On April 8, the Conseil Superieur de l'Audiovisuel (CSA), which is the French government authority tasked with overseeing all public broadcasts within France, announced that it would ban the broadcasting in France of Egypt's Al-Rahma TV. It has instructed Eutelsat, which is the satellite carrier for Al-Rahma, to cease providing services for the channel.
The CSA said that its decision is based on a October 31, 2009 Al-Rahma program which featured antisemitic content and incitement to violence (http://www.memritv.org/clip/en/2274.htm), including a segment in which the presenter, addressing Jews, said, "Your turn has come at last, you offspring of apes and pigs, you most accursed creatures created by Allah... I have a message for every Jew on the face of the earth. The army of Muhammad will return. Oh offspring of apes and pigs, the day of vengeance is nearing..."
MEMRI has been monitoring and translating Al-Rahma TV since it began operations in 2008, and is the only organization, either government or non-government, in the world to do so. MEMRI has been working closely with French authorities over the past year on the issue of incitement on Al-Rahma TV.
In March 2010, French Prime Minister Francois Fillon requested from the CSA to appraise the issue of antisemitism in TV and other public broadcasts aired in France.
