour unannounced trip to Afghanistan last night, Obama proved that his military strategy and surge of 30,000 troops and his morale-boosting propaganda have all failed to make a dent. The Mujahideen have further driven the enemy into the corner, to the extent that now he is not able to visit Afghanistan in the light of the day. He comes during the night and hurries back in the darkness, ironically acting like a thief.

"Similarly, Obama's brief speech to American soldiers in a military base, dotted with his low-pitched and jittery-fraught voice, demonstrated the scope of the American military's fear and mistrust in Afghanistan. There was no word in Obama's speech indicating any military achievement or at least giving good news to troops to boost their morale. Obama admitted in clear terms that their enemy (Taliban) were a determined and resolute opponent. However, he claimed that they would not defeat the Americans.

"Obama's admission that the Taliban are a determined force, and exposes the invading Americans' acknowledgement of the fact that the Taliban are waging an unflinching struggle with unwavering determination. During the past nine years, the invaders [Americans] have not been able to force the Taliban to retreat from any given small area a or a village of any mention, despite resorting to committing brutalities and using all military power at their disposal."

Had There Been "Tangible Results, Particularly in the Recent Operations of Marja, [Obama] Would Have Referred to Them in His Speech" To U.S. Troops

"If they had any spectacular achievement or any tangible results, particularly, in the recent operations of Marja, he would have referred to them in his speech, to put them on display in front of his audience.

"On the other hand, Obama's visit to Afghanistan in the darkness of evening, without even informing Hamid Karzai, the head of the Kabul puppet administration until he was in a helicopter on his way to the Afghan Presidential Palace for a 25-minute long meeting with the surrogate, shows how arrogantly the Americans behave with their henchmen. The surrogates may obediently betray their religion, honor and conscience, but still they would not obtain the pleasure of their masters – who are not ready to consider them an entity of any stature to reckon with."

March 27: "Karzai Cannot Nominate a Provincial Governor, Police Chief, or Intelligence Head Without Prior Agreement and Affirmation From American Generals"

In this March 27 statement, titled "Karzai Endeavors For Reconciliation and the American Belligerent Policy," the Taliban accused the U.S. generals and the U.S. Embassy in Kabul of recommending all appointments of top officials in the Karzai government. It said: "It is now clear as broad daylight that nothing can happen in the Kabul administration without the consent of the Americans.

"This ranges from nomination and appointment of high ranking officials and enactment of laws to the formulation and implementation of all military, political and social programs. Even Karzai cannot nominate a provincial governor, police chief, or intelligence head without prior agreement and affirmation from American generals, let alone nominating cabinet members and deputy ministers who are routinely introduced by the American Embassy in Kabul before the commencement of their official appointment procedure.

"In short, Karzai is divested of authority, ironically to the extent that he is not able to appoint his government officials. Moreover, he can't release a single prisoner from Bagram, Kandahar, Guantanamo and Pulli-Charkhi jails.

"So it is unambiguously beyond his authority to keep on the peace process with the opposition, the Islamic Emirate of Afghanistan, still more, until the achievement of a tangible result!"

"Karzai Has Not Tired of Repeating His Demand for So-Called Pseudo-Reconciliation – Even Though He Knows Pretty Well the Nature of the Stance of the Islamic Emirate of Afghanistan"

"Karzai knows that the current Taliban resistance is not aimed at achieving some material goals like property, power, wealth, international stature, or for tribal feuds, but is a common reaction to the illegitimate occupation of Afghanistan by the Americans and the presence of more than 100,000 soldiers in the country. The Afghans, men and women alike, will never accept the presence of foreign troops on their land, or bow to them even for a while, though decades may pass. But Karzai has not tired of repeating his demand for so-called pseudo-reconciliation, even though he knows pretty well the nature of the stance of the Islamic Emirate of Afghanistan [on talks].

"He makes his assertion about reconciliation in every forum and gathering; even at a gathering in Uruzgan province a few days ago, he claimed to have sent an invitation to leaders of the Taliban to participate in the peace assembly of elders which is to be held in Kabul.

"In our opinion, such baseless and unsubstantiated claims portray Karzai's loyalty and obligation for the task, which has been placed on his shoulders by the Americans, to ostensibly speak of peace and reconciliation (to deceive the man in the street) – while the Americans will, de facto, continue to implement their policy of intransigence and warfare in the country.

"Why don't they know that the Islamic Emirate, in the first place, elected to accept the ousting of their regime rather than to kowtow to a foreign rule? They accepted death, injury, imprisonment, and suffering, yet did not bow to foreign pressure and subjugation, and did not accept restrictions on the implementation of Islamic rules and principles."

"Karzai and His Colleagues Should Know that Peace Will Not Exist Even for a Single Day When Foreign Troops Are In the Country"

"Karzai and his colleagues should know that peace will not exist even for a single day when foreign troops are in the country. Accepting the presence of foreign troops on our soil is against the noble traditions of the Afghans, and is contrary to their magnanimity and history.

"Karzai speaks of reconciliation while the Americans are not ready to put an end to the war in Afghanistan – [indeed,] as time passes, they announce the initiation of new battles. They are striving to turn Afghanistan into a hotbed of long-term colonialist conspiracies and ambitions.

"The Islamic Emirate of Afghanistan believes that Karzai, the Americans, and other circles have been trying to drive a wedge among the ranks of the Taliban leadership, by launching the phony process of reconciliation and by claiming to have contacted the Taliban leadership. During the past nine years, they have failed to permeate the ranks of the Islamic Emirate. Now, with the help of Allah, it is impossible for the enemy to pervade their ranks; nor is it possible for anyone to ever tend to accept the unrealistic, farcical and misleading reconciliation process."
