The information office of the Islamic State in Kirkuk Province, Iraq, published a 6-minute video on November 16, 2015, documenting joyous responses by ISIS members to the deadly attacks in Paris.[i] Speakers in the video congratulate the Muslim nation, and call on all Muslims, especially in France, to increase attacks on Western "Crusader" forces. The video is accompanied by audio recordings by ISIS spokesman Abu Muhammad Al-'Adnani, who called on Muslims everywhere to carry out attacks in Western countries.

The first speaker in the video says: "We congratulate Muslims everywhere on the face of the earth for this grand victory and this blessed raid, which has healed the breasts of the believers." The speaker asks whether France really thought it could bomb and intimidate Muslims and the Islamic State without being held accountable for it, adding that Muslims have taken vengeance on it and have punished it appropriately. He then calls on Muslims in France, saying "O my Muslim brothers, experience this prestige that your brothers [the perpetrators of the attack] have received by striking the infidels in the heart of their abode."

Another speaker in the video issued a threat to the West, saying: "We tell the slaves of the Cross, particularly France, that by Allah, you will not enjoy life so long as your jets circle over the lands of the Muslims. Expect the worst. This was only a small part of our response, Allah willing. We motivate our Muslim brothers around the world, from East to West, and especially our brothers in France, to increase their attacks on the Crusaders. They [the French] have begun living in fear and terror. By Allah the Almighty, increase your attacks on them."

A third speaker in the video also congratulates the Muslim ummah, and says that coalition countries will not be safe so long as they attack Muslims. A fourth speaker reiterates the call to Muslims to increase attacks on enemies in the West.
