On November 14, 2009, the Islamic Emirate of Afghanistan, the Taliban’s shadow government in the country, issued a statement, accusing the foreign intelligence agencies of launching a media campaign to confuse the people about the Taliban’s aims.
In the statement, titled "The Aims of Mujahideen," the Taliban asserted that after Afghanistan is freed from the foreign powers, they will establish an Islamic system in the country.
In order to convey the Taliban’s viewpoint to the masses, the statement also urges journalists to form groups that support the mujahideen and wage media campaigns for the Taliban.

"As an Islamic liberation force, the Mujahideen of the Islamic Emirate of Afghanistan represent the aspirations of the Afghan masses who want to free themselves from the claws of colonialism. This is the only force the people look up to for the realization of their noble aims. Therefore, to live up to the expectation of the people, the Mujahideen’s objectives are clear. They want to establish an Islamic system based on justice and equality and gain independence for the country where the Afghans will be owners of their own country and fate. Education, spiritual and material uplift and reconstructions are other aims of the Islamic Emirate. It has declared time and again that it will implement these goals upon gaining independence.
